Tamil Nadu Chief Minister's Fellowship Programme(TNCMFP)

The published calendar and the calendar the cycle actually ran on were not the same document last time, so the stage notices are what to watch.

The government printed only a month for the comprehensive examination and the interview and warned that dates were subject to change; the exact days appeared later, in BIM's shortlist notices. BIM's own page still shows October 06, 2024 for the comprehensive examination, a date the examination never used. Applications have opened twice, in 2022 and in 2024, and that page currently carries the 2024-26 batch and its final results with no notification for a further round, which makes it the address to watch.

The degree clause is narrower than "any graduate". A bachelor's degree qualifies only if it is in a professional course, and the notification names them: Engineering, Medicine, Law, Agriculture and Veterinary Science. Any other route in needs a first-class master's in arts or science from a university set up by an Act of the central or a state legislature, an institution established by an Act of Parliament, or a deemed university under Section 3 of the UGC Act, 1956. First class is required either way.

Age is measured against a date each round fixes for itself, not against the day you apply. The 2024-26 round set the window at 22 to 30 years as on August 06, 2024, the day applications opened, with 35 as the ceiling for SC and ST candidates and 33 for BC and MBC candidates. The 2022-24 round read the same band against its own opening day in May 2022, so the arithmetic has to be redone every cycle.

Working knowledge of Tamil is a hard condition, and testing it is written into the interview stage rather than left to a certificate. No domicile clause appears anywhere in the notification, and the preliminary test centres were planned for major cities in Tamil Nadu plus Bengaluru, Delhi, Mumbai, Hyderabad, Kolkata, Ernakulam, Puducherry and Vishakapatnam, subject to availability, which is a fair signal of who the state expected to apply. A PhD counts as a preference, work experience as an added advantage, and research experience carries what the notification calls strong emphasis.

Doing the fellowship once rules you out of doing it again. The eligibility clause of the 2024-26 notification makes the fellows finally shortlisted under the 2022-24 round ineligible to apply, a bar the government wrote into entry rather than leaving to the selection committee.

Holding a similar fellowship elsewhere is the other bar, and it operates after selection as well as before it. The same notification lists five grounds on which the fellowship is liable to cancellation: misconduct, unsatisfactory progress, a candidate later found to be ineligible, a candidate already availing a similar fellowship from any other source, and false information or fraudulent activity. Joining is conditional too, since the government verifies the facts furnished in the online application before a selected candidate is allowed to start.

Nothing about the second year turns on a fresh application. The award is made for a fixed two-year term and the money is not held back for a yearly re-sanction. Continuation is a monthly matter instead: the activity report goes to the Special Programme Implementation Department and to BIM for review, guidance and performance assessment, and unsatisfactory progress sits on the government's list of cancellation grounds.

The headline figure and the notification's figure differ only in how they are packaged, which is worth knowing before you compare this against a salary.

Nothing else is paid. The government closes the benefits clause with a flat line that no additional financial assistance will be provided, so relocation, housing and everything else comes out of the same amount.

The credential at the end is the part summary listings tend to miss. Fellows who satisfy the academic partner's requirements receive a Post-Graduate Certificate in Public Policy and Management from BIM, and those holding a master's degree may then opt to enrol in a PhD in public policy and management in the following year, subject to the minimum eligibility for it. BIM's page names Anna University, Chennai as the route for that doctoral option.

BIM's application instructions name the scans to have ready before you start registering, and the list is specific: an identity proof, which may be a Voter ID, PAN card, passport or driving licence; a community certificate; the UG degree certificate and UG marksheets; the PG degree certificate and PG marksheets; and PhD certificates where they apply.

Marksheets matter here as much as the degree certificates, because first class has to be visible on the page rather than asserted on the form. Keep the same set to hand after selection, since joining depends on the government verifying what the application claimed.

Submission is online and free of charge. The notification records that no other mode of submission of applications will be accepted and that no application fee is charged for the fellowship selection process, with the portal addresses printed as www.tn.gov.in/tncmfp and www.bim.edu/tncmfp. The tn.gov.in path has since gone dead; BIM's own site is the address still serving the programme.

Registration comes before the form. You register first, receive login credentials by email, and only then open the application, fill every mandatory field, upload the documents, accept the declaration and submit. Two details in the instructions cost people their applications: the form cannot be edited once submitted, and every later communication goes to the registered email address, so it has to stay active through the whole selection period. OTPs arrive on the registered mobile and email, and the spam folder is worth checking.

A TNCMFP-prefixed number is issued at registration, and that number is how a candidate finds out where they stand. BIM publishes each stage as a plain list of those numbers: one list for the comprehensive examination, one for the personal interview, and then the final list with a waitlist beneath it. Admit cards and detailed instructions are emailed to shortlisted candidates, and the e-ticket for the preliminary assessment is downloaded from the applicant login on a date the calendar names. The first of the three stages does not count towards your rank. The preliminary assessment is a computer-based objective test carrying a maximum of 150 points across general awareness, quantitative aptitude at roughly tenth-grade level, and verbal comprehension with logical reasoning. It exists only to screen, its score is not carried into the final selection, and it penalises guessing at 0.33 marks for every incorrect answer.

The comprehensive examination is where the real competition begins. It is a written paper of essay-type, case-based and analytical questions on governance, social justice and inclusion, technology, economic and social development, sustainable development, poverty, demographics, environment, biodiversity, climate change, agriculture, disaster management, Tamil Nadu's own schemes and policies, and Tamil heritage and culture. In the second round it ran from 10 a.m. to 1 p.m. at Anna University, Chennai, per BIM's shortlist notice.

The personal interview is held in Chennai only and tests intellectual and emotional quotient, current affairs, problem-solving and systemic thinking, with the Tamil check built into it. The final merit list combines the comprehensive examination score with the interview score, and selection follows the Government of Tamil Nadu's reservation policy as applied to admissions to academic institutions.

The fellowship confers no claim on a government job. The notification calls it a temporary position and states plainly that it gives the fellow no right or claim to regular appointment or continuance in any post, which is the honest answer to whether two years here converts into service.

Taking anything else during the tenure ends it in an orderly way rather than quietly. A fellow selected for another fellowship, a paid assignment or any public or private recruitment must resign from the programme with 30 days prior notice. Deliverables are contractual too, not optional: the monthly activity reports through the term, and a final project report at the end of the two years.

Two bodies own different halves of this programme. The Special Programme Implementation Department of the Government of Tamil Nadu is the nodal department, and Bharathidasan Institute of Management is the academic partner that runs selection, curriculum and evaluation.
