Haryana State Merit Scholarship Scheme(HSMSS)

The scheme document sets no calendar; the portal does, cycle by cycle. On the Har-Chhatravratti home page, the closing-date table showed State Merit Scholarship To UG/PG Students as closed on 11/02/2026 for the most recent round, the same date as the other Directorate of Higher Education schemes listed with it. Expect the next window to be announced there rather than in a gazette.

Two deadlines inside the scheme itself are easy to lose. An award not taken up within three weeks of announcement is forfeited, and a renewal application should move the moment the annual result is declared, since it must reach the awarding authority through the Head of the Institution.

The scheme document draws the eligibility line in an unusual place: it tests the parents, the examination and the division, not the family's income. The applicant's parents or guardians must be citizens of India domiciled in Haryana, and the qualifying examination must have been passed from "the Punjab or Kurukshetra University or any other examining body, otherwise notified", according to the scheme document. Candidates who passed the examination in private capacity are eligible on the same footing as regular students, provided they now study in a recognised institution in Haryana or Chandigarh.

The Chandigarh clauses are easy to miss. Children of Haryana Government employees who pass the examination from Chandigarh, or join the specified course there, remain eligible. So do B.Sc., M.Sc. and Ph.D. students of Panjab University in the specified subjects, if their parents or guardians practise a profession in Haryana.

The academic bar is at least a Second Division in the specified examination, and for M.A. and M.Sc. awards a Second Division in the specified subject as well; the document never translates the division into a percentage. Rural Area Merit Scholarships ask instead for at least 40% marks in the Matric, Higher Secondary (Final) or Pre-University examination, per the scheme rules, and go only to students whose parents both reside in and earn their livelihood from a panchayat-area village; a family that holds land in such a village but actually lives in an area the awards are not reserved for does not qualify.

On income, the document is explicit only once: post-graduate awards for M.A., M.Sc., M.Com. and Ph.D. classes are paid "without any consideration of the income of the parents". The portal's eligibility grid lists the family income column for this scheme as N/A, while the post-matric schemes beside it carry a Rs 2,50,000 ceiling. Despite the merit-cum-poverty name, no income ceiling for this scheme is published anywhere in the guidelines.

The combination rule is stricter than most State schemes. A scholar may not hold any other merit, merit-cum-poverty or merit-cum-means scholarship or stipend from any source, university scholarships included; the scheme document carves out only awards given purely on poverty grounds, naming the Sailors, Soldiers and Airmen's Board and scholarship amounts for children of Defence Forces personnel.

The cancellation clauses reach beyond academics. The award is cancelled if particulars in the application or declaration turn out incorrect, evasive or ambiguous, if the student fails the annual promotion examination at the first attempt, or if the student joins a political party, canvasses for votes, takes part in strikes or is guilty of misconduct. A cancelled scholarship is never revived for the same student, and the awarding authority may recover everything already paid.

Forfeiture works on quieter triggers: an award not taken up within three weeks, absence without leave for six consecutive working days, ordinary leave beyond a month, sick leave beyond three months, unsatisfactory progress, or migration to another institution, course or subject without prior permission. The document also makes plain that the scholarship is not tenable in medical, engineering and other technical or professional courses; awards vacated by students who migrate to those courses are re-awarded to others.

Renewal is automatic in principle and procedural in practice. The scholarship is tenable for the full duration of the course, and the operative condition is passing the annual promotion examination at the first attempt in a continuous course, per the scheme document. The document advises the scholar to act as soon as the annual result is declared: the renewal application is filled by the Head of the Institution and dispatched by the scholar, quoting the reference number of the original sanction letter.

Migration has its own renewal path. A scholar moving to another college where the award is tenable must notify the awarding authority immediately on leaving the former institution and join the new one within fourteen days, after which the new Head of the Institution takes up the transfer case quoting the previous sanction order. A student who, after passing Pre-Medical or Pre-Engineering at the first attempt, joins a three-year degree course or the B.Sc. Honours School course keeps the award for the full remaining duration.

The current rates and award counts date from the 2007-2008 revision recorded in the scheme document, and they are monthly figures, paid for the full 12-month academic year.

