About IP-MEA

The Ministry of External Affairs has published the arithmetic once, and it is bleak: 14,007 applications for the first edition of this internship in 2022 (state-wise details of applications received). What that number hides is that you never compete against all of them. Under the internship policy in force since 2023, each of the two terms in a year is open only to a named set of 14 states and four union territories, and the two lists do not overlap, so an applicant from Tamil Nadu and an applicant from Kerala are never in the same round. Apply in the wrong term and the file is not in the pool at all.

The MEA Internship Programme places a small number of graduates inside the Ministry's headquarters in New Delhi on a paid engagement of one to three months. Under the MEA Internship Policy 2023, internships run in two terms of six months each, April to September and October to March, and a maximum of 30 interns is engaged in each term (MEA Internship Policy 2023).

What an intern actually does is set by the division they land in. Selection, scrutiny, allocation of division, notification and certification all run on the Ministry's own portal, and the Term I 2026 notice sent applicants to read the division list before applying (notice for MEA Internship 2026 Term I). Those divisions cover territorial and regional desks, functional and policy work, development partnership, consular and overseas Indian affairs, legal, treaties and protocol, internal administration, and specialised research units (MEA divisions). Work is assigned by the Head of Division, and can mean research, written reports or analysis of a developing situation.

The 2022 application table is also the only public read on who applies. Of the 14,007, 7,164 were men and 6,843 women, with Uttar Pradesh alone accounting for 2,298, Delhi for 2,017 and Maharashtra for 1,404 (state-wise details of applications received).

Important dates

The programme has no standing annual calendar. MEA issues a fresh notice and a tentative timeline for each term, and both recent cycles were then extended by a separate notice.

Both extensions closed at 1700 hrs on the new date and left every other condition of the original notice untouched (extension notice, Term I 2026; extension notice, Term II 2025). The word tentative on those timelines is doing real work further down the line as well: in Term I of 2026 the shortlist was dated 07 April 2026 (shortlist, 2026 Term I) and the selection list 14 May 2026 (selected candidates, 2026 Term I), months after the dates in the table, which is the practical reason to keep checking the portal instead of treating the published schedule as fixed.

Eligibility criteria

Three conditions decide whether an application is even scrutinised: Indian citizenship, a graduate degree from a recognised university at the time of applying, or final year of an undergraduate programme where an internship is a mandatory part of the curriculum, and an age not exceeding 25 years as on 31 December of the internship year (MEA Internship Policy 2023).

The fourth condition is domicile, and it is the one that catches people out. Each term draws from 14 states and four union territories, and the two lists do not overlap.

Candidates from districts under the Transformation of Aspirational Districts Programme and those from SC, ST, OBC and EWS categories are given priority at different stages of the selection process, and two of the places in a term are set aside for the highest scoring candidates from those districts and sections (MEA Internship Policy 2023).

Exclusions

The scheme record publishes no separate exclusion list, so the bars are the eligibility conditions read in reverse. An applicant over 25 on 31 December of the internship year is out, and so is anyone whose state or union territory belongs to the other term, since only the listed ones are considered in each round (MEA Internship Policy 2023). A final-year undergraduate whose course does not make an internship compulsory does not qualify on that route either.

Renewal conditions

Nothing here renews. The engagement is fixed at a minimum of one month and a maximum of three months, and there is no provision to carry an intern into the following term. Extension of a running internship, within that ceiling, is one of the functions handled on the internship portal alongside allocation and certification (MEA Internship Policy 2023).

An honorarium of Rs 10,000 per month is paid to each intern to defray basic costs. On top of that, MEA covers one-time to and fro air travel, capped at the prevailing economy class fare between the state capital and Delhi, taken either from the intern's home state or from their college or university (MEA Internship Policy 2023).

Board and lodging in Delhi are the intern's own responsibility for the whole period, which the Ministry states on the portal rather than leaving it to be discovered (MEA internship portal). The air fare is a one-time reimbursement, so on a three-month engagement the honorarium is the only recurring money coming in against a Delhi rent.

Documents required

Beyond the identity, address, age, qualification and bank details collected in the form, the portal sets a specific proof standard: an application for an internship at headquarters must carry copies of at least three documentary proofs of identity, drawn from passport, Aadhaar card, voter ID, PAN card, driving licence or ration card. An application for an internship at an Indian Mission or Post abroad is a different list again, adding proof of residence, a curriculum vitae, an introduction letter from the head of the institution on official stationery, a no objection certificate where the internship runs alongside an ongoing course, and self-attested certificates and transcripts for every qualification, current course and project claimed in the form (MEA internship portal).

How to apply

The policy leaves one route in and states it flatly: candidates should apply online only. Registration on the Ministry's internship portal comes first, since that is where the access credentials to take part in the process are issued, and the application form follows while the term's window is open (MEA internship application form). The same portal then carries scrutiny, selection, allocation of division, notification, extension and certification, so the account opened at registration stays in use through the internship itself (MEA Internship Policy 2023).

Following Your Application Through the Portal

There is no status field that updates as your file moves. MEA publishes each stage as a dated PDF on the portal home page, and you look for your own application number in it, an INT prefix with a state code and a serial, of the kind that fills the published lists as INTDL, INTKL and INTAP. Two lists matter once the interviews are done. Term I of 2026 produced a main list of 30 selected names and, behind it, a reserve list of a further 44 (list of candidates selected, 2026 Term I), so a place on the reserve is a real queue against the opt-outs rather than a consolation.

How winners are picked

Selection process

Selection runs in two stages, a preliminary screening and a personal interview, under what the policy calls a quota cum weightage system. Weightage is academic: the percentage of marks obtained in the class 12 and graduation examinations. State-wise merit lists are drawn up separately for male and female candidates, and applicants from Transformation of Aspirational Districts Programme districts get priority at the screening stage while SC, ST, OBC and EWS candidates get it at the interview stage (MEA Internship Policy 2023).

The seat split inside a term is fixed rather than open. Of the 30, 26 come from the 14 states taken together, two from the four union territories taken together, and two more go to the highest scoring candidates from aspirational districts or underprivileged sections. A minimum of 30 per cent may be filled by women candidates. Three times the number of interns to be engaged are called for interview, held by video conference, and if a selected candidate opts out the next name on that individual state's merit list is offered the place (MEA Internship Policy 2023).

The 2026 Term I cycle bore that out exactly: 90 candidates were shortlisted for interview (shortlist, 2026 Term I) and 30 were selected (selected candidates, 2026 Term I).

Selection is strictly subject to the necessary security clearances, which is the one condition no merit position overrides.

Terms & conditions

The exit clauses are asymmetric. On the Ministry's side, an engagement can be ended whenever it deems fit, no reason has to be given, and its decision on the point is final. On the intern's side there is a price attached: leaving early takes one week's notice, and any air travel already paid for is recovered from the intern (MEA Internship Policy 2023).

Two obligations run to the end of the internship and beyond it. Each intern submits a detailed report on the work carried out and, if asked, presents on it. The output of that study stays the intellectual property of the Ministry of External Affairs and cannot be used without prior approval, and the intern is held to full confidentiality on anything relating to the Ministry.
