The same scheme. The Ministry of Social Justice and Empowerment's PM-YASASVI guidelines, written for 2021-2022 to 2025-26, carry this award as component (B), the Centrally Sponsored Scheme of Post-Matric Scholarship for OBC, EBC and DNT Students for studying in India (PM-YASASVI scheme guidelines, Ministry of Social Justice and Empowerment), and the document Haryana hosts as its BC scheme document is that component, carried over with the umbrella document's own page numbers (Directorate of Higher Education, Haryana, scheme guidelines). What belongs to Haryana is the administration: the portal, the domicile test, the BC label and the calendar.

Should a Haryana student file on Har-Chhatravratti or on the National Scholarship Portal?

Check the notice board for your session before you decide. Har-Chhatravratti is where the BC post-matric form has been running and where its eligibility row, tracking form and grievance module still sit, but the scheme is not among the 14 the portal lists in its own scheme table (Har-Chhatravratti); a directorate notice of 15-09-2025 concerns on-boarding the post-matric scholarship for SC and BC students onto the National Scholarship Portal, and the re-opening announced on 02-02-2026 covered state schemes of the Higher Education Department only (Har-Chhatravratti notices). What other scholarships can an OBC student in Haryana apply for on the same portal?

The BC post-matric award is the only category-linked one there for OBC, EBC and DNT students; the other category-linked schemes on the table are for Scheduled Caste students. Several are open to any category, so an OBC applicant qualifies on merit or income instead: the State Merit Scholarship to UG Girls, the State Merit Scholarship to UG and PG students, and the Lower Income Group Scheme, whose ceiling is far lower at Rs 12,000 a year. Read the category column before you apply, because the Haryana State Meritorious Incentives Scheme is listed for General and SC candidates only while its CBSE version is open to any category (Har-Chhatravratti eligibility table).

The portal shows my application as disbursed but nothing reached my account. What now?

Usually the payment left the department and bounced. Register a grievance under the category that matches, since the form separates a status showing as disbursed but not credited from partial payment and from an Aadhaar number not linked to the bank account (Har-Chhatravratti grievance form). Before that, check your Aadhaar to bank seeding in the NPCI mapper, which the portal links from its home page (Har-Chhatravratti). Search this scheme's full name on Haryana's own scholarship portal and nothing comes back. Har-Chhatravratti, the centralised portal the Department of Higher Education built to carry the state's scholarship schemes, calls it Post Matric Scholarship - BC in its eligibility table and Post Matric Scholarship Scheme For BC in the dropdowns you use to track an application or lodge a grievance (Har-Chhatravratti eligibility table, Track Application). The long title survives only on the scheme document the same directorate hosts, headed "(B) Centrally Sponsored Scheme of Post-Matric Scholarship for OBC, EBC and DNT Students for studying in India" (Directorate of Higher Education, Haryana, scheme guidelines).

That gap costs applications. A student hunting for an OBC, EBC or DNT form on the Haryana portal finds only a BC one, concludes the scheme is not offered here, and files nowhere.

Two features of the Haryana setup shape everything below. Registration starts from the Parivar Pehchan Patra rather than a blank form, because the portal is built on the family ID and the state makes the PPP compulsory for every applicant; and a Haryana-domiciled student studying outside the state applies on this portal as well, with the department concerned verifying that application directly instead of routing it through a college in another state (Har-Chhatravratti).

Haryana has not run to it. The notice opening the portal for 2025-26 is dated 24-07-2025, more than three weeks after the guideline closing date, and it sets the window as 24-07-2025 to 31-11-2025, a date the calendar does not have (Har-Chhatravratti notices).

The years before it went the same way. Online submission for 2023-24 was extended on 31-01-2024, then to 29.02.2024, then to 10.03.2024, and the portal was re-opened for that year on 22-04-2024 (Har-Chhatravratti notices). For 2024-25 it ran to 31.12.2024, re-opened in January and again in March 2025, then re-opened once more for a single week from 01.06.2025 to 07.06.2025 (Har-Chhatravratti notices).

Nor does a session end when its window shuts. Through late 2025 and into 2026 the directorate was still clearing pendency in this scheme for 2022-23, 2023-24 and 2024-25 together: a Technical Education deadline notice on 24-10-2025, extensions on 24-12-2025, 16-01-2026 and 05-02-2026, and a last reminder for the post-matric scholarship scheme for SC and BC students on 11-03-2026 (Har-Chhatravratti notices). Read the notice board, not the guideline table, before you conclude that a year is closed to you.

