Haryana State Meritorious Incentive Scheme for the Students Who Attain First Position in CBSE Annual Exams in the State(HRCBSEFP)

The scheme document fixes no calendar at all. What opens the window is an event, the declaration of the CBSE annual result, after which applications are called from qualifying students; what closes it is a date the department sets per session and publishes nowhere but the portal. In the most recent round the closing-date table on the Har-Chhatravratti home page read "Closed on 11/02/2026" against Haryana State Meritorious Incentives Scheme (CBSE), and against all eight of the Directorate of Higher Education entries above and below it. Plan around one departmental cut-off rather than a scheme-specific one, and watch that table rather than the guidelines.

Three conditions decide it before merit is even counted: a Haryana domicile, a school situated in Haryana as the institution the board examination was passed from, and continuing study as a regular student. The percentage bars that get quoted everywhere, 92% at Class 10 and 90% at Class 12 across the subject sets named in the scheme guidelines.pdf), decide who may be called to apply once results are out. The award still goes to whoever is first.

Family income never enters it. The scheme document states in as many words that there is no income limit for these awards, and the portal's own eligibility grid shows Family Income as N/A for it. The same grid records something the guidelines leave implicit and worth checking if you studied privately: this scheme accepts government, aided and self-financing institutions, while the similarly named college incentive is restricted to government colleges only.

The bar on holding any other scholarship or stipend is written broadly, covering the state government "or any other source", so a topper who has also been offered a central merit award or an institutional fee concession has a choice to make rather than two benefits to collect. Vocational courses are outside the scheme at Class 12 level.

The failure clause is the one that bites later. The guidelines say failed or compartment students shall not be considered for this award in future, which on an award that runs from a board result to a degree reads as a condition of continuing, not only a condition of first applying.

There is no fresh contest each year. The scheme guidelines.pdf) tie the incentive to the topper personally and run it to the completion of graduation, conditional on regular student status and a clean result. What repeats annually is the paperwork, because the payment is sized to the fee actually paid in that year and the portal keeps every academic session as its own record: the Track Application screen asks for the session before it will return a status.

The incentive equals the fee the student pays to the institution that year, subject to a yearly ceiling that changes once, when a Class 10 topper moves from senior secondary into a degree.

Reading the ceiling as the payout is the common mistake. The guidelines fix the incentive at the fee actually paid to the institution that year, so a topper whose college charges little receives little; the ceiling only begins to bite on an expensive professional course, which is why the same award can be worth wildly different sums to two toppers of the same year.

Money moves by Direct Benefit Transfer from 2021-22 onwards, after approval from the higher authority, which is the note the scheme guidelines.pdf) close on. That is also why the bank account named on the application has to be Aadhaar seeded rather than merely Aadhaar linked.

Two requirements sit outside the scheme document and are easy to miss. A Parivar Pehchan Patra is mandatory for any scholarship benefit in Haryana, and the portal's student FAQ warns that name, date of birth and Aadhaar number must already be corrected inside the PPP before an application is filed, because the registration form pulls those fields from it. Aadhaar seeding of the bank account is the second: the same student FAQ states that seeding is not the same as linking and that only a seeded account receives DBT credit.

The rest of the file follows from how the award works. The affidavit exists to carry the no-other-scholarship condition, the recommendation letter exists because applications are routed through the head of the institution, and the fee receipt is what sizes the payment, so it is the document that recurs every year.

Nothing starts until CBSE declares the annual result; the guidelines have applications called in from qualifying students after that, through the head of the institution. The filing itself is done by the student on Har-Chhatravratti, keyed to the Parivar Pehchan Patra family ID and an OTP to the registered mobile, after which the implementing department, the institution, the course and the roll number are selected and the form is submitted, as the portal's how to apply page sets out.

For a topper the institution is not merely one of the portal's verification tiers, it is where the claim originates, since the guidelines have applications called in through the head of the institution rather than filed cold by the student. That is also why a Class 10 winner who changes school for senior secondary, or a Class 12 winner who leaves for a college in another district, has to make sure the new institution is registered on the portal before the next session's form can be raised at all; where an institute is missing from the dropdown, the portal's student FAQ sends the student back to the institute to have it registered and mapped.

Tracking the application and the payment. After login the dashboard carries the current status. Without logging in, the Track Application page returns it from your Aadhaar number, the academic session, and the scheme picked from a dropdown where this award is listed as Haryana State Meritorious Incentives Scheme (CBSE). If money is the problem rather than status, the portal's grievance form has categories written for exactly that, including scholarship amount not received and status showing as disbursed but amount not credited in bank account. A wrong scheme selected by mistake is undone through a cancellation request raised from the student login and approved by the college.

Merit alone decides it, with no interview, test or committee round in the scheme document. The tie rule is unusual and worth knowing: where more than one student secures equal marks or percentage, the guidelines direct that the award be given to all such students, so a year with a shared state topper produces more than the usual two awards at that level rather than a tie-break on subject marks.

The mechanics of finding the topper run through institutions. After the CBSE result is declared, applications are called from students who clear the subject-wise percentage bar through their heads of institution, and the state-level position is settled from that pool.

The guidelines reserve the right to change the regulation at any time at the discretion of the government, so the caps and conditions described here are the current published ones and not a settled entitlement. Graduation is the hard ceiling on the benefit; the scheme document funds study up to degree level in any stream and stops there. The single-scholarship condition and the clean-result condition both run for the life of the award, not just at the point of selection.

Start at your own institution. Its scholarship nodal officer holds the two powers a topper actually needs: raising an objection, which is what puts a submitted form back in the student's hands for editing, and clearing a cancellation request where a year's application went in under the wrong scheme name, both set out in the portal's student FAQ. Since the claim originates with the head of the institution anyway, that office is also where each year's fee receipt enters the file.
