About SIRE

The SERB International Research Experience buys a serving Indian academic a short spell inside a foreign laboratory and expects the expertise to come back with them. The scheme page sets the visit at two to six months and opens it only to Indian nationals who already hold a permanent post at an Indian research or academic institution (Anusandhan National Research Foundation). That second condition turns away most of the people who go looking for SIRE, so it is worth settling before a single form is opened.

SIRE is deliberately narrow. One visit, one named host laboratory, one sanction in a career, and a research plan the overseas institution has already agreed to before India is asked to pay for anything. The programme exists to put Indian researchers inside groups working in frontier areas of science and technology, preferably where internationally acclaimed scientists are based, and then to route what they learn back into national programmes in their own field (Anusandhan National Research Foundation).

Every page that still publishes the SIRE guidelines now belongs to a different agency from the one that wrote them, and the Science and Engineering Research Board name survives all over the text. The Department of Science and Technology records SERB as absorbed into the Anusandhan National Research Foundation, with its schemes carried over intact and their names unchanged. For an applicant the consequence is cosmetic but easy to trip over: the guidelines still carry the SERB name and still point at the old portal address, the serb.gov.in site is now branded ANRF, and the proposal portal files SIRE under a menu it labels Erstwhile SERB Schemes rather than among the foundation's own programmes (Anusandhan National Research Foundation).

SIRE is recent enough that its paper trail is short, and the trail is worth following because the scheme page itself gives no sense of scale. The monthly summary for January 2022 records the launch and a national call for applications going out with it (Department of Science and Technology). Two years later the Brief Statement of Activities for 2023-24 counts 148 sanctions under the fellowship in that year, filed there under a variant of the name, SERB-International Research Exposure (Department of Science and Technology).

Important dates

SIRE runs on calls, not on a calendar. The scheme states plainly that an application can be submitted only when the call for proposals is made, which means there is no annual closing date to plan a host negotiation around (Anusandhan National Research Foundation). myScheme lists neither an opening nor a closing date for the fellowship, and that blank is accurate rather than missing.

The place to watch is the proposal portal's own Proposal Calls and Announcements panel, which keeps calls currently open for submission separate from those expected over the next six months (Anusandhan National Research Foundation).

After selection the calendar tightens, and the two official texts disagree about how sharply. The scheme page gives a candidate one month from the date of the offer letter to commence the research at the overseas institution, failing which the offer stands withdrawn automatically and no correspondence is entertained afterwards (Anusandhan National Research Foundation). The proposal portal carries the same clause word for word with three months in place of one, on a page that has visibly not been touched in years: it still prints a tentative result date for the first SIRE call of 15 April 2022 (Anusandhan National Research Foundation). Plan against the shorter window and treat the figure in the offer letter itself as the binding one.

Who can apply

Eligibility criteria

Three gates decide a SIRE application, and only one of them is about the research.

The first is the job. The applicant must hold a permanent position at an Indian research or academic institution, which is what separates SIRE from every early-career overseas fellowship in the country. A researcher between contracts, on a project appointment or still finishing a doctorate does not clear it. Tenure track counts, but conditionally: the answers published against the scheme accept a tenure track post as permanent only where the institution itself endorses the holder as permanent faculty (Anusandhan National Research Foundation).

The second is where the doctorate was earned. The PhD has to be in science or engineering and from a recognised institution in India; the scheme also admits applicants holding MBBS or MD degrees and veterinary doctors, and it treats a Teachers Associateship for Research Excellence award as qualifying (Anusandhan National Research Foundation).

The third is age on the day the form goes in, not age when the visit begins. The ceiling is 40 years as on the date of submission, with a relaxation of five years for applicants who are SC, ST, OBC, physically challenged or women (Anusandhan National Research Foundation).

A fourth requirement is not a gate so much as a job to do first. The applicant has to correspond with the proposed overseas institution personally, obtain the host's approval of the research plan and attach the host's letter of support to the application. Nobody at the funding agency brokers that placement.

Who cannot apply

Exclusions

myScheme publishes no exclusion list against SIRE, so the disqualifications have to be read out of the scheme's own guidelines and answers, and three of them catch applicants who otherwise look ideal.

Holders of an INSPIRE Faculty award or a Ramanujan Fellowship are not eligible to apply, even though both sit in the same seniority band the scheme is aimed at (Anusandhan National Research Foundation). A doctorate earned outside India also rules an applicant out, whatever the position they now hold in the country.

The third exclusion is about the money rather than the person. The sanction is fenced to the visit it was granted for: it cannot be spent on flight cancellation or rescheduling charges, it does not cover excess baggage, and it may not be used to call on other institutions in the same country during the stay (Anusandhan National Research Foundation).

