About HPSJMMSS

A Himachal Pradesh government primary school enters its Class 5 children for a screening test, the state calls the strongest of them back for a second paper months later, and the hundred who survive both rounds draw money every month until they finish Class 8. Nothing else about the child is weighed. There is no income certificate to chase, no category quota to fit into, and no fee to pay, which makes this one of the few school-level awards in the state where the only variable a family can influence is preparation.

The H.P. Swaran Jayanti Middle Merit Scholarship Scheme sits with the Department of Elementary Education and is run, examination and result alike, by SCERT Solan. Its scheme document fixes 100 scholarships a year and splits them across the twelve districts by district quota, worked out from the average of the last three years of Class 5 enrolment in the state's government schools as recorded in UDISE, so a district's share of the awards tracks its share of the children, not its size on a map (H.P. One thing about the scheme has changed since its first years and is worth knowing before you read any older notice. To make the selection more credible, the scheme was amended to add a Second Stage Examination, so the single state-level test a parent may remember is now a screening round followed by a final round. Both are conducted by SCERT (scheme document).

The whole process stays inside Himachal's own school machinery. The form is paper, the class teacher fills it, and the only online step belongs to SCERT's registration portal and to the block education office, not to a national portal (scheme document).

The scheme document fixes the examination for the first Sunday of November and the result for December (scheme document). Since the amendment that added a screening round, that November Sunday is the slot the final paper occupies. The first stage is advertised afresh each year and has not settled on a month, so the current advertisement is the only reliable date, never last year's calendar.

How far the first stage can move is visible in the recent record. The 2024-25 first stage ran on two dates, in March and in May 2025, before its Stage-II examination was held on 2 November 2025, while the 2025-26 first stage was held on 5 April 2026 (HPSJMMSE page, SCERT Himachal Pradesh). SCERT prepares the result and the district merit list within a month of an examination (scheme document).

Who can apply

Eligibility criteria

To sit the examination, a child needs one thing: enrolment as a regular Class 5 student in a Government Primary School of Himachal Pradesh in that academic session. Neither the scheme document nor the 2025-26 advertisement hangs a parental income ceiling, a category reservation or a qualifying mark from Class 4 on that sentence, and the advertisement states in its own line that no examination fee will be charged from the candidates (Advertisement, HP SJMMSSE 2025-26, SCERT Solan).

Eligibility to receive the money is a second, stricter test that only the selected children meet. They have to stay in a government school in Himachal Pradesh without repeating a class, and they have to hold at least 75% attendance in each of Classes 6, 7 and 8 (Advertisement, HP SJMMSSE 2025-26).

Who cannot apply

Exclusions

The scheme carries no exclusion clause of its own, because its eligibility is written positively and everything outside that sentence falls away by itself. A child in a private or aided school, or one not enrolled as a regular Class 5 student, is simply not covered.

What ends an award already granted is set out in the continuity conditions rather than in an exclusion list: repeating a class, moving out of the government school system, or missing the attendance floor for a year (scheme document).

Renewal conditions

The scheme document lays down no renewal form and no repeat examination. The award runs for three years from Class 6 to Class 8 and turns each session on the same two continuity conditions, which the school is the only body placed to certify because it holds both the enrolment record and the attendance register (scheme document).

The attendance condition has a written escape. In genuine cases of acute illness or a medical exigency, verified by a Medical Board, the 75% requirement does not apply for that session (scheme document).

The amount rises with the class, so the money is largest in the year the child is preparing for the Class 8 transition.

Payment does not pass through the school as cash. Once SCERT declares the result, the benefit is released into the child's own bank account through e-Vitaran or another mode the government directs, and SCERT may itself disburse it (scheme document).

What to prepare

Documents required

The paperwork a family is asked for is thin, and most of it is already in the school office. What catches people out is the detail the form itself demands rather than the certificates: the school's UDISE code, the student's Aadhaar number, the parent's mobile number, the head teacher's mobile number, the school's email address, and a choice of examination medium between Hindi and English. The passport photograph has to be endorsed by the Head Teacher, and the CHT certifies in writing that the child is a regular Class 5 student of that school and that the entered particulars have been verified (application form, Stage-I SJMMSSE 2025-26).

