No cash changes hands in this scheme. The money buys a National Savings Certificate at a post office in the girl's name, the certificate goes to her parents to keep, and nothing can be drawn from it until she turns eighteen or marries. Families who apply expecting a scholarship credited before the next term fee is due are reading the wrong instrument, and that single misunderstanding is behind most of the disappointment around this grant.
The Department of Women and Child Development runs this as a Union Territory welfare grant, not as a school scholarship. Its stated purpose is small family norms and the welfare of the girl child, and it is written to ease what the department calls the burden on parents at the time of their daughter's marriage, per the department's Citizen's Charter. That is why the benefit is a locked deposit rather than a termly payment.
The scheme rests on a set of rules notified by the Chief Secretariat (Welfare) of the Government of Puducherry and published in La Gazette de l'Etat, and those rules extend to the whole of the Union Territory, so a family in Karaikal, Mahe or Yanam claims on exactly the same terms as one in Puducherry town.
Read against the other girl child schemes an Indian family runs into, the shape here is unusual in one respect: there is no marks test. Nothing in the eligibility asks the girl to have scored anything. What the scheme tests is the household, its income, its residence, and whether the daughter is genuinely the only child in it.

Important dates
The scheme publishes no opening date and no closing date, and no annual notification cycle is documented. The only timing the department commits to is that selection is periodical and depends on funds. Since sanction follows the order in which applications are received, the practical deadline is set by the school office rather than by the government: get the forwarding certificate signed as soon as the academic year's records are in order.
Who can apply
Eligibility criteria
The condition that decides most claims is the one about the family, not the student. The rules require the parents to produce a certificate that they have only one girl child living and no other issue, and that certificate has to come from a Member of Parliament, an MLA, the Commissioner of a Municipality or Commune Panchayat, or a revenue official not below the rank of Deputy Tahsildar having jurisdiction where the family normally resides. A household with a son as well as a daughter fails this test, and so does one with two daughters.
Income is read broadly, and the two documents state it differently. The 2005 rules name no figure at all: they peg the test to the below poverty line income limit prescribed by the Government from time to time, measured on the income of the parents from all sources, so a second earner's wages fall inside the same limit rather than outside it. The number a family is actually measured against is the one the Citizen's Charter publishes, an annual income not exceeding Rs 75,000. Residence is the third gate: the parents must be Indian nationals and natives of Puducherry by birth or by continuous residence of not less than 5 years, per the Citizen's Charter.
Where the girl studies matters too, though it is easy to miss. The rules define a school for this purpose as an institution run by the Government, or a private institution recognised or aided by the Government, within the Union Territory.

Who cannot apply
Exclusions
Puducherry published no separate bar list for this grant, so what disqualifies a family here is the mirror image of its four eligibility tests. Another living child of either sex ends the claim, because the certificate of only one girl child living cannot honestly be signed. Income above the published ceiling ends it. So does a household that cannot show Puducherry nativity by birth or by five continuous years of residence. And a daughter who is not on the rolls of a recognised Class 8, 9 or 10 school ends it too, because the head of the institution then has nothing to forward.

Renewal conditions
There is nothing to renew. Both the rules and the Citizen's Charter fix one amount of assistance and one deposit in the girl's name, with no yearly instalment and no clause for filing again, so a family sanctioned while she is in Class 8 does not reapply in Class 9 or Class 10. The only date that behaves like a renewal date is the day the certificate itself matures.

Custody of the certificate is settled in the rules rather than left to the family to arrange. The certificate is handed to the parents to safeguard, the mother is the guardian of the minor's account, and the father becomes guardian only if the mother predeceases her. The rules also provide for release at the time of the girl's marriage, alongside her attaining eighteen.
- ₹ 25,000/- will be deposited in a fixed deposit in the Post Office in the form of a National Savings Certificate in the name of the Girl Child.
- The maturity amount will be released when the girl child attains the age of eighteen years.
What to prepare
Documents required
The scheme record lists what to enclose. What it does not say is that most of those papers are prescribed formats, and asking a school office for the right form by name saves a return trip. The rules carry four: an application form for the parent, a combined nativity and income certificate to be signed by a revenue officer not below the rank of Deputy Tahsildar, the only-one-girl-child certificate to be signed by the MP, MLA, Municipality or Commune Panchayat Commissioner or Deputy Tahsildar, and the forwarding certificate to be filled in by the head of the educational institution.
Two more habits of this file are worth knowing before you assemble it. The income and residence certificates come from the Revenue Department and not from the school. The copies of the family ration card and the parents' election identity cards have to be attested by a Gazetted Officer, so an unattested photocopy will come back.

How to apply
The application does not start at a government counter. Under the rules it is made in the prescribed form and submitted through the head of the educational institution where the girl is studying, which means the school office is the first stop and the forwarding certificate travels with the file rather than behind it.
Where the file goes next depends on the region. The Citizen's Charter names the Deputy Director (Women Development), Department of Women and Child Development, Puducherry for the Puducherry region; the Child Development Project Officer, ICDS-II, DWCD, Karaikal for Karaikal; and the Welfare Officer of the department for Mahe and Yanam. The scheme record lists both offline and online modes but publishes no application link, so treat the office route as the one that works and keep the acknowledgement you are given.
That acknowledgement is what you track with. Puducherry's e-District portal, run by the Directorate of Information Technology, has a Track Application page that works on the application number alone, with no login, and it prints a toll free helpline, 1800 425 1933, on the same screen. If nothing moves, the charter names an escalation the department has published for itself: the Director of the Department of Women and Child Development for Puducherry, the Collector for Karaikal, and the Regional Administrator concerned for Mahe and Yanam.

How winners are picked
Selection process
Selection sits with the Director of the Department of Women and Child Development, who is named in the rules as the competent authority. Two lines decide the outcome once eligibility is clear. Sanction is made in the seniority of the receipt of the application, and it is subject to the availability of funds under the scheme, per the rules. The charter states the same thing from the citizen's side: the selection is periodical and depends on the availability of funds.
Put plainly, this is a queue and not a merit list. An eligible file that reaches the office early is ahead of an equally eligible file that arrives later in the year, and no percentage on a report card moves it up.

Terms & conditions
The certificate is issued in the girl's name but held by her parents, and the rules are explicit that they hold it in order to get back the maturity amount only when she attains eighteen. If the girl dies before then, whether by accident or otherwise, the amount with accrued interest is released to her mother or father, with preference to the mother if both are living.
On the department's side, the officer who receives applications maintains a separate register for the scheme, and officers in the outlying regions send the Directorate a monthly extract of their entries so that quarterly and annual reports can be compiled. The declaration a parent signs on the application form is not decorative either: it states that no fact has been suppressed that would disentitle the family.
