AlCTE - Distinguished Professional Scheme(ADPS)

DPS has no application window to miss: nominations run through the year and approvals clear monthly. The dates that do exist are publication dates, and they are what to watch if you want the version of the scheme AICTE is currently working to.

The pattern to expect is a scheme document revised for an academic year, a panel order when a selection round clears, and a fresh nomination call on the announcements board when AICTE wants to widen the pool.

The bar is reputation, not a degree checklist, and the scheme document states it in two lines rather than as a scoring rubric. Two things it does not say are worth naming, because they decide whether it is worth your time to apply.

There is no requirement to be retired. Serving professors at IIT Kanpur, IIT Delhi, IISc Bangalore, Banaras Hindu University and JNTUA appear on the 2024-25 panel alongside superannuated ones, which is the practical answer to whether a working academic can be considered (Annexure A, AICTE T&LB.pdf)). And there is no separate age floor: the only age the scheme document fixes is the ceiling of 75 at which the tenure ends (Scheme Document 2024-25).

The visit commitment is part of eligibility rather than a formality. Someone who cannot travel to two campuses a month, including institutes outside the metros, is agreeing to something the scheme expects to be honoured.

Nothing in the DPS scheme document disqualifies a profession, an employer or a stage of career; its eligibility clauses are written as a test of standing and no bar list runs against them (Scheme Document 2024-25). The two hard bars that do exist are certifications you sign on the claim form: that travel and daily allowance for the same journey has not been claimed from any other source, and that free lodging or boarding was not provided at the cost of a government body, a university or a government aided body (Annexure C1, Honorarium Form for Experts, AICTE.pdf)). Between them they rule out billing AICTE for a journey or a stay somebody else has already paid for, which bites here because the scheme puts travel and hospitality on the host institute in the first place.

Empanelment is not annual, so there is no yearly re-application. A nominated professional holds the position for three years or until turning 75, whichever arrives first, and an extension beyond that is possible subject to fitness (Scheme Document 2024-25).

Inside that tenure, each individual assignment has its own clock. AICTE's offer is valid only for the period written into the request or invitation letter, and the professional is asked to give concurrence for it, so a lapsed invitation is closed even while the empanelment continues.

The money is a per-day honorarium, not a monthly fellowship, and it is paid by AICTE while the host institute absorbs the cost of getting you there.

The last row is the one nobody mentions. AICTE's honorarium form is the council's standard bill format for a non-official member, and its finance section deducts tax at source before the net amount is released, so the figure that lands is smaller than the headline rate.

Only the first row below is what most people would call an application. The profile papers go in with the nomination; the mandate form and the two post-visit forms only matter once a visit is actually fixed, and two of the four are filled by the host institute rather than by you.

The mandate form is worth filling carefully. It exists so the transfer can be made by RTGS against your own account, and AICTE marks every field on it as mandatory.

Nominations stay open all year. The scheme document routes them through a Google form and accepts three paths to the same pool: an AICTE advertisement, a nomination by someone else, or self nomination (Scheme Document 2024-25). AICTE reopened that call publicly through its announcements board, posting a nomination form to expand the pool on 7 January 2025 (AICTE announcement, inviting nominations under DPS).

Institutes enter from the other side. A host institute sends an expression of interest against an AICTE call on a topic it wants covered, then agrees dates directly with the professional AICTE delegates to it.

Tracking works nothing like a student scholarship here. That form is the whole intake: nothing in DPS touches the National Scholarship Portal, there is no application number to type into a status box, and the myScheme record carries no direct-benefit-transfer flag (myScheme, AICTE Distinguished Professional Scheme). Selection is communicated to you directly once the competent authority of the council approves it, on a monthly cycle, and the public confirmation is the panel order AICTE posts on its Faculty Development Schemes page. Payment status follows the paperwork rather than a portal: the honorarium moves only after the host institute files its report and forwards your claim form to AICTE, so a claim that has not landed is sitting either at the institute's end or with the council's finance bureau, and those are the two places to chase.

A committee decides, not an automatic eligibility test. Nominations are placed before a Screening and Selection Committee, whose recommendations produce a shortlist that the competent authority of the council approves, and the resulting order is issued by the Director of the Training and Learning Bureau (Annexure A, AICTE T&LB.pdf)).

Because approvals are cleared monthly rather than in one annual round, a nomination sent in any month is not waiting for a cycle to open.

Most of the obligations in this scheme fall on the host institute, which is why an invitation is only as good as the institute organising it. The scheme document requires the institute to raise its expression of interest on a topic, settle the visit dates with the professional, meet all travel and logistics expenses, and provide administrative support and local hospitality (Scheme Document 2024-25).

After the visit, two things are due from the institute: the report with participant feedback in the prescribed format, and the completed honorarium form. AICTE issues a certificate of recognition for the activity once the report is in, and the honorarium claim depends on the same submission.

On the professional's side, the expectations AICTE lists run wider than a lecture, taking in industry connect, research and innovation, startups, employability support and the Indian Knowledge System. Read them as the terms of the engagement rather than as suggestions, because the report the institute files describes what actually happened on the day.
