About HMCMS
The Haryana Merit Cum Means Scheme for Minority is a scholarship for students from notified minority communities who are pursuing professional and technical courses. It is run by the Directorate of Social Justice and Empowerment, Government of Haryana, under the department's minorities welfare work.
It combines merit and means: awards go to students who hold a qualifying academic record and whose family income falls below the state's ceiling. The support is paid as cash, covering a monthly maintenance allowance alongside course-fee assistance, and it applies to recognised professional and technical courses at both undergraduate and postgraduate level.
The scheme is meant for residents of Haryana from minority communities who have secured admission to an eligible course. Applicants need at least 50% marks in the last qualifying examination and a parental annual income below Rs 2.5 lakh. Course fees are reimbursed up to Rs 20,000 a year or the actual amount, whichever is lower, and the monthly maintenance allowance is paid at a higher rate to hostellers than to day scholars.

Eligibility criteria
| General Eligibility | The applicant should belong to a notified minority community (Muslim, Christian, Sikh, Buddhist, Jain, or Parsi). |
| General Eligibility | The applicant must be a resident of Haryana, irrespective of the place of study. |

Exclusions
- Applicants receiving any other scholarship or stipend for the same course are ineligible.
- Scholarship benefits are forfeited if the applicant discontinues the course or changes the subject of study without prior approval.
What you get
Award & benefits
- Financial Assistance: For Hostellers: ₹30,000/- per annum, including ₹10,000/- as maintenance allowance and up to ₹20,000/- as course fees.
- For Day Scholars: ₹25,000/- per annum, including ₹5,000/- as maintenance allowance and up to ₹20,000/- as course fees.
- Full course fees are reimbursed for the listed institutions.
- Conditions Associated with Benefits: The annual family income of the applicant must not exceed ₹2,50,000/- from all sources.
- Scholarships are awarded directly to the student’s bank account.
- Mode of Disbursement: Funds are transferred via Direct Benefit Transfer (DBT) to the student's bank account.
- Frequency of Disbursement: Disbursed annually upon approval of the application.
- Validity: Applicable only for the duration of the course, subject to yearly renewal based on academic performance.
