About ICSSR SENIOR FELLOWSHIP

A Senior Fellowship from the Indian Council of Social Science Research is not an early-career award. The scholar has to be not less than 45 and not more than 70 years of age on the last date of application, hold a Ph.D., and already have outstanding research publications behind them, meaning books with reputed publishers or papers in peer-reviewed journals with a high impact factor, under the Senior Fellowship guidelines for 2026-27. The award is worth Rs 45,000 a month for two years, with a contingency grant of Rs 40,000 a year for books, fieldwork and research assistance, and it is paid to the affiliating institution rather than to the scholar. What it asks in return sits at the far end of the tenure: a book-length final report whose copyright belongs to the Council, two papers published while the work is running, and a refund clause for anyone who walks away.

ICSSR runs four fellowship tiers, and this is the one pitched at mid and late career. The Council describes Senior Fellowships as awards to social scientists in the 45 to 70 age group who have done a Ph.D. and have quality research work, publications and papers in professional journals to their credit, then adds a line most summaries drop: civil servants, journalists and social workers are also considered for their academic interests (ICSSR, Fellowships).

The subject list attached to the current call is long enough that few social science proposals fall outside it, and the guidelines say in terms that falling outside is survivable. A proposal matching none of the named priority areas is still considered where the Experts Committee judges its focus to be an important issue covered under social sciences and adjudges it outstanding (Senior Fellowship guidelines). What a senior applicant should read into that clause is who holds the discretion. The same committees reserve the right to convert a fellowship proposal into a project proposal, so a strong idea filed here can come back as a different instrument altogether (ICSSR, Senior Fellowship).

Full-time is meant literally. The fellowship is a full-time research engagement, which is why the pay-protection route below exists at all, and why a fellow may not accept any other fellowship, research project or regular assignment from another institution while this one runs.

ICSSR opened the 2026-2027 Senior Fellowship window on 22.06.2026 and shut it on 12.08.2026, having pushed the closing date back three times in between.

That window is closed and no result has followed it. The most recent award list the Council has published for this scheme is the 2025-26 one, whose applications were due on 31st October 2025 and were then accepted until 10th November 2025 (Declaration of Result of Senior Fellowship 2025-26, ICSSR).

A first announced last date has not held in either of the last two cycles, which is the only pattern worth planning around. The 2025-26 deadline moved because of the festive season and the resulting administrative difficulty in obtaining approvals for researchers (ICSSR announcement); the 2026-2027 deadline moved on three occasions, each notice recording that scholars were facing difficulties in submitting applications. ICSSR runs one round of fellowship applications in a financial year and publishes no standing calendar beyond that (ICSSR, Fellowships); no date has been announced for the cycle after this one.

Who can apply

Eligibility criteria

The age band is counted on the last date of application, not on the date of the award or the date of joining, so a scholar can cross the upper limit while the selection cycle is still running and remain eligible. Beyond citizenship and that window, the binding tests are a Ph.D. degree and a publication record the Council judges competent enough for advanced social science work, held at the time of application rather than promised (Senior Fellowship guidelines).

Affiliation is the requirement that quietly decides most applications. The fellow has to attach to a UGC recognised university, a deemed-to-be-university, an Institute of National Importance as defined by the Ministry of Education or UGC, or an ICSSR Research Institute, and every rupee is disbursed through that affiliating or administering institution. There is no version of this award that pays a scholar directly, so an unaffiliated researcher has nothing to apply with.

Salaried academics are not shut out, but their path is narrower than the headline suggests. Faculty in regular service in publicly funded universities, colleges and research institutes drawing UGC pay scales may be considered for pay protection in exceptionally meritorious cases, and that judgment belongs to the ICSSR Expert Committees rather than to the applicant or the employer. Anyone seeking it must have been in regular service for at least two years in an academic institution, and the institution has to certify that it will maintain their lien on the post and allow them to return afterwards.

Defaulters on any earlier ICSSR fellowship, project or grant are out of consideration before merit is reached. Neither the fellowship nor pay protection can be held twice by the same scholar. And where an ICSSR Post-Doctoral Fellowship, research project or programme has already run its course, at least two years must pass between the submission of that final report and an application here, which closes off the obvious next step for anyone who has just finished an ICSSR award.

