About IHS

Madhya Pradesh's Integrated Hostel Scheme houses SC, ST and OBC students free of charge, and the entitlement record the Tribal Affairs Department publishes for it fixes no income limit at all. What it does fix is a distance: the record caps it at 3 km for girls and 8 km for boys, and gives students from far-flung rural areas first claim on a place (Integrated Hostel Scheme, CM Helpline entitlement record, Government of Madhya Pradesh). That reversal decides who should bother applying, and what they need to prove.

What this scheme hands a family is a place in a departmental building, so the practical question is which residential institution stands near the student. The Tribal Affairs Department publishes the count of what it runs, and the four types are not interchangeable: a class 6 student and a first-year college student are looking at different buildings with different superintendents.

Those institutions sit across the 89 tribal blocks of the tribal sub-plan area, which is why the rural-priority clause bites: the scheme was built where departmental schooling already runs, not evenly across the state (Residential institutions, Tribal Affairs Department). The scheme has also been absorbing older ones. The department's record for Kanya Saksharta Protsahan Yojana, numbered 8844, now says that scheme has been absorbed into Ekikrit Chhatravas, numbered 9673, which is this scheme under its Hindi name (Kanya Saksharta Protsahan Yojana, CM Helpline entitlement record). A parent still searching for the older girls' scheme is searching for something that now arrives through this one.

Hostel admission here runs to no calendar the department announces: the entitlement record carries neither an opening date nor a closing date. The hostel that admits students is the office that resolves it, because SC, ST and OBC students are served by different wings of the same department with their own buildings and their own helpdesks.

No income bar also does not mean no income question. Renewal conditions

A place is held for a session, not for a course. At the end of a session the hostel superintendent opens an exit and renewal screen that lists the students whose eligibility to stay in that hostel has ended or who are due for renewal, and decides each one; where a student who should leave does not appear on that list, the superintendent files a force exit that the district officer approves (hostel module manual, Tribal Affairs and Scheduled Caste Welfare Department). The time allowed for that end-of-session round is set centrally by head office rather than by the hostel. So a returning student is not filling a fresh form; they are waiting on a decision already queued in the superintendent's dashboard.

Nothing reaches the student's bank account. The money still moves, just not to the student. Annual and monthly entitlements are approved by the district officer according to the category of the hostel, the annual entitlement reaches the hostel's PTA account from head office, and the superintendent reads both streams off an entitlement payment report (hostel module manual, Tribal Affairs and Scheduled Caste Welfare Department). That is why the quality of a bed here depends on the hostel's category and its stock, and why comparing this against a cash allowance misreads it.

The record's list is the checklist; what it does not say is which version of each paper the portal will take. The caste certificate has to be the digitally signed one issued through the e-District portal or a Lok Seva Kendra, entered by certificate number and issue date, and both the student's own Samagra ID and the family Samagra ID are compulsory. The department's manual also warns that the details on the Samagra record, the caste certificate and Aadhaar must agree with each other, and that the mobile number has to be linked to Aadhaar before registration starts (beneficiary profile registration manual, Tribal Affairs Department). A mismatch is repaired at the Samagra record or an Aadhaar centre, not at the hostel, and it stalls the profile before any superintendent ever opens it.

How to apply

There is no application fee, and the route is the MPTAAS portal (Integrated Hostel Scheme, CM Helpline entitlement record). A beneficiary profile on MPTAAS comes first, and it can be created by the student, at an MP Online kiosk, a Lok Seva Kendra or a common service centre, or through a departmental officer (beneficiary profile registration manual, Tribal Affairs Department). The profile ID it issues is the thing the hostel works with.

What happens next is unusual for a state scheme, and worth knowing because it explains the silence after applying. The superintendent, not the applicant, enters the profile ID into the hostel module, the system checks it against that hostel's eligibility, the student's academic details are pulled from the profile, and only then are a room and a bed allotted and stock items issued (hostel module manual, Tribal Affairs and Scheduled Caste Welfare Department). If the academic details that come up are wrong, they are corrected on the Samagra portal and pulled again, not argued about at the counter.

Tracking is where an in-kind scheme differs from a scholarship. There is no payment to trace, so the status that matters is whether the profile has cleared e-KYC and whether the hostel roster now carries the student's name, which the beneficiary reads from their own MPTAAS dashboard (MPTAASC portal, Tribal Affairs and Scheduled Caste Welfare Department). There is no merit list and no published cut-off. Selection runs on proximity and remoteness: students from far-flung rural areas are given priority, and the distance ceiling is 3 km for girls and 8 km for boys (Integrated Hostel Scheme, CM Helpline entitlement record).
