SERB - POWER Fellowship(SERBPOWERF)

There is no date to miss, which is unusual enough to say plainly. Nominations are received throughout the year through the online portal only, and the ANRF instructions state that there is no last date for accepting a nomination. What the scheme publishes instead is a rhythm.

The published tests are five, and only one is a number. The nominee has to be an Indian citizen, a woman, between 35 and 55 years of age, holding a Ph.D. in any branch of science or engineering, working in an Indian academic institution or R&D laboratory, and in regular service for the whole of the three-year tenure, as the scope and eligibility text sets it out. The age band is read at the time the proposal is submitted rather than at selection, so a slow committee cannot age a nominee out of her own nomination.

The service condition disqualifies quietly. A post that expires inside the tenure cannot carry the fellowship, which puts most contract and fellowship-funded appointments out of reach even where the research record is strong. What remains is not a qualification anyone can hold: ANRF asks for an excellent record of research performance as an independent investigator or innovator, judged on a body of work, and it sets no disciplinary preference, since all areas of science in the broadest terms are covered. A materials engineer and a plant physiologist go to the same committee on the same terms.

ANRF publishes no negative list for this fellowship, so the bars have to be read out of the guidelines, and four of them end a nomination outright. Drawing any other fellowship from a government source during the tenure is disqualifying. A woman scientist cannot hold the POWER Fellowship and a POWER Grant at the same time. A successful POWER Fellow cannot be re-nominated for a second time, which makes this a once in a career award rather than a renewable one. And a nominee who will not stay in regular service to the end of the three years fails at entry. All four are stated on the ANRF scheme page.

Three years is the whole of it, fixed at the start, with no provision for extension written anywhere in the scheme. The twelve-month mark therefore brings accounting rather than a fresh application. Each subsequent year's grant is released after ANRF receives the Statement of Expenditure and the Utilisation Certificate in the prescribed format, filed financial year wise from April 1 to March 31, with the first period running from the date of start to the following March 31, per the fellowship instructions. A late certificate stalls the instalment; it does not cost the fellowship.

Three sums are sanctioned, and they land in two different accounts.

The research grant is the working budget, spendable on minor equipment, research personnel, consumables, contingencies and domestic travel, and the ANRF instructions shut international travel out of it, conference trips included. The monthly fellowship is taxable as per income tax rules, which bites harder here than in schemes that replace a salary, because this one is stacked on top of one.

What was actually sanctioned in the opening two years sat under the ceiling the scheme was designed around. A Lok Sabha reply of 16 March 2022 recorded 24 women supported under the fellowship in financial year 2020-2021 and 18 in 2021-2022. The grant track moved the opposite way across the same two years, from 2 women to 95.

The myScheme record lists what has to be uploaded, and the set is evidentiary rather than administrative: identity proof, a passport size photograph, proof of age, educational qualification certificates, details of professional awards, recognitions and fellowships, and bank details. The awards and recognitions file is the one that decides anything. It is the material a Search-cum-Selection Committee has in front of it when it weighs independent standing, and this nomination carries no essay, no research proposal and no interview in which the case could be made anywhere else. Bank details are asked for because the money splits, the monthly fellowship going to the fellow and the overheads to her host institute.

The nominee starts the file even though she cannot submit it. She fills the application form on the portal, a mail carrying a link then reaches the nominator, and he or she opens it, verifies the details and forwards the nomination onward, as the ANRF procedure describes. Nominators are confined to heads of institutions and Fellows of national academies, so working out which of them knows the research well enough to stand behind it is a real step and not a formality.

Registration comes before any of that. The ANRF registration guidelines run to four steps: open www.anrfonline.in and click Sign In, choose New User, fill in the registration form and submit it, then open the verification mail that follows. The account is not usable until that link is clicked, which is where a first-time nominee most often stalls.

Status is checked inside the login. A submitted nomination shows under the Inbox menu at View Proposal, listed with its current status; a form filled in but not yet sent sits somewhere else entirely, under Proposal Submission and then Saved Proposal, per the portal FAQ. The two menus are easy to confuse, and a nominee who cannot find her proposal under one is usually looking in the wrong one.

Selection is made twice a year by a Search-cum-Selection Committee constituted for the purpose, and the launch release draws the contrast that matters to anyone weighing the two POWER tracks: that committee identifies the fellowships, while the existing Programme Advisory Committee mechanism is used to select the Research Grants. A nomination arriving just after a sitting therefore waits for the next one rather than being returned. No interview, presentation or shortlist stage is published for the fellowship, and no score sheet is released afterwards.

The clauses that bite during the tenure are all about physical presence. Being away from the host institution for more than six weeks needs prior permission. A fellow abroad for more than eight weeks cannot draw the fellowship amount, the research grant or the overhead charges for the period of that visit, where no student is drawing a fellowship, salary or emoluments from the project, and no extension is allowed afterwards to recover the lost months. Moving to a different host institute is permitted, but it costs a file: no-objection certificates from both institutions, final financial papers showing the unspent balance left with the old one, an undertaking certificate, and an appointment letter from the new institute stating the joining date and the duration.
