About FAPSFTI

This is money for a college, not for anyone studying in one. The applicant is a trust, society or company that runs a private self-financed engineering or polytechnic institute in Jharkhand, the payment is grant-in-aid to that body, and the state portal records the beneficiary as a business entity and the purpose as infrastructure. If you are a student at such an institute, there is nothing here for you to apply for.

The instrument behind the scheme is a Sankalp, a formal resolution of the Jharkhand government, issued by what was then the Higher, Technical Education and Skill Development Department. It sets a policy for giving grant-in-aid from the state to private self-financed technical institutions, and it opens by saying why: a national gross enrolment ratio in higher education of 23.6% against 13.4% for Jharkhand, in a state that at the time counted 31 diploma-level technical institutions, government and private together, Sankalp on grant-in-aid to private self-financed technical institutions.

Both halves of that comparison have risen since, and the distance between them has not closed. The department now puts Jharkhand's gross enrolment ratio at 17.0 from AISHE 2021-22 against a national average of 27.3, across 447 higher and technical education institutions in the state, Department of Higher and Technical Education. The scarcity argument the Sankalp was built on is still the live argument for paying private institutes to build capacity.

The department's own name has moved since the policy was signed. Skill Development has left the title, and it presents itself today as the Department of Higher and Technical Education working through two directorates, Higher Education and Technical Education. An institution writing to the address printed on the Sankalp is writing to a department that no longer carries that name.

There is no application window. The state portal leaves both the opening and closing dates blank, which is consistent with a scheme that takes proposals rather than seasonal applications.

The only dates the policy fixes are its own, and they are legible only in the scan the department publishes: a state cabinet meeting approved the proposal in February 2017, the Sankalp went out over the Secretary's signature a few days later the same month, and it was ordered into the next extraordinary issue of the Jharkhand Gazette. An institution files when its land, accounts and approvals are in order and the department has budget, not by a calendar date.

Who can apply

Eligibility criteria

Two very different institutions can qualify, and the Sankalp tests them differently. The first is a body that wants to open a technical institute and already holds the land AICTE requires for the programme it intends to run. The second is an institute already operating, and only that second track carries the five-year conditions: audited financial statements for the past five years, unbroken AICTE recognition across those five years, affiliation to the State Board of Technical Education, Jharkhand or the concerned university, a notified management committee running the institution, and a regular Principal or Director with teaching staff on AICTE norms, Sankalp.

Worth knowing before you read the eligibility list further down this page: the state portal flattens the two tracks into one set of conditions, which reads as though a brand new institution must produce five years of audited accounts it cannot possibly have. In the Sankalp those tests sit only on the track for institutions already running.

Land is the other gate. The Sankalp reproduces AICTE's land requirement as an acreage table, split by programme type and by mega and metro, urban and rural location, and it allows the state to allot land at government rate as part of the same incentive.

Exclusions

The scheme record publishes no exclusion list. The Sankalp arrives at the same thing from the other side, by naming what the grant will not carry.

Money sanctioned but not needed for the purpose it was sanctioned for goes back to the government as it is. A first grant taken by a new institution is deducted from the ceiling available later, so the two tracks cannot both be drawn in full by the same institute. And once students are admitted, the academic calendar, the teaching arrangements and the upkeep of machinery, equipment and buildings are the institution's own responsibility and cost, with the state government expressly not answerable for them.

Renewal conditions

There is no annual renewal to file. What a grantee has to re-earn is the next installment. The sanctioned amount is released in three equal parts, and accreditation decides whether the second and third ever arrive: before the second installment the institution must hold NBA accreditation for courses in two departments, and before the third, in four. An institute that stops at one accredited course keeps its first installment and nothing after it.

For a new institution the grant covers building the place: infrastructure, hostel construction, new and modern machinery, high-grade laboratories, a library, a computer lab and Wi-Fi. For one already operating, the list widens to housing for teachers and staff, additional hostel capacity, expansion of laboratories, library and computer facilities, and upgrading what already exists.

One line the state portal prints under benefits is not a benefit at all. The local-student floor is a condition, not a payment. The Sankalp, which the department publishes only as a scan, fixes a minimum share of total enrolment across five years that has to come from Jharkhand students, and sets it beside a second condition, that the state's applicable reservation quota be followed in each year's recommended admission list. Both are prices of the money, paid in seats.

What to prepare

Documents required

The paperwork splits into two jobs, and the record's single list does not show the split. Audited accounts, the AICTE approval and affiliation papers and any NBA certificates establish that the applicant qualifies at all.

Three others are release conditions rather than application attachments. The grant is issued only after total land availability is proved with the registered deed and a copy of the mutation, the body running the institution is shown to be a registered company, trust or society, and that body produces its income tax return certificate. A proposal can be found sound and still sit unpaid until those three are complete.

Step by step

How to apply

Offline, and there is no form to download. The Sankalp says the technical institution makes its own grant proposal available to the department, which then puts it to a departmental committee. Nothing in the scheme record supplies a form either: it names offline as the only mode and leaves the application link empty, so the proposal an institution drafts is itself the application.

The two published routes do not agree on the addressee. The Sankalp addresses the department itself, at Nepal House, Doranda, Ranchi. The scheme's official FAQ on the national scheme portal sends institutions to the Directorate of Technical Education, Jharkhand instead. The Sankalp is the binding instrument and the Director of the directorate sits on the committee that decides, so the department is the safer addressee, with a copy to the directorate covering the route the FAQ names.

Following up is the part with no shortcut. An offline proposal generates no application number and no status page, so there is nothing to track online in the way a student tracks a scholarship. What is public is the department's own document library on the state portal, where its Sankalp, Sanction Order and Allotment Order series are published as they are issued; a sanction on a proposal appears there, and that is the only public confirmation available without asking the department directly.

How winners are picked

Selection process

One committee decides, and it decides on the whole proposal rather than on a score. It is chaired by the Additional Chief Secretary, Principal Secretary or Secretary of the department, and it holds the Director of the Directorate of Technical Education, a representative of the Finance Department and the Director of BIT Sindri as members, with a Joint Secretary or Deputy Secretary of the department as member secretary. The Sankalp gives this committee the final decision on every point of a proposal, as per policy.

No marks, no weightage and no ranking rule is published. Nothing in the document sets a number of institutions to be assisted in a year either, so an eligible proposal competes against the committee's satisfaction and the budget line, not against a merit list. The official FAQ shortens the chair to the Principal Secretary; the Sankalp allows any of the three ranks that may hold that post.

Terms & conditions

Taking the grant changes who sits on the institution's board. Two representatives nominated by the state government, one from the office of the district's Deputy Commissioner and one from the department, become mandatory members of the Board of Directors that runs the institution.

The rest of the conditions are the ones already met above, gathered in one place: reservation compliance in the recommended admission list each year, the local-student floor measured across five years of enrolment, the accreditation ladder governing installments, unspent money returned to government, and upkeep left with the institution after admissions begin. The Sankalp also names the two budget lines the grant may be debited from, one of them under the Tribal Area Sub-Plan, both of them heads for grant-in-aid to non-government teaching institutions.