Who can apply

Eligibility criteria

Haryana publishes one row for this scheme, and it is the row an application is actually judged against: institute type Govt, Aided or SFC, category BC, family income at or below Rs 2,50,000 per annum, domicile Haryana, and attendance of 75% or more (Har-Chhatravratti eligibility table). Self-financing courses sit inside that row; an institution that is none of those three types is outside it.

Three conditions decide cases that the portal row does not print. An employed student is judged on their own income added to their parents' or guardian's, against the same Rs 2.50 lakh a year line. The two-scholar cap counts only sons: no more than two boys of the same parents or guardian may hold the award, and a daughter's scholarship does not use up either place. Correspondence and online study is allowed, but only where the course belongs to a Central or State University (scheme guidelines, conditions of eligibility).

The applicant should be from Other Backward Classes (OBC) / Economically Backward Classes (EBC) or from Denotified, Nomadic, and Semi-Nomadic Tribes (DNT).
The applicant should be studying at the post-matriculation or post-secondary stage of education.

What disqualifies a Haryana applicant is rarely the category. It is usually how the seat was filled or what the student studied before.

How the seat was filled outranks who owns the college. Management quota, NRI quota and spot admission seats are outside the scheme and the fee charged on them is not reimbursed, even at an institution whose type sits comfortably inside Haryana's row. Where a state cannot classify a seat cleanly, the guidelines set the test: did admission run through advertised applications, a rank list and a published selection list, and was the fee approved by a Fee Fixation or Fee Rationalization Committee (scheme guidelines, conditions of eligibility).

Course history is the other half. A second qualification at the same stage is out: B.Sc after B.A, B.Com after B.A, an M.A in a new subject after an M.A, and a second professional line such as LLB after B.Ed. Class XI of a higher secondary course and Class XII of a multipurpose high school count as continuous schooling rather than post-matric study. A postgraduate medical student qualifies only where the course bars practice during its term, and nothing is paid for a remunerated internship or housemanship. Accepting another scholarship or stipend stops payment here from the date of acceptance, and a scholar being coached at a pre-examination training centre funded by the central or state government cannot draw the stipend that coaching scheme pays for the length of the programme (scheme guidelines, conditions of eligibility).

Scholarships are not applicable for studies outside India.
Institutions without AISHE/UDISE codes are not eligible under the scheme.

Renewal conditions

Haryana prints the attendance test in the eligibility row itself, which is the clue that it is a yearly condition and not an admission formality: 75% or more, every academic year (Har-Chhatravratti eligibility table). The guidelines supply the machinery behind it. The award is payable to the end of the course on satisfactory academic performance and that attendance, read off the Aadhaar-based attendance system, and a scholar is meant to be renewed without applying once the institution confirms promotion and a return to the same course. Only Group 1 forgives a failure, and only the first one; from the second failure the student carries the cost until promotion comes through (scheme guidelines, duration and renewal of awards).

In Haryana the automatic part is the theory. The directorate spent 2026 chasing pendency in the post-matric scholarship for SC and BC students for 2022-23, 2023-24 and 2024-25 together, with a deadline extension on 05-02-2026 and a last reminder on 11-03-2026 (Har-Chhatravratti notices). A student whose earlier year sits in that pendency is renewed on paper and unpaid in fact, so check each session separately on the tracking page, whose session picker runs back to 2020-21 (Track Application).

Placement follows the course type and its entry qualification, not its length. A B.Pharma or a B.Sc Nursing sits in Group 2 alongside a polytechnic diploma entered after Class XII, while the same polytechnic diploma entered after Class X drops to Group 4 with Classes XI and XII. Medicine, engineering, management, law, the CA, CS and ICWA route, M.Phil and PhD all sit in Group 1 (scheme guidelines, definitions).

Two rules govern the money around that table. Where funds run short, the order of payment maps onto the same three institute types Haryana's eligibility row uses: government institutions first, then government-aided, then unaided private ones. And a state government may add to the academic allowance from its own resources if it decides to (scheme guidelines, components of the scholarship and payment mechanism).

What to prepare

Documents required

Haryana asks for its own list, not the central one. The portal's instructions name an Aadhaar card copy, the applicant's photograph and signature, an income certificate, a Haryana domicile certificate, a caste certificate, the Class 10 and Class 12 certificates, the Parivar Pehchan Patra, a fee receipt, the last examination passed certificate for anyone past first year, and a BPL certificate or a father's death certificate where either applies (Har-Chhatravratti, how to apply). The Freeship Card that the central guidelines build the whole admission process around is not on that page.

