About MCMLFAS

The Merit cum Means Linked Financial Assistance Scheme is Delhi's tuition fee refund for undergraduates who clear a marks bar and an income bar at the same time. It pays no stipend, buys no books and covers no hostel charge. What comes back is a fraction of tuition already paid, and the size of that fraction is set by the family's income bracket rather than by the size of the bill.

Most applicants read the marks condition and stop there. The clause that actually decides a file is the standing of the institution: the guidelines admit only students enrolled in an undergraduate programme at a Delhi State Public University, or at a college or institute affiliated to one, and the scheme is run under the aegis of the Delhi Higher Education Aid Trust with the Directorate of Higher Education acting as the route between the universities and the Trust (Merit-cum-Means linked Financial Assistance Scheme, Directorate of Higher Education, GNCTD).

Before any of those terms are worth reading, there is the question of whether a student can still file under this name. Delhi's Outcome Budget for 2023-24 records the scheme as now modified into the Delhi Higher and Technical Education Support Scheme, and describes that successor as under submission for approval at the time, budgeting Rs. 50 Cr against a target of 5000 students under the goal of providing financial aid for higher education (Outcome Budget 2023-24, Planning Department, GNCTD). The Directorate's own web address for this scheme has since begun opening the successor's page instead (Delhi Higher and Technical Education Support Scheme, Directorate of Higher Education), and the Higher Education department on e-District Delhi offers nothing under the Merit cum Means name (Services available at e-District Delhi).

That is supersession, which is not the same thing as a published closure. Not one of those sources is a withdrawal order carrying this scheme's own name; what they record is one scheme folded into another. The terms set out below are the scheme exactly as the Directorate wrote it, which is what a senior student's older sibling will describe and what an institution's archived circulars still reproduce, and having them straight is what lets you tell them apart from whatever your university is running now.

Important dates

The guidelines publish one calendar milestone, and it belongs to the institution rather than the student: the list of students recommended for assistance goes from the university to the Directorate every year by the end of October. Reading an institutional deadline means working backwards from that date, because the college has to verify and compile before it forwards.

No student-facing opening or closing date is set in the scheme document itself. Each university and college announces its own application window on its notice board and website, which is why two Delhi colleges can be open in different months of the same session. Neither an open date nor a close date appears on the scheme's myScheme record either (Merit Cum Means Linked Financial Assistance Scheme, myScheme).

Who can apply

Eligibility criteria

Two conditions have to hold together: enrolment in an approved undergraduate programme at a Delhi State Public University or an affiliated college, and a qualifying aggregate of 60% in all subjects alongside the income or card status set for the category being claimed.

Students in the Scheduled Caste and Scheduled Tribe categories are allowed a relaxation of 5% in that qualifying aggregate percentage of marks (Scheme guidelines, Directorate of Higher Education, GNCTD). Income is counted gross, from all sources, for the student's family.

Where a student went to school does not decide the question. The Directorate's own FAQ document confirms that someone who passed Class 10 or Class 12 outside Delhi remains eligible provided the undergraduate enrolment is at a Delhi State Public University or a college affiliated to one, and that a Delhi resident studying at a central or state institution located outside Delhi is not (FAQs, Merit-cum-Means linked Financial Assistance Scheme). The same document names the state universities that run the scheme: Ambedkar University Delhi, Delhi Pharmaceutical Sciences and Research University, National Law University Delhi, Indraprastha Institute of Information Technology Delhi, Indira Gandhi Delhi Technical University for Women, Delhi Technological University, and Guru Gobind Singh Indraprastha University, with GGSIPU-affiliated colleges routed through their own nodal officers.

Who cannot apply

Exclusions

Nothing is published here under a heading of exclusions. The bars exist all the same, filed among the other conditions of the guidelines, and two of the three can take an award away in the middle of a degree instead of refusing it at the start.

Fail a single subject at any point in the course and eligibility stops. Need extra time to finish credits, first-year repeaters included, and there is nothing in the repeat year or in any year after it. Draw support for the same course of study from another scheme of any government or agency and no disbursement is made here, which is the reason the Annexure A affidavit sits in the file at all.

In the other direction the institutional bar admits no argument: a university, institution or college located outside Delhi is not covered, whatever the student's own address.

Renewal conditions

Nothing carries over on its own. A fresh application goes in for every year of the course or programme, in the format the concerned institution prescribes, with the previous year's mark sheets attached. Continuity is earned annually against the same 60% aggregate, and the failure and repeat-year rules mean a single backlog can end the support even where the family's income position has not changed.

There is no fixed rupee award to look up. The benefit is a percentage of tuition fee actually paid, so a student in the 100% slab at a low-fee college receives less money than a student in the 25% slab at an expensive one. Nothing beyond tuition is reimbursed.

