Eklavya Prashikshan Yojana(EPY)

Eklavya has no standing calendar to look up. The gazette hands the opening and closing dates of the portal for receipt of applications to the High Level Committee, to notify, alter or modify every year, and has it separately notify the date the portal opens for the selection of students, so a Jharkhand candidate watches for the department's announcement each cycle rather than a fixed month.

Empanelment of a coaching institute runs for three years and the committee may extend it by one more year, so the list of institutes a student can choose from is stable across cycles rather than rebuilt annually.

Income is the only eligibility condition with a figure attached, and the figure does not stay put. A candidate submits an income certificate showing annual family income below Rs 8,00,000 issued by the Sub-Divisional Officer or Circle Officer, and the portal's eligibility note records that this ceiling moves automatically whenever the Department of Personnel and Training revises the OBC non-creamy-layer income limit. A household covered by the National or State Food Security Scheme can take the other route and prove it with a self-attested ration card instead.

Residence works the same way, as one condition with two doors: Class 10 and Class 12 passed from a recognised school in Jharkhand, or a Jharkhand local residence certificate. The guidelines define a school for this purpose as one providing secondary and higher secondary education under a board or council active in the state, private schools included.

The condition applicants misread most often sits outside the scheme entirely. You have to independently satisfy the eligibility rules of the examination you are asking for coaching in, so a candidate past the age limit for the UPSC Civil Services examination, or short of the qualification a Staff Selection Commission post demands, fails here no matter how strong the income and residence papers are.

The bars that actually disqualify an Eklavya candidate never appear on the myScheme record; they sit in the notified guidelines, and each one closes a door the record leaves looking open. A student already drawing a similar coaching benefit from another department is barred from taking a second one here, and the guidelines name the ST, SC, Minority and Backward Class Welfare Department resolution number 4127 dated 26 November 2018 as the worked example. The benefit is available once in a lifetime, and a candidate qualified for more than one course may apply to several but will have only one course paid for. A panel place that is never converted into an admission simply lapses at the end of the panel's validity.

Nobody reapplies for a second year of Eklavya support: the guidelines settle the whole entitlement at one course of coaching, taken once in a lifetime, so a student who used it for a Bank Clerical course cannot come back for the JPSC one. What has to keep being earned is the monthly payment, which is released month by month against verified attendance for as long as the course runs. The one deadline that behaves like a renewal window is the panel's shelf life: a shortlisted student who has not taken admission before it expires has to start again from registration.

The scheme has two components, and only one of them reaches the student's bank account. Tuition is paid in full to the empanelled institute, quarterly or on the schedule written into its rate contract, with the first instalment released once the student is mapped to that institute on the portal. The student separately receives Rs 2,500 a month for living costs, transferred through the Aadhaar Payments Bridge System or another direct benefit transfer route, starting from the month immediately after the coaching institute approves the admission and calculated on a pro-rata basis, per the scheme guidelines.

Coaching runs for a minimum of six months and a maximum of two years. One protection is written in for the quality of the classroom itself: scheme beneficiaries may not make up more than 50 per cent of any class, section or batch at the institute, which stops an institute from running a segregated government-funded batch. The High Level Committee may relax that condition for an institute with no existing centre in Jharkhand.

Nothing here has to be posted or delivered by hand at the application stage. The portal's document instructions set an exact specification for every upload, and it is worth reading before scanning anything: the photograph and the signature go up as .jpeg or .jpg, the photograph between 20 KB and 50 KB and the signature between 10 KB and 50 KB, while every certificate goes up as a PDF between 50 KB and 400 KB. The form can be edited freely until it is finally submitted and not afterwards, and no hard copy of the completed form has to be sent to the department.

The income certificate is the paper that takes longest to arrange, because it comes from the Sub-Divisional Officer or Circle Officer rather than from a school or a website. The caste certificate is worth carrying even though the portal answers for itself twice and differently: its upload list includes a caste certificate issued by the competent authority, and the answer immediately below it says no caste or domicile certificate has to be furnished.

