About HSMIS
The Haryana State Meritorious Incentive Scheme is a merit award run by the Higher Education Department, Government of Haryana, through its Directorate of Higher Education. It gives a cash incentive to students who finish at the top of their annual university examinations while studying at the state's government colleges.
The award covers the main streams taught at these colleges: Arts, Commerce, Science (Medical and Non-Medical) and Education, across both undergraduate and postgraduate classes. It is college-specific and recognises the students who place first, second and third in each stream. Separate merit lists are drawn up for general-category male students, general-category female students, and Scheduled Caste students.
Eligibility is limited to students pursuing general courses in Haryana's government colleges. Those enrolled at non-government colleges, or studying through correspondence courses or open universities, are not covered. There is no income limit, and selection runs on merit alone.
The benefit is a fixed annual cash sum, awarded separately for each stream. From 2021-22 onward the money is paid to awardees through Direct Benefit Transfer.

Who can apply
Eligibility criteria
| This scheme will be college-specific and three meritorious students in each stream who stood first, second and third in the annual university examination will be given this incentive. | |
| The award will be given only to students pursuing general courses in the Government Colleges. | |
| Candidates from Non-Government Colleges and those who pursue their studies through correspondence courses/open universities will not be eligible for the award. | |
| The merit list will be prepared separately for the Boys (General Category), Girls (General Category) and Scheduled Caste students (Combined list of girls and boys). | |
| If Scheduled Caste students qualify for the general list, his/her name will be considered in the general list and an extra award will be given (on a merit basis only) to the students of the Scheduled Caste category. | |
| The award holder under this scheme will hold any other scholarship/stipend from the State Government or any other source. |
What you get
Award & benefits
- ₹5,000/- per annum for students securing the first position in their stream.
- ₹3,000/- per annum for students securing the second position in their stream.
- ₹2,000/- per annum for students securing the third position in their stream.
- Mode of Disbursement
- Payment is made through Direct Benefit Transfer (DBT).
- The incentive is applicable only for the academic year in which the student secures a top position.
