Money is not the binding constraint on this scholarship. Slots are. The Department of Empowerment of Persons with Disabilities released Rs 13.03 crore under Top Class Education in 2024-25, reaching 833 students across the country, on its own scheme-wise release table. Everything below is about qualifying for one of those places, and about the paperwork that most often stops an eligible student before selection ever happens.

Top Class Education is one of six components of what the guidelines title the Central Sector Umbrella Scheme "Scholarships for Students with Disabilities", and its admissibility turns on a list of named institutions annexed to those guidelines rather than on a class or a course level. The DEPwD scheme guidelines on the National Scholarship Portal admit it only for graduate and postgraduate degree or diploma study at an Institute of Excellence in Education notified by the Department, with the list at Annexure I and any addition or deletion notified by DEPwD as required.

That annexure is longer than most students assume. It numbers to 375 entries after the Department notified 135 additional institutes in continuation of the existing list, and the guidelines group it by stream rather than by prestige: 16 IITs, 30 NITs, 20 IIITs, 19 IIMs, 12 National Law Universities, medical colleges, institutes of hotel management, IISERs, design and fashion institutes, and a miscellaneous group carrying TISS, the National School of Drama and FTII.

The scale is small and it has been rising. The same release table shows Rs 44.71 crore paid under this component in total since 2015-16, against Rs 13.03 crore in 2024-25 alone.

The myScheme record for this scheme carries an opening date and no closing date, which describes the scheme's standing status rather than the cycle a student applies in: the operative window is the one the portal publishes for each academic year, announced afresh every cycle rather than fixed in the guidelines. The gap between the student deadline and the verification deadlines is the only recovery window a defective application gets.

Eligibility criteria

What rules most candidates out here is where they are studying, not who they are. A candidate with a benchmark disability of 40% or more, admitted full time at a notified institute, clears the structural test in the guidelines; the same certificate at a college outside Annexure I buys nothing under this component, however strong the admission.

The parental income ceiling in the guidelines table is Rs 8 lakh a year, and the same table fixes 300 slots per annum for this component, including renewal cases, with 50% of them reserved for female candidates. Where a secondhand summary of the scheme carries a different income ceiling, a different share of slots reserved for female candidates or a different computer grant, the operative figures are the ones in that table as revised by the memorandum of 4 September 2025, which is the last change the Department has notified.

The ceiling is proved in a prescribed way rather than by any income statement. Note 2 to the guidelines requires the certificate to come from a Revenue Officer the State or UT has authorised, and an employed parent or guardian with earnings from another source has to fold those into one consolidated certificate from that same officer.

One eligibility document changed recently. An office memorandum dated 4 September 2025 revised the umbrella guidelines so that an applicant must hold a Unique Disability Identity card and an Aadhaar card, in place of the earlier wording that asked for a disability certificate plus Aadhaar biometric authentication with UDID enrolment.

Who cannot apply

Exclusions

Distance learning, part-time and weekend courses are outside this component under any stream, and the guidelines say the award cannot be considered a second time for the same individual, so a scholar who finishes a funded degree cannot return for a funded master's under Top Class.

Holding this alongside anything else is barred as well: a scholarship holder under the umbrella scheme will not avail any other scholarship or stipend, and payment stops from the date another one is accepted. That has a sharper edge here than in the components a student can enter twice, because this one is a once-only award, so a scholar who drops it for another stipend has no second application to come back with.

Two payment exclusions catch students mid-course, and the first bites often because Annexure I carries medical colleges. The internship or housemanship stage of an MBBS course draws nothing under this scheme where the intern is already paid, and a paid practical-training stage in any other course is treated the same way. The second is the exit rule: a student who walks away from the course part-way through the year can be asked to pay back what has already been released, a call the Department makes.

Renewal conditions

Renewal is annual and it turns on one fact: promotion. The guidelines renew the award from year to year provided the scholar secures promotion to the next higher class within the course duration, whichever body conducts that examination, and they attach good conduct and regularity in attendance to the original award.

The concession for a first failure is written for the Post-Matric component, not for this one. Two situations are still protected here. A scholar who could not sit the annual examination because of illness or another unforeseen event may be renewed on a medical certificate and the head of institution's certification that the scholar would have passed. A scholar promoted under a university rule despite not clearing the lower class is entitled to the scholarship for the class to which they are promoted.

The 2025 revision removed a step for this component specifically: for both fresh and renewal applications under Top Class, verification from the State Nodal Officer is not required. Renewals remain the first claim on the year's slots, and fresh cases are considered only against what is left after every renewal has been processed.