Exclusions

The myScheme record excludes only those who fail the eligibility test. The guidelines are blunter. A research proposal or final report already under consideration for a university degree, or for funding by another institution, is barred outright. An incomplete application is not considered in any respect, one filed against a past call is not carried into a subsequent call, and the Council keeps an unqualified right to reject an application. A career that has attracted disciplinary or legal proceedings or financial penalties is itself a bar, whatever the merit of the proposal (Senior Fellowship guidelines).

Renewal conditions

The tenure is two years; the sanction is not. ICSSR sanctions year one from the date of joining and holds year two back until it has a satisfactory Annual Progress Report and a Statement of Account covering everything released in the first twelve months (Senior Fellowship guidelines). Renewal is also the ceiling: the duration is fixed at two years and no extension will be considered.

The Council keeps a mid-stream exit for itself. Research it finds unsatisfactory, or any breach of its rules, is grounds to stop the award, and an annual presentation or a mid-term appraisal of the work is how it forms that judgment.

A change of affiliating institution is not the fellow's to make either. ICSSR will consider it only in exceptional circumstances, against a satisfactory progress report, an acceptance from the incoming institution, and an audited statement of account with the utilisation certificate and any unspent balance.

No instalment is unconditional. Each release is tied to a document the affiliating institution files, and the last one holds back the unpaid balance of the fellowship along with the whole contingency grant until ICSSR has accepted the final report and received a utilisation certificate in GFR-12A form for the entire sanctioned amount, signed by the institution's competent authority (Senior Fellowship guidelines). Where the host is not a publicly funded institution, that closing payment waits on an audited statement of accounts as well.

Pay protection changes the arithmetic rather than adding to it. A fellow on salary protection draws the salary and allowances admissible under the rules plus the contingency grant, and ICSSR separately pays the leave salary and pension contribution, or the contribution towards CPF and gratuity, for the period of the fellowship as per the parent institution's rules. What the Council will not fund are the special allowances: children education allowance, medical reimbursement and LTC are not admissible from ICSSR, though the parent institution may pay or reimburse them under its own rules. Where the employee falls under the New Pension Scheme the employer's contribution is released along with the salary, and none of that money moves until the fellowship is complete and a due and drawn statement has come in from the parent organisation.

Income tax is deducted under Government of India rules at the level of the affiliating or administering institution, so the monthly figure is a gross one. Books, periodicals and equipment bought out of the contingency grant are deposited with the affiliating institution at the end, not kept by the fellow.

What to prepare

Documents required

The heavy paperwork is not at the application stage. The proposal has to be written inside the format attached to the application form, and the Council wants neither a standalone proposal document nor copies of research papers with it; the form itself takes Hindi or English, with Unicode UTF-8 used to fill it in Devanagari (Senior Fellowship guidelines). The load lands in the ten days after a result, when a provisional awardee has to assemble a joining file and push it through the competent authority of the affiliating institution.

How to apply

A call is the only way in. Applications are invited through an open advertisement on the ICSSR website and its social media platforms, which is why the scheme looks permanently shut to anyone who checks on a random day (Senior Fellowship guidelines). Everything is filed online and nothing is posted at that stage: the call notice states that applications are to be submitted only through online mode and no hard copy is to be sent. A scholar gets one attempt per call at this scheme, which does not stop them filing separately under another ICSSR scheme.

The affiliating institution is a gatekeeper inside the deadline, not a formality after it. The last call was explicit that the institution shall forward applications only of those candidates who fulfil the minimum eligibility criteria defined in the detailed guidelines, so the internal approvals have to be finished before the window closes (Call for Applications, ICSSR).

