Financial Assistance Scheme For Higher Competitive/ Entrance Examination To Scheduled Castes/ Backward Classes Students(FASHCEESCBCS)

No annual calendar is published for this scheme. The myScheme record carries neither an opening nor a closing date, and the department's page defers the timing to an advertisement issued at the department's discretion. Only the institution side of the cycle is annual: the Director invites proposals from implementing agencies each year.

The published form carries a date that gives away its age rather than a live deadline. It warns that an application received in an incomplete form or without supporting documents after 30.09.2010 will not be entertained, a cutoff belonging to the round it was written for. Treat it as a specimen of what the department asks institutions for, and watch the District Welfare Office for the current notice.

Domicile of Haryana and membership of a Scheduled Caste or Backward Class open the door. The income test is applied to the parents or guardians rather than to the student, at a ceiling of Rs 2.50 lacs a year.

The condition candidates misread is the one about qualifications: the candidate should possess all the requisite qualification required for the examination. The department is not sponsoring general preparation. You have to be eligible to sit the target examination already, in age and in academic qualification, on that examination authority's own rules, so a graduate-entry sponsorship needs the degree in hand rather than in progress unless the examination itself admits final-year candidates.

A lifetime limit on repeat sponsorship also applies, and it is covered under Renewal below. One further limit sits in the scheme's own notes: the assistance is confined to courses not already covered by another Scheduled Castes and Backward Classes scheme run by a different department, so a candidate already holding a coaching benefit elsewhere in the Haryana government is outside this scheme for the same course.

The scheme publishes no exclusion list of its own, and the bar that actually shuts the door is not written against the applicant. A course another Haryana department already funds for Scheduled Caste and Backward Class students is out of bounds here whoever applies for it, so the scheme's reach shrinks every time a sister department launches its own coaching benefit. Everything else that keeps a candidate out is the eligibility set read backwards, together with the attendance rule in the Terms and Conditions below, which removes a sponsored student in the middle of a course rather than at the application stage.

Renewal does not arise. The committee sanctions a named candidate into one named course, and when that course ends the sanction is spent; no annual re-application keeps anything alive.

What the department does regulate is repetition. The benefit is available to a candidate two times, irrespective of the number of chances he/she may be entitled to in a particular competitive examination, and the department does not rely on its own records to enforce it. The student signs an affidavit stating that the two chances have not been used up, and it sits in the required document list, so a false declaration is a documented misstatement rather than a clerical dispute.

What a selected candidate receives is a seat, taken either in a classroom or by post at an empanelled private institution. The reach is wider than the civil services label suggests: alongside IFS, IAS and allied services it runs to recruitment examinations of the central and state agencies, pre-entrance coaching for PMT and PET, coaching for the interview stage, and finishing or job-oriented courses aimed at private-sector employment, per the scheme record.

There is no single rupee figure to publish, and there has not been one since the amendment of 1-6-2009 handed the pricing to the Secretary's committee. What the department does fix is the sequence. The sanctioned fee reaches the institution in two installments, the smaller one once the candidate has joined the coaching and the larger balance once the course has been completed satisfactorily, per the scheme record.

A candidate who walks away midway therefore leaves the institution holding most of the bill it was promised, which is why attendance under this scheme is policed by the institute rather than by the department.

The department asks for identity proof, educational certificates, photographs, residence proof, an income certificate, a caste certificate and the two-chance affidavit. The revenue-issued papers on that list are the ones to hold ready before an advertisement appears rather than after it.

Caste, income and residence certificates come out of the Haryana revenue machinery and are handled through the Antyodaya SARAL portal, which issues and lets you download the Scheduled Caste certificate, the Backward Class and Other Backward Class certificates, and the Haryana Resident Certificate. A certificate that has expired or names the wrong income year is a common reason a welfare file stalls, and neither problem is fixable in the days after a form is advertised.

The affidavit is the one document on the list with no issuing office. The student swears it, and the coaching institution is separately required to collect it, so a candidate applying through an institution will be asked for it twice.

Application is offline. The department instructs candidates to have application from DWO/TWO or download it from department website and then to submit the completed form as prescribed in Advt. whenever issued. There is no standing window. The advertisement is the trigger, and the District Welfare Office is where a candidate finds out that one has been issued.

The department's own online scheme portal at schemes.haryanascbc.gov.in takes citizen applications for Mukhya Mantri Vivah Shagun Yojna, Dr. B.R. Ambedkar Awas Navinikarn Yojna, Mukhya Mantri Samajik Samrasta Antarjatiya Vivah Shagun Yojna and Dr. B.R. Ambedkar Medhavi Chhatar Yojana. The coaching assistance is not among them, so there is nothing to fill in online.

The form the department publishes under this scheme's name on its application forms page is not a student form either. The PDF opens with the line that it is to be filled in by an authorized representative of the applicant organization and addresses the Director with a proposal to coach candidates. A student who downloads it is reading the coaching institution's paperwork.

Tracking follows from all of that. The application never enters Antyodaya SARAL, so it produces no online reference number and the portal's Track Application feature will not find it, even though it does track the certificate requests you filed there. The student's file sits with the District Welfare Officer who received it; the money sits with the coaching institution, since the department releases both installments into the institution's bank account. The useful question to put to the institute is which installment it has received, not whether a scholarship has been credited to you.

Selection runs at state level, not district level. A committee of academic experts headed by the Secretary of the department picks the candidates, with the remaining members nominated by the chairperson, per the scheme record. The number of places is capped before applications are read: the department fixes the total number of students in advance against its budget allocation and distributes them among the empanelled agencies rather than leaving the count open.

Institutions go through their own, earlier selection. The Director invites proposals from implementing agencies every year, and a separate committee decides them, chaired by the Secretary with the Director as member-secretary and the Deputy Director and the District Welfare Officer of the district concerned as members. A student's shortlist of usable coaching institutes is therefore whatever survived that round, which is why the department's advertisement matters more than any institute's own claim of empanelment.

Attendance is a continuing condition, not a courtesy. A sponsored student who stays absent for more than five days at a stretch, or fifteen days in total across the whole course, without a valid reason, loses the benefit and another candidate is taken in that place. The seat is transferred rather than left empty.

The rest of the standing conditions follow from how the scheme is built. The fee and the course duration are revised annually by the Secretary's committee, so a sanction from one year sets no precedent for the next. The intake is bounded by the budget and distributed among institutions in advance. The two-chance limit binds the candidate for life on a given examination and is enforced by affidavit. And no part of the sanction converts into a stipend or a cash award; the entitlement is coaching, delivered by the institution the department pays.

One address mismatch is worth catching before you post anything. The published proposal form is addressed to the Director at SCO 68-70, Sector 17A, Chandigarh, which is not the address the department gives for this directorate on its current contact page. Use the Panchkula address.
