There is no fixed annual calendar; each call is its own advertisement, and both recent windows moved after being announced.

The 2026-2027 window stretched twice: first to 31 July 2026, when ICSSR recorded that scholars were facing difficulties in submitting applications, per the extension notice, and then to 12 August 2026, per the call notice. A cycle's binding date exists only in its own notice; the next one appears on icssr.org when the council publishes it.

Three conditions do most of the sorting. The applicant must be an Indian citizen not more than 45 years old as on the last date of application, with a relaxation of 5 years for SC, ST and benchmark-disability candidates; the Ph.D. must already be in hand when the form is filed, not merely submitted; and research competence has to show in publications, which the expert panels read, per the guidelines.

The quieter hurdle is institutional. The fellow must affiliate to a public-funded Indian university, deemed university or college with an approved Ph.D. programme, an ICSSR research institute, an institute of national importance approved by the Ministry of Education, or a government research institute, and the money is disbursed only through that institution, per the guidelines. A supervisor is compulsory even at post-doctoral level: a serving faculty member of the same institution, not below Associate Professor, with proven supervision experience and publications, and ICSSR must approve the choice. Since the call notice has the affiliating institution forward only candidates who meet the minimum criteria, the affiliation and supervisor need to exist before the window closes, not after.

There is no family-income ceiling anywhere in the guidelines; selection rides on research merit, not means. The cap that does exist is procedural: one application per call under this scheme, though a scholar may apply separately to another ICSSR scheme, and an application filed against one call is not carried into the next, per the guidelines.

Beyond the eligibility bar itself, the guidelines name who ICSSR will not fund: defaulters of any previous ICSSR fellowship, project or grant; anyone who has held this same fellowship before, since a second award is barred; scholars who have faced disciplinary or legal proceedings or financial penalties in their career; and anyone intending to hold another fellowship, research project or regular assignment alongside, because the engagement is full-time. Two exclusions operate silently at the screening desk: incomplete applications are not considered at all, and a proposal recognisably rebuilt from the applicant's own Ph.D. fails the originality condition.

The two-year award is sanctioned one year at a time. The first sanction runs a year from the date of joining; the second year is released only against a satisfactory Annual Progress Report and the statement of account for the first year's money, per the guidelines. Between renewals, monitoring runs on progress reports every six months, a delayed report has to be justified, and ICSSR can call for an annual presentation or a mid-term appraisal of the work. If progress is judged unsatisfactory or a rule is violated, the fellowship can be discontinued and everything disbursed until that date has to be repaid. There is no third year on any ground: the guidelines rule out extension.

What the award pays, and to whom, sits in three lines of the guidelines.

The value clause ties both figures to Ministry of Education directives from time to time, per the scheme page; the myScheme summary mirrors an earlier cycle, with a lower contingency figure and a shorter subject list, so the guidelines attached to the current call carry the operative numbers. The contingency grant is fenced to books, stationery, computer-related costs and fieldwork, and books or equipment bought from it are deposited with the affiliating institution. The fellowship is taxable, with income tax deducted under Government of India rules at the institution level.

No year's money arrives in advance as a lump sum. The first year comes in two equal instalments: one against the institution's Grant-in-Aid Bill, the next against a satisfactory six-monthly progress report with a statement of account. The second year comes in three: six months of fellowship against the bill, three months more against the next progress report, and the balance with the contingency only after ICSSR accepts the final report and the utilisation certificate in Form GFR-12A signed by the institution's competent authority - audited where the institution is not publicly funded - per the guidelines.

At the application stage there is deliberately little to gather: the research proposal goes only in the format attached to the application form, and no separate proposal or copies of research papers are to be annexed, per the guidelines. The call page carries the formats themselves - the proposal format, the supervisor's and the affiliating institution's forwarding letters, and the college-affiliation letter - per the call notice.

The real paperwork lands on selection. In the 2025-26 cycle, provisionally recommended awardees had ten days from publication of the result to submit, through the affiliating institution: the printed application with proposal and CV, the institution's forwarding letter, a joining report, an undertaking and a declaration on non-judicial stamp paper of Rs 100, the supervisor's consent letter with CV, a Ph.D.-programme affiliation certificate where the host is a college, a pre-receipt Grant-in-Aid Bill, the category certificate where applicable, scans of the matriculation certificate and the Ph.D. degree, and the institution's PFMS mandate form, per the result declaration. That window runs through the competent authority of the affiliating institution and through the supervisor, so both should be warned the day the result is expected.

Applications exist only while a call is open. ICSSR advertises the call on its website and social media and accepts the form online, in English or in Hindi typed in Unicode 8 (UTF-8), per the guidelines. The call notice adds that no hard copy is to be sent and tells applicants to file well before the last date to avoid the last-moment rush - and the affiliating institution still has to forward the application after submission, which takes time the deadline does not pause for.

Tracking the application and the money

This scheme does not run on the National Scholarship Portal, and the fellowship never lands directly in the scholar's bank account: funds are disbursed to selected fellows through the affiliating institution, per the guidelines. The application itself lives behind the ICSSR applicant login, the list of selected candidates is uploaded on the icssr.org results section, and only selected candidates and their universities are informed individually through a provisional award letter. Payment moves by PFMS into a dedicated bank account the institution registers for ICSSR grants under Scheme Code 0877, and the institution then pays the fellow, so a delayed instalment is a question for the accounts office holding the Grant-in-Aid Bill, not for your bank. There is no written test. Applications are evaluated in multiple phases by panels of subject experts, with an interaction or presentation of the proposal, and the expert committees' recommendations then pass to the requisite committees of ICSSR for approval, per the guidelines.

The 2025-26 cycle shows the shape end to end. Applications closed on 10 November 2025, extended from 31 October 2025; the council later published its list of provisionally recommended awardees, grouped under the General, SC and ST categories, on the results page, with the award held provisional until the document set arrived within ten days and was accepted, per the result declaration. The same notice warns that false or suppressed information cancels the award at any stage, with action to follow.

The fellowship buys ICSSR defined outputs. During the tenure the fellow must publish at least two research papers in peer-reviewed journals on the research theme, and at the end submit a book-length final report with a summary of 3,000 to 4,000 words, alongside accounts closed under a utilisation certificate, per the guidelines. The final report must carry the affiliating institution's plagiarism check, and ICSSR does not accept reports whose similar content crosses 10 percent on the Similarity Index. Copyright of the report rests with ICSSR, self-publication needs the council's permission, and every publication from the work must acknowledge its support.

The engagement is full-time research in India; data collection abroad needs a separate application under the council's International Collaboration Division scheme, which ICSSR is not bound to support. Leave, TA/DA and holidays follow the affiliating institution's rules. Leaving early costs: within the first year it means a detailed progress report and settled accounts, after the first year a final report with no claim to the remaining amount, and abandoning the work obliges refund of the entire fellowship within three months of the tenure's end, per the guidelines. Changing supervisor or institution is entertained only in exceptional circumstances, against a satisfactory progress report, the new institution's acceptance, the new supervisor's consent with CV, and audited accounts.

One small clause outlives the tenure: completed fellows may use the style the guidelines fix, Former Post-Doctoral Fellow ICSSR with the years appended, per the guidelines.