Two of those heads got easier to claim in 2025. The September 2025 revision turned the Rs 45,000 computer grant into a fixed amount with no document required, where the earlier text asked for a bill or receipt as proof of purchase, and made the Rs 30,000 device grant fixed too, conditional on not having taken the same benefit through the ARJUN portal.

Timing decides the first credit. Under the guidelines, maintenance allowance runs from 1 April or from the month of admission, whichever is later, to the month the examinations end, and a student admitted after the 20th day of a month is paid from the month following admission. The portal-run components of the umbrella scheme, this one included, are credited directly to the beneficiary's Aadhaar-linked bank account by DBT.

What to prepare

Documents required

The disability proof has shifted to the UDID card since the 2025 revision, and the National Scholarship Portal now warns that a student with a disability must first log in to the UDID portal and give consent to share those UDID details, or the application cannot be submitted at all. That consent step sits before the application form, not inside it.

The other paper that does real work here is the current year's fee receipt, because admission and tuition reimbursement is capped subject to the actual amount rather than paid as a flat sum, so the receipt is what fixes what gets sanctioned. The institute is the party that verifies the uploaded set on the portal, so anything its nodal person cannot match against the college's own records leaves the application defective rather than rejected, which is a recoverable state on a deadline of its own.

How to apply

Applications are called through the National Scholarship Portal and nowhere else, and the portal opened for the 2026-27 academic year on 1 June 2026. The order of operations matters more than the form itself.

1. Hold a One Time Registration number, which the portal issues once against Aadhaar and reuses every year.
2. Complete the UDID portal consent, so the portal can pull the disability record.
3. Confirm the institute is registered on NSP, because the institution is what verifies the candidate's details after submission.
4. File the application inside the window. Anyone who would rather have the form filled at a Common Service Centre pays a set price for it: the portal pins the charge at Rs 30.00 per candidate, taxes included, covering the biometric authentication and the OTR as well as the application itself.

Two documents disagree about what happens after the institute stage, and it is worth knowing which is which. The September 2025 memorandum dropped State Nodal Officer verification for Top Class fresh and renewal applications, while the portal still prints a nodal verification date against the scheme in its 2026-27 list, alongside defective-application and institute verification at 15-11-2026 and the nodal stage at 30-11-2026. The institute's verification is the step the guidelines still put on this file; a file left unverified at its stage's cut-off is out for that year either way.

Tracking splits into three lookups on the portal, and picking the wrong one is why students conclude nothing is happening. Application Status answers where the form has reached, Track Your Payment answers whether a sanctioned amount has actually moved, and Check Aadhaar Seeding Status answers the question behind most of the second kind, since this component pays only into an Aadhaar-seeded account.

How winners are picked

Selection process

There is no interview, no test and no marks component. Merit here is the percentage of disability recorded on the certificate, ranked highest first, and ties go to the older candidate. Where a Specific Learning Disability certificate states a floor without a specific figure, the guidelines direct that the disability percentage be taken as 40% for ranking.

The 2025 revision changed how that ranking is applied. State-wise slot distribution, which used to spread the year's slots by each state's share of eligible applications and its share of the country's population of persons with disabilities, is gone; a merit list is now drawn up on the disability-percentage and age rules above, and final selection is made through the portal against the slots available for fresh applications. Half the slots stay reserved for female candidates, and unutilised female slots are filled by selecting suitable male candidates.

Slots can also move between components. Where a particular scheme does not attract enough applications, the guidelines allow slots to be interchanged among the Pre-Matric, Post-Matric and Top Class schemes, subject to the approved financial outlay and the approval of the Secretary, DEPwD.

Terms & conditions

Changing the subject of the course after the award may cost the scholarship: the guidelines allow cancellation where the scholar changes the subject of study for which the award was originally made. Progress and conduct stay live conditions after selection, and a report from the head of the institution that the scholar has stopped making satisfactory progress, or has been irregular in attendance without permission, lets the sanctioning authority cancel the award or hold the money back.

Monitoring is done by DEPwD through the portal, and the guidelines require physical verification of at least 10% of units, chosen randomly by an algorithm, at block, district and state level. Any litigation arising out of the scheme is subject to the sole jurisdiction of the courts in the National Capital Territory of Delhi, and the Department may change the provisions of the scheme with the approval of the Secretary, DEPwD, in consultation with the Financial Adviser.

Neither the Department's scholarship page nor the portal's scheme listing publishes a helpline number specific to this component.

What the portal does publish is a route for each kind of problem: a scheme-wise list of Grievance Redressal Officers, an NSP helpdesk for the application itself, and a separate PFMS helpdesk for money that has been sanctioned but not received. Anything about the contents of the file goes to the institute's nodal officer, who is the party that verifies it.