The credit does not land at the college fee counter. Once the Directorate releases funds, the concerned university or institution transfers the amount into the student's Aadhaar-seeded bank account, and the guidelines require this to happen before the end of the academic session (Scheme guidelines, Directorate of Higher Education, GNCTD). Assistance is limited to the duration of the programme the student is enrolled in.

• 50% of the tuition fee to meritorious students having annual family income.

What to prepare

Documents required

The paperwork scales with the slab being claimed, and that is the part worth planning around, because two of the three proofs cannot be arranged in a week.

Every applicant files the Class 12 or qualifying examination mark sheet, all previous mark sheets from the current programme, a passbook copy or e-statement of an Aadhaar-seeded bank account, an SC or ST certificate from the competent authority where it applies, and the Annexure A declaration that no other scheme is funding this course.

On top of that, the 100% slab needs only the valid National Food Security Scheme card. The 50% slab needs an annual family income certificate from the SDM or competent authority. The 25% slab is the heaviest: the full income tax return for both parents for the previous financial year, including the acknowledgement page, and where a parent does not work, an affidavit of non-employment attested by the SDM's office plus the income certificate. Documents are filed self-certified.

How to apply

Filing online is half the process. The other half is paper, and an application that stops at the portal is on nobody's desk.

The Directorate's FAQ document directs students to register at the e-District Delhi portal at https://edistrict.delhigovt.nic.in through the Citizen's Corner, fill the form online, and then submit the printed hard copy along with the uploaded documents at the concerned college, institute or university (FAQs, Merit-cum-Means linked Financial Assistance Scheme). The institution is where the file physically lands; the portal is only where it starts.

How to Track the Application

e-District's Track Your Application page is the portal's status tool, and it works down from the department to the service before it will take an application number (Track your application, e-District Delhi). Under Higher Education that department currently offers the Delhi Higher and Technical Education Support Scheme and the Modified Higher Education and Skill Development Guarantee Scheme, each carrying a prescribed timeline of 30 days that excludes any period spent on field verification or on verifying documents from another state (Services available at e-District Delhi). There is no Merit cum Means entry left to select, so a file registered under the older name has no status page of its own to open.

Payment status is a separate question from application status in any case, and here the two run on different clocks. Verification finishes at the institution; the money moves only after the year's allocation reaches the university, against a deadline the guidelines set at the end of the academic session rather than a fixed number of days after sanction. A name recommended but unpaid by the close of the session is chased at the university that recommended it, not on the portal.

How winners are picked

Selection process

Two orderings decide who is paid, and they run one inside the other: the slab first, the marks second.

Each university or institution carries out its own due diligence, recommends the percentage each student should get, and forwards a list of eligible students in order of merit to the Directorate. The year's money is then split between universities in proportion to how many students each has enrolled. Within a university's share, the 100% slab is settled and exhausted before the 50% slab is touched, and the 50% before the 25%. Inside a slab, students are taken in descending order of marks in Class 12 or the qualifying examination.

That is why a strong applicant in Category 3 can be recommended and paid nothing in a year when the first two slabs absorb the allocation. Being recommended confers no right to the money: the guidelines let the Trust cap how many students it funds against what it has, with lower income groups taking priority, and leave the last word with the Trust (Scheme guidelines, Directorate of Higher Education, GNCTD).

Fine print

Terms & conditions

False information is not answered with cancellation alone. The guidelines have the student hand the entire amount back forthwith, with penal interest running at 10% from the day it was credited to the bank account until the day it is returned, and they leave the university or institution free to start criminal proceedings against the student or the parents as the circumstances warrant (Scheme guidelines, Directorate of Higher Education, GNCTD).

The declaration at Annexure A is the mechanism that enforces the single-scheme rule. A student is free to apply under more than one scheme; what is barred is drawing a disbursement here while another scheme is funding the same course, and the format is attested by two witnesses who may not come from the student's own family.

This scheme keeps its front door inside the institution you are enrolled at. The FAQ document names the nodal officer nominated in the college, institute or university as the person to approach with any problem on the scheme, prints an email address and a telephone number for each of the Delhi State Public Universities running it, sends students at colleges affiliated to Guru Gobind Singh Indraprastha University to their own college's nodal officer rather than to the university, and separates all of that from trouble with the online form itself, which it routes to the Directorate of Higher Education on 011-23980220 (FAQs, Merit-cum-Means linked Financial Assistance Scheme).

One caution before anyone sets out. The address the scheme papers print for the Directorate, on Sham Nath Marg, is not the address the Directorate publishes today: its current contact page gives a Pitampura address, with a telephone number and an email that differ from the ones on the FAQ (Directorate of Higher Education contact page). Confirm the live page before relying on anything printed on a scheme document.