Caste and disability certificates are asked for only where they apply. Nothing on the Stage-I form asks a parent to prove income.

Step by step

How to apply

A parent does not apply. The class teacher fills the complete application form at school level and passes it to the Centre Head Teacher, who verifies the documents, the eligibility and the applicant's details (scheme document). Blank forms reach schools through the BEEO, BRC (Primary) and DDEE offices, and can also be downloaded from the SCERT website.

For the 2025-26 cycle, hard copies of completed forms went from the Class Teacher or Head Teacher to the concerned CHT or BEEO between 15 January 2026 and 20 February 2026, the online link for BEEOs to upload student data opened on 16 January 2026, and verified data had to be on the portal by 20 February 2026, with the dropdown list of examination centres available there (Advertisement, HP SJMMSSE 2025-26).

Tracking works through the school, not through a student login, and it is worth knowing exactly where each signal appears. After registration on the portal, a message goes to the CHT's registered phone asking them to confirm the candidate's details through a special online link. Once confirmed, the CHT downloads and prints the admit card with technical support from BRC (Primary), the class teacher collects it, and no child is allowed into the hall without it (scheme document). For the second stage, SCERT prints the rule on the shortlist itself: the admit card and roll number it issues are conveyed to the school or the candidate through the BEEO of the concerned educational block, and delivering them is the BEEO's responsibility, with the roll number chart also put up on the SCERT website (Merit list, Stage-II SJMMSSE, SCERT Solan). Answer keys, stage results and district merit lists go onto the same SCERT page as each is declared (HPSJMMSE page, SCERT Himachal Pradesh). For the money itself, the scheme names e-Vitaran as the release route and no separate payment status portal, so a query about a missing instalment goes back through the school and SCERT.

How winners are picked

Selection process

Selection is merit on paper, twice.

The first stage is a screening test held across the state on one Sunday, at approximately 324 examination centres in the 2025-26 cycle, with a maximum of four government senior secondary schools designated as centres in each educational block so that children do not travel far (Advertisement, HP SJMMSSE 2025-26). The scheme document had originally envisaged nearly 520 centres statewide (scheme document).

From that round, five times the number of scholarships allotted to each district is shortlisted on merit, which brings roughly 500 children statewide into the second stage, or slightly more where candidates tie at the cut-off (scheme document). The second stage is held at the Government Degree College at the district headquarters, supervised by the Principal of that college and conducted in the presence of an SCERT official, with a provision for a second centre in larger or geographically difficult districts.

The second stage follows the first stage pattern, and SCERT has been sharpening the question types within it. Its notification on the Stage-II pattern for 2025 added assertion-reason and statement-based multiple choice questions alongside the usual objective questions, all inside the prescribed syllabus, to test conceptual clarity and reasoning rather than recall (Exam pattern notification, Stage-II SJMMSSE 2025).

Ties at the final cut-off are broken in a fixed order: the higher Mathematics score first, then mental ability, then EVS, and if the tie still stands, the older child is preferred (scheme document).

Because the quota is fixed district by district, the number a child is competing for is much smaller than 100, and it varies by an order of magnitude across the state.

Terms & conditions

The award is fixed at three years and does not extend past Class 8, whatever the child's later results. A shortlist that records a child wrongly carries its own clock: SCERT allows 15 days from the declaration of a result to report a discrepancy in the candidate's name, the father's name, the school name or the date of birth, to the Principal, SCERT Solan (Merit list, Stage-II SJMMSSE, SCERT Solan).

The state carries the examination cost. No examination fee is charged, printed application forms are made available by the BEEOs in their own blocks, and the scheme document instructs schools to place a form before every eligible student and keep a record of having done so, so that no child misses the round because the form never reached the classroom (scheme document).
