Kala Utsav Pratiyogita - Uttarakhand(KUPUK)

The source carries no open date and no close date for this scheme, and the state does not publish a student-facing application window, because a student never applies directly. The date that binds everything is the one NCERT sets for states to submit their entries, and the school and district rounds are timed backwards from it.

Two official dates circulated for that edition, which is worth knowing before a school works backwards from the wrong one. The printed guidelines gave 20 November 2024 as the date by which the signed proforma was to reach the NCERT by email and by post (Kala Utsav guidelines), while the FAQ sheet issued afterwards set the last date for a state to submit its entries at 8 December 2024 (Kala Utsav FAQs). A Uttarakhand school works to whichever date the state nodal officer circulates, because the entry only travels through that office.

Venue and schedule are not fixed in advance in the guidelines. They are shared with the nodal officers and notified on the Kala Utsav website once finalised, which is why the national round has moved between host states from one edition to the next (Kala Utsav guidelines).

Enrolment does almost all the work here. The guidelines admit students of Classes 9, 10, 11 and 12 from any government, government-aided or private school affiliated to any state or central board, and the state record adds the geography: the school has to be in Uttarakhand (Kala Utsav guidelines).

No income ceiling, no marks bar and no category condition appears anywhere in those guidelines. The qualifying test is which class you are in and which school you attend, which is why a student from a government inter college in a hill block competes on the same footing as one from a private school in Dehradun.

One detail decides which ladder a student climbs. Kendriya Vidyalaya Sangathan, Navodaya Vidyalaya Samiti and Eklavya Model Residential Schools hold competitions among their own schools and send their winners straight to the national round, so a Uttarakhand student in a KV or an EMRS climbs a separate ladder inside their own organisation rather than the state's. Schools run by the Army, the Railways, the BSF, the CRPF, Cantonment Boards and Kasturba Gandhi Balika Vidyalayas that are located in the state do compete in the district and state rounds alongside other Uttarakhand schools. Each student may enter only one category.

The source publishes no exclusion list for this scheme, so the bars that actually operate come from the competition guidelines, and they are unusual ones.

A student who has already won first, second or third position at a previous National Kala Utsav cannot enter again, a rule written to hand the slot to somebody new. The participation of professional artists or performers is not allowed, which matters in a state where a talented Class 11 student may already be performing at paid cultural events (Kala Utsav guidelines).

The 2025 edition added a bar that lands on the school rather than the student: children from a school whose entry won at the National Kala Utsav in either of the last two editions cannot enter in that same art form (Kala Utsav 2025 guidelines). A school known for one discipline therefore has to build a second one, or watch its best category sit out.

Nothing renews, because nothing continues. Each edition is a fresh entry decided in that year's school round, and the only thing that carries forward is the bar on a past national winner returning.

At the state level the benefit is the place itself: representing Uttarakhand at the national round, with stay, food, local transport and the competition venues arranged by the partner state or institute. The cash sits at the national round, awarded in every category to the winners.

For a group event the cash award is divided equally among every member of the winning team, and it is transferred digitally into the winners' own accounts rather than released to the state, the union territory or KVS, NVS and EMRS, so that it reaches the student on time. Every student who reaches the national round is given a participation certificate. Alongside those three places the current edition adds two consolation prizes in each category, each carrying a cash award and a certificate (Kala Utsav 2025 guidelines).

The source lists no documents, and for good reason: a student files nothing. The paperwork belongs to the school and the state nodal officer, and this is what it contains.

• The entry proforma, filled and signed by the state nodal officer, carrying the student's name, gender, class, the full school name and address, a passport photograph and disability details where they apply.
• A Unique APAAR ID for every participating student, which has to be obtained before the national round if the student does not already hold one.
• A video of the state-level winning performance, submitted as an email drive link, since links from YouTube or any other platform are not accepted.
• A typed textual summary uploaded through a Google form, describing the art form, where it originates, the communities that practise it, the occasions it belongs to, costumes, instruments and materials. An image or a PDF of the summary is rejected.
• Photographs of the artwork, in addition to the video, for the visual arts categories.

Those five requirements are set by the current guidelines, and the nodal officer signs a declaration that the entry obeys them before it is uploaded (Kala Utsav 2025 guidelines).

A Kala Utsav entry is never filled in by the student or the parent. The route is the school round first, then the district round, then the state round, and the state's entry is approved by the Secretary, Education before the nodal officer verifies and uploads it. The NCERT is explicit that a school or a student cannot submit a proforma directly for the National Kala Utsav, and that all entries must come through the respective nodal officers (Kala Utsav FAQs). In practice the first conversation is with the school principal or the art teacher, well before the district round is called.

Tracking works differently from a DBT scholarship, and this trips up families who expect a portal. The scheme is recorded as an offline one with no application link (myScheme), so there is no application number, no National Scholarship Portal dashboard and no payment status page to refresh. What is published instead, edition by edition, on the Kala Utsav website, is the nodal officer list, the full list of participants sent by each state and the winner list, which is how a family confirms that a name actually travelled (Kala Utsav announcements). Because prize money goes into the winner's own account and not through the state, a delayed payment is chased through the school and the Uttarakhand nodal officer, not through a helpdesk ticket.

Selection is the competition, repeated at each level, and at the national round every category gets its own jury drawn from educators, practitioners or scholars of that art form. The same jury members sit through all the competition days and interact with the students directly while they perform.

Each category is marked out of 100. In vocal and instrumental music the sheet splits evenly, with 20 marks each for sur, laya, authenticity in style, presentation technique and the write-up and video together. Dance weights differently, giving 10 marks each to costume and music while keeping 20 for authenticity in style, variations, presentation skills and the write-up and video (Kala Utsav guidelines). That last column is the one schools underestimate: the written summary and the video are worth as much as the singing.

Visual arts are judged on work made at the venue during the national competition. Artwork prepared earlier is not allowed, the jury observes the participants while they work, and students are expected to be at the venue to be questioned about their process (Kala Utsav guidelines).

Teams travel under conditions the guidelines set out plainly. Every team is escorted by one female and one male teacher, an additional escort joins a team of more than 20 students, and a student with a disability may be accompanied by an escort of the same gender. Escorts cannot be swapped at the last moment, on security grounds, and the school must already hold the parents' permission before a ward travels (Kala Utsav guidelines).

Authorities are required to ensure equal participation of girls and boys, and participation of students from Socio-Economically Disadvantaged Groups, including children with special needs, at every level of the competition (Kala Utsav guidelines).

The performance rules are strict about authenticity. Professional and commercial music tracks are not allowed in vocal music, only indigenous instruments may be played in instrumental music, electronic or programmed instruments are barred, and materials used in the visual arts categories have to be eco-friendly and biodegradable. Once an entry has been submitted, no changes are entertained.

The first stop is the school itself, since the school round is where an entry is born. Above that, Samagra Shiksha Uttarakhand runs the state project office at Nanoorkhera, Tapovan Road, Raipur, Dehradun, and publishes its phone, fax, email and a toll free complaint number (Samagra Shiksha Uttarakhand).
