About ISSMP

The Higher Education Department does not pay this stipend to everyone who qualifies for it. It fixes the number of awards first, 18 at PhD and 146 on each of the two graduate routes, and selects inside those caps (Higher Education Department, Madhya Pradesh). Marks and family income decide who enters the pool for a stream; the quota decides how much of that pool is paid.

The scheme is the Higher Education Department's own stipend for students in Madhya Pradesh government and aided private colleges whose parental income stays within Rs 54,000 a year, and it is structured as a fixed count of awards per stream rather than an entitlement for everyone who clears the conditions (Higher Education Department, Madhya Pradesh). Research, postgraduate, graduate and sports streams each carry their own cap and their own monthly rate.

The plural in the state's own title, integrated scholarships, is the clue to what it actually is: one head covering several awards rather than a single scholarship. The state record lists the components as research, M.Phil., undergraduate qualification and undergraduate qualification with additional resources, sports, awards attached to study at the Film and Television Institute of India in Pune, the National Gallery of Modern Art and the National School of Drama in New Delhi, and Sanskrit scholarships, the last of these limited to colleges following the traditional Sanskrit methodology (Mera Yuva Madhya Pradesh).

One line on that record narrows the whole scheme more than any of its marks bars do: the scholarships go only to students pursuing general education (Mera Yuva Madhya Pradesh). Neither that record nor the department page defines the phrase or names the courses it shuts out, so a student on a professional or technical course has to get the Directorate's reading before spending a session's paperwork on it.

This scheme runs on an advertisement, not on a calendar. Each session's timings are set when the Directorate of Higher Education publicises the round in the newspapers: applications are received at the beginning of the academic session and the last date is fixed for that session alone (Mera Yuva Madhya Pradesh). That is why the scheme record carries no open or close date to quote, and why last session's dates are worth nothing for planning this one.

Eligibility criteria

The department's page states two conditions before any marks test: enrolment in a government or aided private college in the class being claimed for, and annual family income of the parents or guardians no higher than Rs 54,000 (Higher Education Department, Madhya Pradesh). The requirement that the applicant be a native of Madhya Pradesh comes from the scheme record rather than that page, and the domicile certificate on the paper list is what answers it (the scheme record on myScheme). A student at a self financed private college fails the institution test however strong the marks are.

The marks bar then moves by stream, and the graduate level is where it is most often misread. The merit route asks 60% in the Board of Secondary Education examination while the merit cum means route asks 55%, so a marginal scorer is not locked out, but only through the means tested door (Higher Education Department, Madhya Pradesh). The sports route is not academic at all, and a state or national team record stands in for the percentage.

Exclusions

No exclusion list is published for this scheme on either official source. The conditions do that work instead: an unaided private college fails the institution test, a course outside general education sits outside the scheme's stated scope, and income above the ceiling ends a file whatever the marks say. One question the published text does not settle either way is whether a student already drawing another scholarship may apply, so that one belongs to the Directorate rather than to any page.

Renewal conditions

Neither the department page nor the state resource book publishes a renewal rule. What the state record does say is that applications are received in the prescribed format at the beginning of each academic session, and that an income certificate from the parents is required annually (Mera Yuva Madhya Pradesh), so a continuing student is tested again on the current session's papers rather than carried forward on last session's sanction. Whether an existing awardee gets any preference inside that session's cap is not published.

Rates run from Rs 300 to Rs 600 a month, and the gap between streams matters far less than the gap in how many places each one holds.

The two graduate routes hold 146 places each, the widest openings in the scheme, and M.Phil. holds 14, the narrowest. Payment covers 10 months of the session, and release is not automatic on selection: the Commissioner, Higher Education signs off, and only then does the amount credit the applicant's own account (Higher Education Department, Madhya Pradesh). Nothing beyond the monthly figure is published: no book grant, no hostel head and no contingency component.

Two of the papers this scheme asks for are specific to Madhya Pradesh, and neither is something an applicant can produce at the counter on the day. The Samagra ID is the state's family identifier, and the current college code and branch code sit with the institution rather than with the student (state resource book on social protection schemes, page 127). The resource book then closes its list with "and other", which means a given session's advertisement can ask for more than the standing list shows. Of everything on the list, the domicile and income certificates are the two that take an office visit rather than a photocopy, so they are the ones to start before the advertisement appears.

How to apply

This is a paper application. The student applies through the head of their educational institution in the prescribed format and the institution carries the file forward (Mera Yuva Madhya Pradesh); the round itself begins with an advertisement issued by the Directorate of Higher Education (Higher Education Department, Madhya Pradesh).

Nothing about it is trackable on a screen. The State Scholarship Portal run by NIC publishes the schemes that operate online, which are the post matric scholarships for SC, ST and OBC students, the Awas Sahayata housing schemes, and registration for Gaon Ki Beti and Pratibha Kiran; this scheme is on none of those lists (State Scholarship Portal, Madhya Pradesh). The National Scholarship Portal, which does carry an application status view and a payment tracker, hosts central awards such as PM-USP for college and university students (National Scholarship Portal), not this state stipend. So a student checks progress through the college office that forwarded the form and through the district convenor of the Higher Education Department, who is also the officer named for verification (state resource book on social protection schemes, page 127). Where a sanctioned amount never reaches the account, the state's CM Helpline takes a written grievance and issues a complaint number that can be looked up on its status page (CM Helpline, Madhya Pradesh).

How winners are picked

Selection process

Applications received are examined and applicants are selected within the prescribed quota limit, and the amount is released into the bank account with the approval of the Commissioner, Higher Education (Higher Education Department, Madhya Pradesh). The test is therefore comparative inside a stream: a file competes against the other files for the same block of places, not against the eligibility bar alone. No tie break, weighting or sub-quota for that comparison is published, so the marks bar is a floor for entry and not a description of what it takes to be selected.
