About IVRI IS

The IVRI institute scholarship is the institute's own money, paid to students already on the rolls at Izatnagar, and it is not a national award anyone can enter. ICAR-Indian Veterinary Research Institute states the gate in one line on its fellowships page: the scholarship "is admissible to only those candidates who are admitted through competitive entrance examination for MVSc/PhD degree programmes" (IVRI, Fellowships Available). Admission comes first. The award attaches to the seat.

That order matters because the seat itself is not filled at Izatnagar. Every post-graduate seat at IVRI, sponsored seats included, is filled from the all-India entrance examinations the National Testing Agency conducts for ICAR, and the institute's regulations tell Master's aspirants plainly that they "need not apply to IVRI for the said programme" (ICAR-IVRI Academic Regulations, 3rd Edition). The ICAR bulletin says the same thing from the other side, and puts a figure on it: an agricultural university opens 30% of its Master's seats to AIEEA (PG), while at the four ICAR deemed universities, IARI, IVRI, NDRI and CIFE, the examination fills 100% (ICAR AIEEA (PG) 2026 Information Bulletin).

IVRI sits under the Indian Council of Agricultural Research, in the Department of Agricultural Research and Education, Ministry of Agriculture and Farmers Welfare, and has held deemed-university status since 16 November 1983 (ICAR-IVRI Academic Regulations, 3rd Edition, Chapter I). The institute scholarship is written into Chapter IX of its academic regulations alongside the ICAR fellowships, the institute stipend and the contingency grant, which is the useful way to read it: one line of institute support among several, with rules about which of them a student may hold at the same time.

The scheme name says MVSc and PhD. The regulation behind it is wider, covering the MSc and MBA programmes the institute runs as well.

Important dates

The scheme keeps no calendar of its own. Every date that decides whether a student can be considered belongs to the ICAR entrance cycle that fills the seat, and NTA sets that cycle afresh each year. The window below is the one it published for the current admission session.

Doctoral admission runs on the separate AICE (PGS/JRF/SRF) cycle, which NTA notifies in its own bulletin for the same academic session.

Once a student is on the rolls, the dates that matter are internal: the end of each semester, when the grade point average is read for continuation, and the end of each month, when the academic progress report releases that month's payment.

Who can apply

Eligibility criteria

Entry runs through the entrance examination and nothing else. A candidate qualifies AIEEA (PG) for the MVSc or the AICE (PGS/JRF/SRF) for the PhD, is counselled into a discipline at IVRI, registers, and only then comes into view of the Standing Committee that recommends the award. Merit is read twice over: first from the rank in the competitive entrance examination, and after that from the student's performance at the institute itself (Academic Regulations, rule 9.1).

Beyond that route the regulations impose only a citizenship test, and they draw it wide. Rule 9.2 opens the award to anyone holding Indian nationality under the Constitution or domiciled in India, and rules sex, race and religion out as grounds for withholding it.

In-service candidates are treated separately and are not shut out. Where they have secured admission through the ICAR competitive examination, the regulations award the full scholarship to an in-service candidate who is without pay, and Rs 3,000 to one drawing full or partial pay (Academic Regulations, rule 9.1). Sponsored candidates reach IVRI the same way everyone else does: the institute prepares a separate merit list for them from their ICAR rank, and no direct admission is made.

The bar a scholar has to clear each semester is lower for some students than the scheme directory entry lets on. The regulations set the overall grade point average needed at the end of each semester at 7.00 out of 10.00, and at 6.50 out of 10.00 for SC, ST and PwBD students (Academic Regulations, rule 9.1(b)). A student reading only the aggregator listing would take the higher figure as universal.

Who cannot apply

Exclusions

Nothing in the scheme record names a disqualifying condition, so the regulations are where the real exclusions sit, and most of them are about holding two things at once.

A scholarship holder may not apply for or accept any other scholarship, award or employment without the prior approval of the Joint Director (Academic). Payment is then gated a second time: the institute releases money only against a certificate that the student is not drawing any other scholarship, fellowship or salary. Between those two rules, a student already holding an ICAR-PG scholarship or an ICAR junior or senior research fellowship is drawing that award, not this one.

The scholar is expected to devote whole time to the approved study and may not hold another appointment, paid or otherwise. Anyone drawing pay on study leave is outside the scheme, and the award cannot be adjusted against such pay for any other benefit. It carries no provident fund benefit.

