The DGTR internship attaches a postgraduate student or a research scholar to one officer inside India's trade defence machinery. The Directorate General of Trade Remedies is the body that conducts anti-dumping, countervailing duty and safeguard investigations for the country (Directorate General of Trade Remedies). Its terms come from one circular of the Department of Commerce, numbered 13/2/2019-DGTR and issued in 2019, which fixes a minimum tenure of one month, a mentor who designs the schedule, a certificate at the end, and no money at any point (Internship Scheme for PG/Research students in DGTR, circular).

That circular is the only binding text, and it is worth saying where it now lives. The scheme listing points its guidelines link at a PDF on dgtr.gov.in; that file no longer resolves there, and the rebuilt DGTR site carries no internship page of its own, so the archived circular is what an applicant has to read.

The reading an intern does here is legal and economic rather than technical. Every case DGTR runs is built out of paper the Directorate itself prescribes: an application proforma for each type of investigation and review, and separate exporter, importer, user-industry and economic-interest questionnaires that the parties fill in (Directorate General of Trade Remedies). This scheme runs without a calendar of its own. The 2019 circular set no season for applications, and the scheme record shows an empty opening date and an empty closing date (myScheme scheme record), so a proforma posted in November stands exactly where one posted in April stands. Everything that does have timing hangs off the joining date the applicant picks, working backwards from it by a month.

Eligibility criteria

The scheme reaches PG students and research scholars of recognised universities and institutes, and the circular writes down no marks bar, no age limit and no stream restriction. Two conditions underneath that line decide whether an application is admissible at all. The placement has to hang off the applicant's own academic year: either inside the course curriculum, which is the only route on which the circular lets the attachment stretch as far as a semester, or taken during the annual vacations as work additional to the course. And the institute has to stand behind it, because a permission or forwarding letter from the supervisor or head of department travels with the application (DGTR internship circular).

The circular publishes no exclusion list. What closes the door in practice is the eligibility clause itself: an undergraduate falls outside it, and so does anyone whose institution will not put its name to the application, because the proforma ends in an authentication block that an authorised official of the university or institute has to certify and seal (DGTR internship circular).

Renewal conditions

There is no renewal route. The circular sets one month as the floor, allows a curriculum internship to run to a semester, and gives no procedure for extending a placement once it has ended. Nothing in this scheme is financial. The circular states that no financial aid or stipend will be provided by the Directorate to its interns, and it offers nothing in kind beyond the desk itself. What the intern does get is a named DGTR officer as mentor, who designs the schedule; an attachment to an officer, division or cell decided by the competent authority of DGTR on that mentor's recommendation; and a certificate issued at the end of successful completion (DGTR internship circular).

The paperwork splits into what travels with the application and what the internship itself produces.

The proforma attached to the circular is longer than a covering letter. It asks for the sponsoring institution's name, full address and phone number, a photograph, date of birth, a postal address with telephone, mobile and email, a qualifications table listing exam, university or institute, year of passing, percentage of marks and subjects, then subjects of specialisation, extra-curricular activities, projects undertaken and project preferences. Research students add a brief description of the subject and purpose of their current research, and every applicant signs a line confirming they have read and understood the internship policy (DGTR internship circular).

How to apply

There is no application portal. The filled proforma, the forwarding letter and the optional CV go to the General Administration Section of DGTR, by post, by email or by hand, and they have to reach it at least one month before the date the applicant intends to join (DGTR internship circular).

Applicants then go looking for somewhere to check what became of the proforma, and the honest answer is that DGTR never built one. No application URL is recorded against the scheme (myScheme scheme record), and the circular issues no application number, provides for no acknowledgement, and puts no stage at all between the proforma arriving and DGTR's decision, which it makes final (DGTR internship circular). Selection process

Selection here is an administrative decision rather than a competition, and there is nothing for a candidate to prepare for, because the circular provides for no assessment step of any kind between the proforma arriving and DGTR's answer. It hands the Directorate one power over an application, to accept it or reject it, and makes whichever it chooses final; how many interns are taken at all is left to DGTR too. Where an intern then sits is settled by the mentor's recommendation to the competent authority rather than by the applicant's own preference: the proforma invites project preferences but records that projects and assignments will be decided by DGTR as per administrative convenience (DGTR internship circular).

Terms & conditions

Interns sign a confidentiality agreement, and the circular restricts their access to confidential documents on top of that, so part of the case file an intern works beside stays shut to them. The circular also expects punctuality and office discipline, and it requires a brief report or paper to be presented to DGTR at the end of the assignment. DGTR may terminate an internship at any point without assigning a reason to the intern or to the institution, and the text says in as many words that internship in DGTR is neither a job nor an assurance of one in the department, the organisation or the government (DGTR internship circular).