One more document appears only after selection, and it is the only one that is not an upload. A student who secures admission executes a bond on non-judicial stamp paper, has it notarised at a value set under the Indian Stamp Act, 1899, and submits it to the department at Ranchi within 30 days of admission into the empanelled institute, per Schedule 1 of the guidelines.

Registration is online and starts with a mobile number and an email address, and the portal confirms a completed registration by SMS and email to both. The applicant then fills in the details, uploads the certificates, and picks the course they are applying for coaching in. Verification of candidature is not done by the coaching institute at this stage but by the department, working through the Project Monitoring Unit, and a failed verification does not stall the list: the guidelines provide that the next student on the board-wise list is pulled in for verification in place of the rejected one.

Tracking is built into the same login rather than a separate status page. A student's dashboard on the portal carries the application status, whether the application has been shortlisted for verification, whether it made the course-wise panel, the monthly attendance sheet the coaching institute uploads, each periodic fee payment made to the institute and each monthly assistance payment made to the student. A query or ticket can be raised there for any payment or attendance discrepancy, and the portal sends SMS and email alerts as those payments go out. Support sits in two places: the disbursing bank is required to run the helpdesk for student grievances, a call centre operates under the Project Monitoring Unit, and the department publishes a toll-free number, 1800 123 1234, on every page of the portal.

Before spending time on the form, check whether the portal is open. Its registration page currently returns a notice that registration has not commenced yet. The scheme home page does carry a Merit Lists block with a download link for each course, and those links are rendered in the disabled state; the files behind them repeat one short set of specimen names across every course, so nothing there is a published selection result.

Selection is decided by Class 12 marks and by which board issued them. The department prepares a list for each board in decreasing order of Class 12 marks, breaking a tie in favour of the older student and, where two tied students share a date of birth, in favour of the one with the lower family income on the income certificate. Seats for a course are then split across boards in proportion to the applications each board sent in, so a board that supplies 60 per cent of the applications for a course receives 60 per cent of its seats. Students up to 1.5 times the seats available to their board are shortlisted for verification, the state reservation policy is applied treating each course as a unit, and the High Level Committee approves and publishes the resulting course-wise panel.

Being on that panel is not the same as being funded, and the guidelines say so in terms. The panel stays valid for two years, and the shortlisted student has to go and secure admission at an empanelled institute of their choice, then declare that institute on the portal for the institute to verify and approve. Against the seats allotted to each institute, students are taken first-come-first-serve until that institute's seats for the year are exhausted, which is why a high panel rank at a popular institute is worth less than an early admission at a less crowded one.

This is a changed rule, and older write-ups still describe the earlier one. The 2023 detailed guidelines supersede the provisions issued by the department's resolution of 14 November 2022, under which shortlisting was to run through a joint screening examination conducted by a state or national agency, and the notified guidelines now put shortlisting on Class 12 marks and selection on a first-come-first-serve basis.

Attendance is the condition that carries financial consequences. A beneficiary must maintain at least 75 per cent attendance for the whole course, the institute uploads biometric or otherwise verifiable attendance every month, and a month below that line means the assistance for that month is not paid at all. Fall below it in any three months of the course and the student has to file a written explanation on the portal to the High Level Committee. If the committee is not satisfied, it invokes the bond and directs the student to deposit the entire cost of their coaching into the scheme's designated account with the disbursing bank and upload proof of that payment.

The bond a student signs states this in the first person, so nobody can claim later that they were not told. Withdrawal has a separate consequence for the institute rather than the student: if a student stops attending, no further instalments of fees are released for them. Institutes are reviewed yearly on a score that is 30 per cent student feedback, covering faculty, study material, infrastructure, doubt-clearing sessions and digital tools, and 70 per cent the success rate of the students they coached, and the High Level Committee may use that score to change how long an institute stays empanelled. Any dispute arising out of the scheme is to be settled by a court of law in Ranchi.