Taking a job mid-course closes it permanently rather than pausing it. Where a student is allowed to drop studies temporarily to join service, the regulations terminate the award from the date of that dropping and say it "shall not be renewed in any circumstances after re-joining", even if the student returns on extraordinary leave from that department. Contingency and the facilities available to in-service candidates are all that remain.

Continuation

Renewal conditions

Sanction runs one year at a time, and continuation turns on the semester grade point average at the same 7.00 out of 10.00, relaxed to 6.50, that governs entry to the award (Academic Regulations, rule 9.1(b)). Fall below it and nothing is paid for that period; recover it and payment may resume, but no arrears are paid for the gap.

A failed course does the same thing by a different route. An F grade in any course other than English or an audit course stops the scholarship and the contingency until the student clears it, again with no arrears for the intervening months. An F grade is awarded where the internal and external examinations together come to less than 50% in aggregate, and a student who fails at the third attempt is dropped from the university rolls altogether (Academic Regulations, rule 8.6).

Attendance decides examination access, and through it the scholarship. Students must attend at least 75% of lectures and of practicals, counted separately in each course, with all leave absorbed inside the remaining quarter (Academic Regulations, rule 7.10). A shortfall of 5% or less may be condoned by the Joint Director (Academic), and a further 5% by the Vice-Chancellor where the shortage came from unavoidable circumstances.

Leave with the scholarship intact is finite and does not roll over. A student may take 12 days of casual leave and 15 days of medical leave in an academic year with the scholarship, sanctioned on the guide's recommendation, and the two cannot be combined (Academic Regulations, rule 7.10). Maternity leave up to three months is granted with the scholarship for a first or second child, and female PhD scholars are provided 240 days of maternity and child care leave across the whole programme, of which three months carry the fellowship and five months do not. Unexplained absence beyond 15 days is reported to the deemed university and the student's name is struck off the rolls from the date the absence began.

For doctoral students the tenure can stretch, but not far. On the recommendation of the advisor and the Head of Division, and with the Joint Director (Academic)'s approval, the PhD scholarship is extendable in exceptional cases by not more than six months, with the total period capped at three years and six months (Academic Regulations, rule 9.1(b)).

The doctoral row is where the institute's own text and the scheme directories part company, and a student budgeting three years on the wrong figure is the reason it matters. The lower monthly amount a directory listing still shows against this award for the PhD is not what the regulations pay: rule 9.1(c) of the 3rd Edition, published on 31 August 2024 and amended up to the 69th meeting of the Academic Council held on 20 March 2024, puts the doctoral scholarship at Rs 25,000 a month for the first and second year and Rs 28,000 for the third (Academic Regulations, rule 9.1(c)). Those are the two numbers to plan on. They come from the body that releases the money, in the latest edition it has published, and the clause ends "as amended from time to time", so the copy on the institute's own academics page is the version to open before any fee or loan decision rests on it.

Contingency is the part students most often miss, because it does not depend on winning the scholarship at all. The regulations make Master's and doctoral students on the rolls eligible for a contingency grant, and then say directly that the contingency amount will also be paid to students who do not receive a scholarship for any reason, provided they are on the rolls and continuing at IVRI. Sponsored PhD and Master's students draw it too.

The grant is not a lump sum a student can spend freely. It is broken into heads with a ceiling on each.

Within the thesis head, a maximum of Rs 2,500 may be used for thesis preparation, and at either level up to Rs 2,500 of the books head may be spent in the first year (Academic Regulations, rule 9.8). Travel to join the institute and the return journey after the course together draw a total travelling allowance not exceeding Rs 300 per scholar, spent from the contingent grant with the Joint Director (Academic) or Registrar approving the tour on the division's recommendation.

• In the Doctoral programme, it is ₹ 13125/- per month for three years with a contingent grant of ₹ 10000/- per annum for three years.

What to prepare

Documents required

The photograph, signature and thumb impression the scheme record lists, with no certificates uploaded at the time of submission, belong to the ICAR entrance application, which is where a candidate's paperwork with the National Testing Agency ends. What IVRI itself asks for begins at registration.

