West Bengal Student Credit Card Scheme(WBSCCS)

About WBSCCS
Nobody is paid anything under this scheme. A bank lends, the state government subsidises the interest down to a rate it fixes, and the student and a parent repay every rupee over the years that follow. The Finance Department told the Assembly on 5 February 2026 that 1,00,240 students had been sanctioned loans worth Rs 3,797.22 crore under it, and put the student's own rate at 4 per cent a year for boys and 3.5 per cent for girls (Budget Speech 2026-27, Finance Department, Government of West Bengal). Less often written down is the second half of the rule book: how much of a sanction may go anywhere other than the institution's fee account, and who actually decides that a file is sanctioned at all.
The scheme runs on residence, not merit or need. A student or family living in West Bengal for the 10 years preceding the application can borrow up to Rs 10.00 lakh from a State Co-operative Bank, a Central or District Central Co-operative Bank, or any public or private sector bank operating in the state, at 4 per cent simple interest per annum after subvention (West Bengal Student Credit Card Scheme, Kolkata Gazette, 30 June 2021).
Two absences make it unusual among state education schemes. There is no income ceiling on the applicant's family, and there is no marks percentage bar, both stated flatly in the Higher Education Department's own FAQ (WBSCC FAQ, Higher Education Department). A student who scraped through Class 12 and a state topper apply on the same terms.
Coverage runs wider than the phrase "higher education" suggests. It starts at Class 10 and extends through undergraduate, postgraduate, professional and diploma courses to doctoral and post-doctoral research, and it explicitly covers students sitting in coaching institutes preparing for engineering, medical, law, IAS, IPS, WBCS and SSC examinations, inside or outside the country (gazette notification, paragraph 3).

Important dates
There is no application window and no closing date. A student may apply at any point during the tenure of the course, final year included (WBSCC FAQ). The practical deadline is set by the fee itself: since only fees still to be paid may be entered, the application has to be in before the payment, not after it.

The department has never published a service-level timeline for sanction. The gazette says only that the Higher Education Department and the School Education Department will notify time bound action for sanctioning and disbursement after the competent authority approves it.

Who can apply
Eligibility criteria
The eligibility test is a residence test with an academic floor under it. The department's FAQ sets the floor at Class IX passed from a board active in West Bengal, with the applicant currently enrolled in Class X, in 10+2, in a recognised higher education institution, or in a coaching institute for an entrance or competitive examination (WBSCC FAQ). The upper bound is age: no applicant may be more than 40 years old on the date of application (Student Credit Card Scheme, Kolkata Gazette, 30 June 2021, paragraph 5).
Residence is proved by self-declaration on the application form itself. No domicile certificate and no caste certificate are asked for, which removes the single most common reason a West Bengal student stalls on a scholarship portal (WBSCC FAQ).
Where the institution sits matters less than students assume. A West Bengal family's child studying at an NIT in another state, at a deemed university, at a private university recognised by the UGC but not approved by AICTE, or at a college abroad is eligible on the same residence test, and the department states in the same FAQ that an institution's NIRF ranking is not a determining factor in sanctioning the loan. What the institution must be is recognised.

Who cannot apply
Exclusions
The myScheme record publishes no exclusion list for this scheme, but the department's FAQ and the student user manual set out what is refused. Distance learning is out: a student receiving academic instruction in distance mode cannot apply, and so is a resident of another state, whatever they are studying (WBSCC FAQ).
Three refusals are about timing rather than the student, and all three sit in one paragraph of the user manual. A loan cannot be taken against fees already paid to the institution, because only fees still to be paid on the running course may be entered and the scheme operates no reimbursement system. A future course cannot be funded in advance, because an admission receipt has to be uploaded with the application, so a Class 12 student cannot borrow now against a management course they intend to join later. And the fee of a regular institution cannot be clubbed with a coaching institute's fee in one application (User Manual for Students, WBSCC portal). Separately, the FAQ closes the other end of the same door: nothing sanctioned here may be used to repay an education loan already running with another lender (WBSCC FAQ).

Renewal conditions
Nothing renews annually here, because the sanction is a single term loan rather than a yearly award. What recurs is proof. The student uploads a progress report after each semester or year examination, and the bank asks for documents of its own before releasing subsequent instalments (gazette notification, paragraph 5).
Failing a paper does not shut the tap. A student who could not clear all papers in the previous semester may still draw the next academic year's course fee, provided it stays inside the sanctioned amount (WBSCC FAQ). Where the sanctioned amount turns out to be too small, the portal carries an enhancement provision, capped at the scheme's own ceiling rather than at anything the bank offers later (WBSCC FAQ). A different course later is a different card: the user manual is explicit that a fresh application follows fresh admission.

The headline is Rs 10.00 lakh, and the fine print is where that money is allowed to go. Fees payable to the institution have no sub-ceiling. Everything else does.

The two notifications on interest do not say the same thing, and the difference is worth understanding before a sanction letter arrives. The June 2021 scheme notification set the bank-side rate at the State Bank of India's prevailing 3 year MCLR plus 1 per cent, fixed on the date of sanction (gazette notification, paragraph 6). The Interest Subsidy Arrangement notified on 3 August 2021 sets it at SBI's EBLR plus 1.5 per cent, adds a concession of 0.5 per cent for girl students, and directs the banks to implement the arrangement on that footing (West Bengal Student Credit Card Interest Subsidy Arrangement, 3 August 2021). Neither figure is what the student is charged. State subvention closes the gap for the whole life of the loan, and the Finance Department's budget speech records the borrower's side as 4 per cent a year for boys and 3.5 per cent for girls (Budget Speech 2026-27, Finance Department, Government of West Bengal). What is worth reading off your own sanction letter is the bank-side rate, because that is the number the fixed-for-the-life-of-the-loan clause attaches to. A borrower who services the interest in full through the study period is entitled to a further concession of 1 per cent (WBSCC FAQ).
Money does not land in one place. Course fees and other institutional charges are remitted straight to the institution's bank account, and only the non-institutional portion reaches the student's own account (gazette notification, paragraph 10). A life cover in the student's name, up to the sanctioned amount, comes with the loan, and its premium is debited from the loan account rather than paid separately.