Two practical notes. The income certificate is taken once only, at the time of admission, so a multi-year course does not need a fresh one each session (scheme guidelines, conditions of eligibility). How to apply

Before the steps, settle where the form is. The portal's own scheme table lists 14 schemes across three directorates, and the post-matric scholarship for BC students is not one of them (Har-Chhatravratti). It survives elsewhere on the same site: in the eligibility table, in the tracking and grievance dropdowns, and in the notices about pending years. Two notices explain why. One dated 15-09-2025 concerns on-boarding the post-matric scholarship scheme for SC and BC students onto the National Scholarship Portal; another dated 02-02-2026 re-opened online submission on Har-Chhatravratti for state schemes of the Higher Education Department only (Har-Chhatravratti notices).

When the form is open here, registration starts from the family ID: enter the Parivar Pehchan Patra number, pick your name from the member list the portal shows, verify the OTP, check the details it fills in for you, then choose your department and college, set a password and register. Applying is a second, logged-in pass with the course and roll number (Har-Chhatravratti, how to apply). The department you pick is not a formality for this scheme: college students sit under Higher Education and polytechnic and technical students under Technical Education, and the two directorates issue their own deadlines and notices for the same BC post-matric award (Har-Chhatravratti notices).

The guidelines want the application filed on the day of admission, with the institution confirming the same day that you are a bonafide student on the course named on your Freeship Card. Hand verification carries its own clock and its own default: 30 days from the application, after which the guidelines provide for the application to be presumed approved (scheme guidelines, procedure for applying and verification).

Checking a BC Application, and What to Do When the Money Does Not Arrive

Tracking needs three things and no login: choose "Post Matric Scholarship Scheme For BC" from the scheme list, enter your Aadhaar number, and pick the academic session (Track Application). Choose the SC scheme by mistake and the search returns nothing, which reads like a rejection.

When the status looks right and the money is not there, the grievance form on the same portal is the route, and its category list names the failures precisely: scholarship amount not received; status showing as disbursed but amount not credited in the bank account; partial amount received; Aadhaar not linked with the bank account (Har-Chhatravratti grievance form). Those categories are not hypothetical. Notices dated 19-03-2026 record scholarship amounts for 2022-23, 2023-24 and 2024-25 returned to the department over discrepancies in bank accounts or un-updated Aadhaar details, instruct colleges to check how many of their students lack an Aadhaar-seeded bank account, and set 20.03.2026 for students to rectify their bank details (Har-Chhatravratti notices).

How winners are picked

Selection process

Haryana does not rank BC applicants against one another. The rule reads as a right rather than a contest: an eligible candidate is to be awarded, and the award is made by the state a student permanently belongs to rather than the state they study in, which is why a Haryana student at a Delhi college still files on Har-Chhatravratti (scheme guidelines, scope and selection of candidates).

What rations it is money, and then verification. The scheme is funds-limited by design: the centre conveys a notional allocation to each state at the start of the financial year in proportion to population, states sub-allocate it district-wise and group-wise for non-professional courses, renewal cases are covered before any new one, and whatever demand is left over is the state's own budget problem (scheme guidelines, funds-limited nature of the scheme). After that the file has to clear Har-Chhatravratti's three-tier check, at the institute, then the university or nodal body, then head office (Har-Chhatravratti). The pendency notices show where that chain stalls.

Fine print

Terms & conditions

The scheme text lists three ways to lose the award after it has been granted: a bad progress or conduct report from the head of the institution, a switch of subject or college made without the state government's prior approval, and walking away from the course part way through the year. The first leaves the sanctioning authority to choose between cancelling and freezing what is left; the other two carry recovery of what has already been drawn, at the state government's discretion (scheme guidelines, other conditions for the award).

A scholarship obtained by a false statement is treated far harder. It is cancelled at once, the money is recovered, and the student is blacklisted and debarred from any scholarship scheme forever, with the portal itself required to stop a blacklisted student applying again (scheme guidelines).

Haryana adds a condition of its own that is not in the scheme text at all, and it costs students awards every year. Applications left pending at the institute or the student level are auto-rejected after a date the directorate announces: Technical Education did it to 2020-21 applications after 30.05.2025 and to 2021-22 applications after 30.12.2022 (Har-Chhatravratti notices). A submitted form is not a finished one until the college has cleared it.