A surety bond is the first and the hardest. Every student executes and submits a bond of Rs 30,000 for the MVSc, MSc or MBA and Rs 50,000 for the PhD, on non-judicial stamp paper of Rs 100 (Academic Regulations, rule 9.2), in the prescribed form, attested or notarised by a Notary Public on the day of admission or registration. The regulations are blunt about the consequence of missing it: admission will not be accepted. The surety may be a parent or guardian, the student's guide or teacher, the sarpanch of the student's village panchayat, an MLA, a local guardian, or a Central or State government employee of equivalent or higher status.

After that the paperwork turns periodic. Payment is conditional on a written undertaking in the prescribed format submitted with the joining report, on the certificate that no other scholarship, fellowship or salary is being drawn, and on the monthly academic progress report forwarded by the advisor or the Head of Division. The claim proforma sits in the regulations themselves, as the annexure headed "Application for JR/SR Institute Scholarship/Stipend/ICAR Fellowship & Contingency". Each scholar separately submits a plan of post-graduate work and an outline of research work for the Joint Director (Academic)'s approval.

At the far end there is one more certificate. The last full month's scholarship is not paid until the Head of Division certifies that a copy of the thesis has been received for submission to the academic section.

Step by step

How to apply

There is no standalone application window for this award, and no portal on which a prospective student can apply for it before reaching Izatnagar. The sequence is the ICAR entrance examination, counselling, registration at IVRI, then the institute's own scholarship proforma with the joining report and the undertaking. The award itself is made by the Joint Director (Academic) on the recommendation of the Standing Committee on Scholarship, Financial Assistance and Academic Progress.

When it starts is fixed by rule rather than by the date of the sanction letter. The scholarship takes effect from the date the scholar joins the course, or from the date the academic year starts, whichever is later.

Tracking a payment works through the accounts chain, not a status page. IVRI publishes no online tracker for institute scholarship disbursement, and the regulations put each month's trigger on the academic progress report reaching the institute from the advisor or Head of Division, so a payment that has not arrived is usually a report or a bank detail that has not moved. The institute's university circulars page is where that gets handled in practice: it carries a circular on non-receipt of ICAR scholarships and fellowships for the 2025-26 session, routing the issue and bank account rectification to the A&F section (IVRI, University Circulars). The same page carries a separate circular inviting online applications under the National Scholarship Portal, which is a different central route and not this award.

How winners are picked

Selection process

The Standing Committee on Scholarship, Financial Assistance and Academic Progress recommends every award, and the Joint Director (Academic) makes it. A Head of Division or Principal Scientist who sits on the Academic Council chairs it, and its membership reaches well past the faculty, to the Controller of Examination, the Registrar and the President of the IVRI Students' Club, with the Assistant Administrative Officer (A&F) as member secretary (Academic Regulations, Chapter III).

The same committee also frames the terms of the institute's other scholarships, reviews academic progress, and decides cases of poor progress and of extension for thesis submission. Money and academic standing are settled by one body, which is why a slipping grade point average reaches the payment so quickly.

How far the award actually reaches is published, in a five-year table the fellowships page links. It is the widest form of support at Izatnagar by a distance: in 2022-23, 129 Master's students and 173 doctoral students held the institute scholarship, against 105 on the ICAR-PG scholarship and 58 on the ICAR-JRF/SRF (IVRI, List of various scholarships and freeships).

Nothing later than 2022-23 has been put up, and the table is not broken down by discipline, so a candidate cannot narrow the odds to a division.

Fine print

Terms & conditions

The scholar works under a recognised guide from the faculty of the discipline and stays under the administrative control of the Joint Director (Academic). Leaving the course before completing it needs that officer's prior approval, and an undertaking in the prescribed format is given before the scholarship is awarded at all.

Termination is set out as a list rather than left to discretion in most cases. The award ends on the date the scholar ceases to be on the rolls, on the date the study is completed including thesis submission and the viva-voce, and on the date the sanction expires. It ends without any notice where, in the opinion of the Joint Director (Academic), the scholar is negligent in the work or guilty of unbecoming conduct. Where a student finishes early, the major advisor is required to inform the Joint Director (Academic) at once.

Money already drawn can be clawed back. A student on temporary dropping who fails to register and pay the continuation fee each semester is struck off the rolls and required to refund all fellowship and scholarship immediately, and the same refund follows anyone who runs past the maximum permissible period of five academic years for the MVSc and seven for the PhD, counted from admission and including any dropped period.
