Awarding Teleeducation Scholarships To Afghan Students(ATESTAS)
Overview
About ATESTAS
The Awarding Teleeducation Scholarships to Afghan Students scheme funds online undergraduate and postgraduate study for Afghan nationals at Indian universities. It is run by the Ministry of External Affairs and administered by the Indian Council for Cultural Relations (ICCR), and it offers 1,000 scholarships each year for UGC-approved online programmes.
The scheme sits within the e-VidyaBharati Network Project, which the Ministry of External Affairs launched in 2019 to deliver online higher education to students from partner countries. Teaching happens remotely through the e-VidyaBharati i-Learn portal, so students can enrol from Afghanistan or anywhere else and follow an Indian university course online. Participating institutions have included Jamia Millia Islamia, Indira Gandhi National Open University and Anna University, with courses spanning fields such as commerce, management, business administration, computer science and arts.
This is a composite award that covers the academic costs of the online programme, including tuition, admission and examination fees. It is meant for Afghan nationals who hold a valid Afghan national identity document or passport, and applicants may be residing anywhere in the world rather than only inside Afghanistan.