The 200 awards at the Rs 450 slab are not open-ended: the document's annexure allocates 73 to Group A, 60 to Group B and 67 to Group C, with subject-wise quotas running from Physics, English and Geography through Management, Computer Science and L.L.M. One M.Phil./Ph.D. award is tenable only at Jawaharlal Nehru University, New Delhi, awarded on the recommendation of that university's Registrar.

Two payment rules matter in practice. Students of integrated courses after 10+2, the guidelines' own examples being M.B.A., M.C.A. and B.A.LL.B., draw the undergraduate rate for the first three years and the post-graduate rate for the remainder, per the scheme guidelines. And payment has moved with the times in one respect only: a closing note in the scheme document fixes the mode of payment as DBT from 2021-22, which matches the monthly bank transfer the portal operates today.

One caution when cross-reading: myScheme's summary of this scheme compresses B.Ed., M.Phil. and Ph.D. into a single Rs 900 line, but the revision table in the scheme document prices B.Ed. at Rs 450 a month, with only M.Phil. and Ph.D. at Rs 900.

The portal asks for more than the scheme document ever did. Registration on Har-Chhatravratti is built around the Parivar Pehchan Patra, and the portal's How To Apply page adds an Aadhaar card copy, the applicant's photograph and signature, the fee receipt, the 10th and 12th class certificates, and a certificate of the last examination passed for everyone beyond first year. A BPL certificate and the father's death certificate join the list only where they apply. An income certificate still appears among the key documents even though no income ceiling is published for this scheme, so carry one rather than argue the point at the verification counter.

Applications run online through Har-Chhatravratti, and the flow is family-ID-first. A new applicant enters the Parivar Pehchan Patra number, picks their own name from the family members the portal displays, and verifies an OTP sent to the registered mobile; the registration form then auto-fills from the PPP record, after which the student selects the department and college, sets a password and registers, per the portal's How To Apply steps. Applying is a second, logged-in pass: course, roll number and eligibility details, then the Apply button.

Verification is the slow half. The portal checks every application at three levels, the institute, then the university or nodal body, then head office, and Haryana-domiciled students studying outside Haryana are verified directly by the department concerned. The scheme document's older paper flow explains what the portal is automating: examining bodies once issued Entitlement Cards with the results and forwarded merit lists to the awarding authority.

How to Track the Application and the Payment

The portal's Track Application page needs no login: pick State Merit Scholarship To UG/PG Students from its scheme list, enter the Aadhaar number and the academic session, and the status comes back. Payment failures are common enough that the department posts notices about them: amounts returned because of bank account discrepancies or Aadhaar updates, per the notice board on the portal home page, so keep the bank account Aadhaar-seeded and check the NPCI mapper before the disbursement season. Unresolved cases go through the portal's Register Grievance module or to helpdeskscholarship@highereduhry.ac.in.

There is no test, no interview and no discretion. All awards are made strictly on merit, determined by the aggregate marks, optional subjects included, obtained in the specified examination held at the end of the preceding academic year, according to the scheme document. Where more than one examining body conducts the examination, percentages are worked to three decimal places and a combined merit list is prepared. The tie-break is a genuine oddity: between candidates with equal marks, the one junior most in age gets first priority.

The document also fixes how far down the list the offers travel: Entitlement Cards go to candidates covering 75% of the total number of scholarships, and waiting-list cards to a further 40% in order of merit, per the document's selection rules, so a rank slightly outside the award count is not necessarily the end. Recommendations come from the examining body concerned and from the Registrar of Jawaharlal Nehru University for the single award tenable there; matric-level awards are made by the Director, Secondary Education, Haryana.

The conditions of award read like a code of conduct with teeth. Scholars must devote themselves to their studies to the satisfaction of the Head of the Institution, and the scheme document forbids any institution head from collecting a contribution, donation or subscription from a scholarship holder that the rules do not require. Heads of institutions may grant liberal fee concessions to scheme scholars over and above the normal quota of full and half fee concessions, a benefit worth asking the college office about directly.

Privately managed institutions that violate the prescribed conditions are liable to forfeit government grants. In all matters concerning the awards, including the power to interpret the scheme, the decision of the HEC, Haryana, the awarding authority the document names, is final and binding. Institutions must send a check-statement on cancellations and forfeitures every year in the first week of August, and refundable amounts are deposited into the Haryana Treasury under the education head.
