The scheme has no opening or closing date because it is not a windowed application; every deadline is a clock that starts from your own result. The dates that bind are these.

For fellows on the CSIR side, the revised guidelines add a six-month grace window after year two to file the assessment report, during which the JRF stipend continues; miss it and the stipend stops automatically until the paperwork lands.

Qualifying the test and registering for the M.Phil or Ph.D in time is the whole of what UGC asks of you here; the harder bars sit one step earlier, in the test that feeds the scheme, and one step later, in the class of institution that may hold your award. For the joint CSIR-UGC route, the revised CSIR guidelines require at least 55% marks in the Master's degree for General, EWS and unreserved candidates and 50% for OBC non-creamy layer, SC, ST, PwD and third-gender candidates, and cap the JRF age at not more than 30 years on the first day of the month the examination concludes, with category relaxations. Final-year postgraduates can sit the test provisionally.

A newer route matters for early planners: candidates from a 4-year undergraduate programme with 75% aggregate can qualify for JRF and Ph.D admission on that degree alone, though the same CSIR guidelines state that candidates qualifying on a four-year undergraduate degree are not eligible for appointment as Assistant Professor.

Where you enrol also decides whether the fellowship can reach you. The scheme guidelines admit only universities and colleges recognised under the UGC Act, grant-in-aid deemed universities, institutions funded by a state or central government, and Institutions of National Importance. A private university outside those categories cannot host this fellowship regardless of your NET score.

The JRF's myScheme entry skips exclusions entirely; the rules that actually take this fellowship away sit inside the XII Plan guidelines. The joining report every awardee signs certifies that the fellow will not accept or hold any emoluments, salary or stipend from any other source during the award, and the guidelines separately bar any paid assignment during the tenure, with the single exception of leave without fellowship for up to one academic year. Fail to register for the Ph.D within two years of joining and the fellowship is discontinued until you register. And once the five-year tenure expires, the same document warns that any continued claim to JRF or SRF status is illegal and can draw disciplinary action. The guidelines close with their own cancellation list, which is where most terminations actually originate: misconduct, unsatisfactory progress or failure in an examination connected to the M.Phil or Ph.D, being found ineligible after the award, and false information or fraudulent activity by the fellow, which the document says invites penal action rather than a quiet withdrawal.

Nothing about staying on this fellowship is in your hands to file. A Continuation Certificate signed by your head of department and the registrar at the close of every quarter is what makes you eligible to draw the next three months, per the XII Plan guidelines, and the progress report your supervisor comments on travels the same route, department to university to UGC.

The one genuine checkpoint comes at the end of year two. A three-member committee, your supervisor, the head of department and an external subject expert, evaluates the research; on its recommendation you are upgraded to SRF, and UGC's own approval is not mandatory for that upgrade. If the committee finds the work unsatisfactory, the guidelines give you one more year at the JRF designation with a fresh evaluation after it, and a pass at that stage still earns the remaining SRF years. The total never exceeds five years.

The CSIR revised guidelines, in force from March 2023, confirm the same Rs 37,000 and Rs 42,000 for fellows who came through the joint test. Beyond the table, the scheme guidelines fund escort or reader assistance for blind and physically handicapped fellows, a line most summaries omit, and pay HRA only to fellows who are not in hostel accommodation.

Assembling the papers is the easy half; getting them to the right desk in the right order is what decides when the money starts. Your joining report travels through the Registrar, Principal or Director to the designated branch of Canara Bank with an attested copy of the NET-JRF certificate, and Aadhaar seeding of the bank account is mandatory before any disbursement, per the scheme guidelines. The HRA certificate is its own annexure, signed at the Registrar's level, and the contingency and HRA forms are accepted on paper, not as soft copies, so budget for physical visits to the academic and accounts offices each cycle.

There is no application portal for the fellowship itself, which is why the scheme's listed application mode is offline. The sequence runs in three stages. First, qualify the test: UGC-NET through the National Testing Agency at ugcnet.nta.nic.in, the portal UGC's fellowship page points to, or the joint CSIR-UGC test, for which the CSIR guidelines say applications are invited normally twice a year at csirnet.nta.ac.in. Second, secure admission: qualified candidates apply against the M.Phil and Ph.D advertisements of recognised universities, and the scheme guidelines require joining the fellowship within 6 months of the award letter. Third, activate payment: if you were already registered for the Ph.D when the result came, fellowship counts from the result declaration date; otherwise it starts from your joining date.

Once the fellowship is running, the question that replaces "how do I apply" is "where is my stipend", and the answer is a portal you cannot log into. UGC moves the money by Direct Benefit Transfer through a dedicated scholarship web portal hosted by Canara Bank; your university holds the login, submits your master data on it, and updates that record every month for continuation, HRA, upgradation and resignation, while your bank account has to clear PFMS validation before a beneficiary ID exists for you at all, per the guidelines. Payment is generated from that master data and released once every three months. A stalled stipend is therefore almost always a quarter your institution has not confirmed on the portal, and the desk that can see it is your own academic or nodal office, not UGC. The final two instalments are held back until you deposit your research work in the INFLIBNET repository and submit the closing feedback report.

Selection is the test itself. The joint test declares its qualifiers in separate categories, and only one of them carries money: the CSIR guidelines treat JRF, Assistant Professor and Admission to Ph.D. as distinct outcomes, with their own age rules and their own consequences. Between a JRF award letter and this scheme there is no further interview, document round or committee. What the guidelines do interpose is enrolment: the award converts to money only when a recognised university admits you and files your joining report, after which UGC accepts the candidature and releases the first instalment. The only evaluative selection inside the scheme happens at the JRF-to-SRF assessment described under Renewal.

What shapes daily life on this fellowship is not the rate table but a handful of clauses printed past it. You may transfer your research place only once in the entire tenure, and the transfer runs through your university with intimation to UGC. Every category of leave needs prior approval at the university level before it is taken, per the scheme guidelines. Your department may also call on you for academic work, tutorials, evaluating test papers, laboratory demonstration, supervising fieldwork, seminars, with your guide's consent and only so far as it does not hinder the research in hand, and the same document caps that at ten hours a week. And the fellowship carries a publication obligation with money attached: doctoral fellows must deposit the research work in the INFLIBNET repository with at least 2 published papers, one national and one international, one due at upgradation and one by the end of tenure, and the last two instalments stay frozen until that deposit and the feedback report are in. Resignation, likewise, is not a private act; the university forwards it to UGC's designated agency, and termination at any point rests with the Commission, whose decision the guidelines make final and binding.

The guidelines and their annexures ask that anything you send quotes the Commission's letter number and date, which is the reference that lets the Selection and Awards Bureau find your file at all. For examination questions, the National Testing Agency's UGC-NET portal is the operative channel, and for everything about a running fellowship, joining, continuation, upgradation, payment status, the working contact is your own university's academic office, because that office holds your record on the disbursement portal.