What to prepare
Documents required
The upload list is long but shallow: photographs, signatures, identity, an address proof for the co-borrower, the admission receipt, the last qualifying marksheet, and the page of the prospectus that states the fees. What trips applications is format rather than substance. Photographs must be in colour, black and white is rejected outright, and every file has both an upper and a lower size bound, so an over-compressed scan fails as surely as an oversized one (WBSCC FAQ).
Two documents students expect to need are not asked for at all: no domicile or caste certificate, and no no-objection certificate from the institution. Nothing has to be posted in hard copy either, though the FAQ suggests keeping a printout. A student or guardian without a PAN card uploads a signed undertaking in the format the portal supplies, worded as a promise to apply for the PAN and furnish it before sanction or disbursement. Income tax returns for the co-borrower's last two years, and the co-borrower's asset and liability papers, are demanded only where the applicant answers yes to those two questions on the form itself (User Manual for Students).
Step by step
How to apply
Application is online only, through the Higher Education Department's portal at wbscc.wb.gov.in, reachable directly or through the Student Credit Card tab on the state's higher education site. Registration comes first and generates a unique registration number, sent by SMS, which then serves as the login for everything that follows (User Manual for Students).
The form runs in four blocks: personal details, co-borrower and present address, permanent address with course and income details, and the bank accounts of both student and co-borrower. The lending branch is chosen from a dropdown limited to the district of permanent residence, and a co-operative bank account is not required, any major account at a recognised bank will do (WBSCC FAQ). Editing is open until final submission and closes the moment the form is submitted; after that only the state help desk can amend it. Students at colleges outside West Bengal whose institution is missing from the dropdown are told to write to sccoutwb@gmail.com rather than pick the nearest match.
Following the Application Through the Portal
The applicant dashboard is the tracking tool, and it names the stage the file is sitting at rather than a percentage. After submission it shows the form as submitted to the institution. If the institution finds a discrepancy it returns the application to the student, and the dashboard then offers an edit button, which is the one point after submission where a student can correct their own file. Once cleared it shows as forwarded to the Higher Education Department, then as forwarded to the bank by the department (User Manual for Students).
Approval reaches the student as an SMS on the registered mobile number, and the physical card comes from the lending bank once the loan is sanctioned (WBSCC FAQ). A forgotten applicant ID or password is recoverable from the login page against the Aadhaar or Class X registration number. Where the dashboard stops moving, the portal itself points to three routes: the institution's own help desk, the state help desk, and a separate Student Credit Card grievance portal it links out to (WBSCC portal, Higher Education Department).

How winners are picked
Selection process
Nothing here is settled by comparing one applicant against another; there is no ranked list and no fixed number of cards to hand out. A file passes three desks instead. The institution the student is enrolled at verifies the credentials and the uploaded documents. The Higher Education Department forwards the application to the bank after its own examination. The bank then sanctions on its own assessment, on the department's recommendation and after the formalities RBI guidelines require, and issues the physical card (gazette notification, paragraph 5).
That last step is worth reading carefully, because it is where students misjudge the scheme. The department's forwarding is a recommendation to lend, not an instruction to lend. The scheme also puts a nodal officer at the department, the institution and the bank, each with access to the student's dashboard (gazette notification, paragraph 5), so a stalled file is sitting at a desk that can be identified rather than nowhere in particular.
Fine print
Terms & conditions
The loan is joint. A parent or legal guardian signs as co-borrower, and the student, the co-borrower and the bank execute one agreement before any money moves (WBSCC FAQ). Against that co-obligation, the bank is barred from asking for collateral or a third party guarantee in any form, tangible or intangible, right up to the scheme's ceiling (gazette notification, paragraph 8, and WBSCC FAQ).
The clock is long. Fifteen years is the outer limit for the whole loan, counted from the date the first instalment is disbursed and with the one year repayment holiday sitting inside it, not added to it; that holiday begins after the course ends or one year after employment, whichever comes earlier (WBSCC FAQ). Interest is charged through the holiday at the borrower's own rate rather than paused. What follows is equated monthly instalments, with no processing fee taken before sanction and nothing charged for clearing the loan ahead of schedule (WBSCC FAQ).
Two conditions catch students who hold another award. A scholarship or assistantship is counted inside the margin money, so on a sanction above Rs 4.00 lakh the scholarship amount is adjusted against the 5 per cent the student would otherwise bring. And the card is a study instrument, nothing more: it is not transferable to a sibling, it carries no international transaction facility, and a lost or stolen card calls for a general diary at the local police station and an immediate call to the bank. A card issued but not wanted can be surrendered to the lending bank without drawing the loan at all (WBSCC FAQ).

Institutions maintain their own help desks, and the FAQ treats the institution's desk and the state desk as parallel routes rather than a queue, so a student getting nowhere at the college can go straight to the state line (WBSCC FAQ).