Renewal conditions

There is no renewal mechanism. SIRE can be availed only once in a career, the sanction covers a single visit, and the abroad stay is capped at six months, so there is no route by which a fellow already in a host laboratory can extend the tenure (Anusandhan National Research Foundation). A visit that falls through has to be applied for again from the beginning rather than carried forward.

The award is a package with each component separately capped, not a single consolidated stipend.

Because the fellowship is paid monthly and the window is fixed at two to six months, the total value of an award is decided by the duration sanctioned rather than by the scale of the work proposed. The airfare is booked on the shortest route and in economy class, and it runs between the fellow's place of work in India and the host institute, not between any two cities the itinerary might prefer.

• The selected fellows will be paid a monthly fellowship amount equivalent to US $ 3000.
• One-time Contingency/Preparatory allowances of ₹75,000/- to cover visa fees, airport transfer charges, insurance, etc.,
• Overseas Medical Insurance in India and abroad of ₹20,000/-.
• The selected fellows will also be provided the shortest route economy class airfare from their place of work in India to the place of the host institute and back.
• Note 01: The maximum duration of the abroad visit is limited to 06 months.
• Note 02: For scientists/researchers in regular employment, rules governing payment of salary, leave, medical, gratuity, GPF pension, etc. of the organization/ institution/ university to which the fellow belongs would continue to be applicable as per their institutional norms. No liability on any of these will be borne by SERB.

What to prepare

Documents required

The file splits into what the applicant writes and what other people have to sign, and the second half is what sets the real timeline. The overseas host has to supply both a bio-data and a consent letter, and the head of the applicant's own institution has to sign an endorsement; neither can be produced in the week before a deadline.

Everything else is a form or a template the scheme page publishes for download, including the plagiarism undertaking and the certificate from the applicant. The research plan is uploaded as a single PDF of not more than 10 MB. Age proof is a Class X marksheet or a birth certificate, and a category certificate is needed only where the five-year age relaxation is being claimed (Anusandhan National Research Foundation).

How to apply

Registration is the part to finish before a call opens rather than after. A prospective applicant registers on the proposal portal, confirms the account through the link sent to the registered email address, and then completes the Profile Details section under User Profile, which takes bio-data, a photograph and the institute address before it takes qualifications, research experience, employment, publications, projects and research collaborations (Anusandhan National Research Foundation).

The submission form itself opens only during a call, and it is more constrained than the document list suggests.

Where the Portal Shows an Application's Status

A draft and a submitted proposal sit in different places, and looking in the wrong one is why applicants think a file has vanished. Unfinished drafts are under the Proposal Submission menu at Saved Proposal, where selecting the proposal reference number reopens the full form for editing. A proposal that has already been submitted is under the Inbox menu at View Proposal, which lists every submission along with its current status (Anusandhan National Research Foundation).

How winners are picked

Selection process

Only applications that already carry the overseas institution's approval reach the committee stage. The scheme states that selection is made among faculty who gained approval of the research plan from the overseas institution, and that the Board constitutes a selection committee to choose the candidates (Anusandhan National Research Foundation). No scoring rubric, discipline quota or interview stage is published beyond that, so the host's endorsement and the research plan carry the weight.

Terms & conditions

The sanction is tied to one place, one host and one window, and it does not travel. A fellow who cannot make the approved visit is expected to apply afresh for a new one rather than redirect the existing support to another laboratory or another country.

Employment terms stay where they were. For a researcher in regular employment, the rules governing salary, leave, medical benefits, gratuity, provident fund and pension continue to run on the parent institution's norms throughout the visit, and the funding agency accepts no liability on any of them (Anusandhan National Research Foundation).

Misrepresentation is treated as a recoverable event, not a paperwork error. Incorrect or misleading information, or a breach of the terms, allows the fellowship to be cancelled and the support withdrawn at any stage, with action taken in consultation with the applicant's parent organisation, including recovery of the entire amount spent on the fellow together with interest.

SIRE has named officers rather than a generic helpdesk, and it is worth checking which listing you are reading. The scheme page names Dr. Shashi Bhushan Pandey, Scientist G, as programme coordinator and Dr. Magesh Kumar K.K, Scientist E, as programme officer (Anusandhan National Research Foundation). The proposal portal's SIRE page repeats that coordinator, lists the same officer as member secretary and gives his direct line as 011-26511044 (Anusandhan National Research Foundation). The consolidated research networking listing still shows a different name in the coordinator column against SIRE; both SIRE-specific pages agree with each other, so treat that row as stale (Anusandhan National Research Foundation).