Where the Application Status Actually Shows Up

Nothing between submission and result is visible to the applicant. ICSSR publishes a list of provisionally recommended awardees on its website when a cycle is decided, and writes individually only to the scholars it has selected and to their affiliating institutions; everyone else learns the outcome by not being on the list (Declaration of Result of Senior Fellowship 2025-26, ICSSR). An awardee then uploads the scanned joining documents against their own submitted application in the ICSSR portal at app.icssr.org and sends the hard copies by speed post to the Deputy Director, RFS Division. A form that will not submit is not a fellowship-division matter at all: the call notice routes technical assistance to cc@icssr.org.

Tracking the money is a separate exercise. Scheme Code-0877 is where the grant actually sits: the affiliating institution has to maintain a dedicated bank account for ICSSR grant under that code, duly registered on the PFMS portal, before the fellowship grant can be released to it (Senior Fellowship guidelines), and a formal sanction order is issued only once the joining documents have been received and accepted. A fellow chasing a late instalment is usually chasing an institutional finance office and an overdue progress report rather than the Council.

How winners are picked

Selection process

Nothing here is settled on paper alone. The award procedure runs through multiple phases, and one of them puts the applicant in front of a panel of subject experts for an interaction or a presentation; only after the requisite committees of ICSSR consent to what those experts recommend does a name reach the list uploaded on the Council's website (Senior Fellowship guidelines).

Every published result is provisional and stays that way until the documents clear. The notice for the last decided cycle says the list was prepared on the basis of information provided in the application forms, and that false information or suppression detected at any stage will lead to cancellation of the award and to action against the candidate (Declaration of Result of Senior Fellowship 2025-26, ICSSR).

How much the published lists tell you has changed between cycles. The 2024-25 annexure named every provisionally recommended awardee beside their affiliating institution, opening with the general category and setting out single scheduled caste and scheduled tribe recommendations separately. The 2025-26 annexure identifies awardees only by application ID and institution, splits them into a general block and an SC block, and carries no scheduled tribe recommendation at all.

There is also an outcome that is neither selection nor rejection. The Expert Committees can convert a fellowship proposal into a project proposal, so a proposal judged valuable but unsuited to a personal fellowship is not necessarily dead (ICSSR, Senior Fellowship).

Terms & conditions

The intellectual property position is the clause scholars most often misread. Copyright in the manuscript belongs to ICSSR, which reserves all rights to publish a fellowship report its experts recommend for publication, and a fellow who wants to bring the book out independently has to seek the Council's permission first. ICSSR's support has to be acknowledged in every publication arising from the work, and the Council may demand that raw data, or such part of it as it specifies, be transferred to it (Senior Fellowship guidelines).

Exit terms are written to recover money, not to release a scholar gracefully. Someone who goes inside the first year owes a detailed progress report for the period worked and a settled account through the affiliating institution. Someone who goes after a year may be asked to submit the final report at the end of the original tenure with no claim on the fellowship for the remaining period. A candidate who leaves without completing has to refund the entire amount of the fellowship within three months of the end of the fellowship duration, and the affiliating institution carries the same obligation, which the guidelines disapply only in cases of death.

Late reporting has a defined consequence rather than an informal one. Monitoring runs on six-monthly and annual progress reports in prescribed formats, and where those are delayed the scholar may be asked to justify the delay and to furnish an undertaking specifying the date the final report will be submitted. A fellow who surfaces with a late final report after missing the periodic ones leaves ICSSR to decide both whether to accept the report and whether to release the balance of the fellowship. The report counts as satisfactory only once the Council has evaluated it, it is expected within three months of the end of the tenure, and an extension on justified grounds carries no additional money.

Because what is submitted here is a book-length manuscript rather than a thesis, the plagiarism check covers the whole of it. The affiliating institution runs the check, its report is attached at the time of submission, and as a matter of policy ICSSR does not accept similar contents beyond 10 percent on the Similarity Index (Senior Fellowship guidelines).

Fieldwork abroad is possible but never automatic. It takes a separate application to the International Collaboration Division under its Data Collection Scheme, the Council is not bound to support it, and completion of the study is not allowed to depend on that support. Day to day, the fellow is governed by the affiliating institution's rules on travel allowance, leave and the contingency grant. Scholars who complete the tenure may use the prefix Former with the fellowship name and the years, which is the only title the award confers.
