Move a differently abled child from Class 5 to Class 6 in Tamil Nadu and the state's payment for that child trebles, from Rs 1,000 a year to Rs 3,000. No other step on the department's rate card moves that far. This is also the one band on that card the charter never asks for marks, and the earliest point at which the department pays anything towards schooling at all: its Reader's Allowance opens at class 9, its cash incentive against drop-outs at the 10th standard, and the union scholarship a family will meet later opens at Class 9 as well.

The Welfare of Differently Abled Persons Department pays this scholarship so that a differently abled child in a government recognised school can buy books and note books, and it fixes the sum by the class the child sits in rather than by need, by merit or by what the books cost. The department's Policy Note files it under educational assistance, calls it a measure to encourage differently abled children to take up education, and tabulates it as an annual stipend running from Rs 1,000 to Rs 7,000 by class (Policy Note 2023-2024, Welfare of Differently Abled Persons Department). Classes 1 to 8 are the first two rows of that table.

The name a parent searches for is not in the department's current charter. In the 2022 edition this band had an entry to itself, 10(A), and the classes above it a second entry, 10(B), on the next page (Citizen's Charter 2022, Commissionerate for Welfare of the Differently Abled). The 2023 edition carries neither name. Entry 10 there is Scholarship (1st Std to P.G Courses), and this band survives as its first two lines, a) for the 1st to 5th standards and b) for the 6th to 8th (Citizen's Charter 2023).

The retired split is still the most useful thing on the page for a primary school family, because the two 2022 entries were not written alike. 10(A) tested the child, the school and the class. 10(B), one page later, tested a marks percentage as well and called for two further certificates (Citizen's Charter 2022). Almost everything a family finds hard about this scholarship starts at Class 9.

Nothing in the record fixes a window for filing, and the charter entry sets none either (myScheme, Scholarship (I to VIII Standard); Citizen's Charter 2023).

The date that changes the money is internal to the household: the academic year the child moves up into Class 6, when the rate goes from Rs 100 a month to Rs 300 (Performance Budget 2023-2024). For the current year's filing date the district office is the only source there is, because the Commissionerate's Policy Note and Citizen Charter page has published nothing later than the 2023-2024 documents and records its own last update as April 2024 (Policy Note and Citizen Charter, Commissionerate for Welfare of the Differently Abled).

Eligibility criteria

The charter's eligibility row is a single sentence and names two conditions: the student is differently abled, and the student is studying in a government recognised school (Citizen's Charter 2023). The class band is not in that row at all. It comes from the benefit lines above it, which set Rs 1,000 against the 1st to 5th standards and Rs 3,000 against the 6th to 8th, and from the 2022 entry that covered this band on its own (Citizen's Charter 2023; Citizen's Charter 2022).

What that row leaves out repays reading closely, because the department did write those tests down one page later. Entry 10(B) in the 2022 charter requires students to have obtained not less than 40% of marks in the previous qualifying examination; 10(A) says nothing whatever about marks (Citizen's Charter 2022). Nor does 10(A) name a percentage of disability or a family income figure, and no such figure appears against this band in the 2023 charter's entry, in the Policy Note's scholarship table or in the Performance Budget's rate card for the scheme (Citizen's Charter 2023; Policy Note 2023-2024; Performance Budget 2023-2024, Welfare of Differently Abled Persons Department).

Three classes later the tests arrive in force. The union scholarship a Class 9 student applies for on the National Scholarship Portal is open only to a student with a benchmark disability of 40% or more, holding a valid certificate of disability, a UDID or UDID enrolment number and Aadhaar based biometric authentication, and only within a parental income ceiling of Rs 2.5 lakh (Scheme of Scholarships for Students with Disabilities, Department of Empowerment of Persons with Disabilities). The Tamil Nadu row for a Class 3 child asks for the child, the school, and nothing further.

The one word in that row worth settling before the form goes in is recognised. Many differently abled children of this age are in special schools rather than mainstream ones, and the Policy Note records 393 special schools recognised under the Tamil Nadu Recognized Private School (Regulation) Act, 1973 among the 660 non governmental organisations registered with the Commissionerate (Policy Note 2023-2024). Whether a particular school clears the charter's test is answered by the District Differently Abled Welfare Officer who receives the form (Citizen's Charter 2023).

Exclusions

No exclusion list is published against this scheme, in either charter or in its public record (Citizen's Charter 2023; myScheme, Scholarship (I to VIII Standard)). The one bar the department does impose sits in row four of the entry and is written as a signature rather than as a criterion: the head master certifies that the child has not availed similar assistance from other sources (Citizen's Charter 2023).

Locating that test inside the school matters more at this age than later. Whatever else a seven year old is drawing towards schooling is being drawn through the same school, and the person signing the certificate is the person who would know.

The union scheme reaches the same end from the opposite direction, as a standing condition that a scholarship holder will not avail any other scholarship or stipend. Its pre-matric component does not open until Class 9, so none of it bears on a child in this band (Scheme of Scholarships for Students with Disabilities).

Renewal conditions

No renewal clause is attached to the entry in either charter, and the district scheme pages that reproduce it describe none (Citizen's Charter 2023; District Differently Abled Welfare, Tiruchirappalli).

What moves from one year to the next is the amount, not the paperwork, because the rate is pinned to the class and not to the student: Rs 1,000 a year for as long as the child is in Classes 1 to 5, then Rs 3,000 from the year the child enters Class 6 (Citizen's Charter 2023). Nothing has to be re-proved either. The statement of the previous year's marks that Tiruchirappalli and Dindigul both list against their 9th to 12th standard row does not appear against this one (District Differently Abled Welfare, Tiruchirappalli; District Differently Abled Welfare, Dindigul).

The charter publishes an annual figure. The Performance Budget shows the monthly rate behind it and the ten months of the academic year it is paid for.

Set the rest of the ladder beside it and this is the only step that multiplies. The monthly rate goes from Rs 300 to Rs 400 at Class 9, to Rs 600 for a degree course, and to Rs 700 for postgraduate, medical, engineering, vocational and other professional courses (Performance Budget 2023-2024; Citizen's Charter 2023). Every later move adds to the rate before it; only the Class 6 move trebles it, which is where the payment starts to cover a real share of a year's note books.

A visually impaired child in this band cannot add the Reader's Allowance on top. The Policy Note describes that payment as going to visually impaired students from class 9 to postgraduate level, and its lowest published rate, Rs 3,000 a year, is set against Classes 9 to 12 (Policy Note 2023-2024; Performance Budget 2023-2024).

Documents required

The state and the district do not ask for the same file. The charter names one paper against the entry; the district pages that publish a document list for this band name five, and Tiruchirappalli and Dindigul name the same five.

The revealing part of those district lists is the row directly beneath. Against 9th to 12th standard and ITI students the same two districts add an attestation by the head master and proof that the student scored more than 40% the previous year; against 1st to 8th standard students they ask for neither (District Differently Abled Welfare, Tiruchirappalli; District Differently Abled Welfare, Dindigul). The one certificate the state charter does require is missing from the district lists entirely, which is a reason to carry it rather than a reason to leave it at home (Citizen's Charter 2023).

Of the five district items, the savings bank passbook is the one a household may have to open an account to produce. It stands against all three of Tiruchirappalli's scholarship rows even though the state charter names it against none (District Differently Abled Welfare, Tiruchirappalli; Citizen's Charter 2023).

How to apply

The route is paper from end to end and it runs through the district, not the school office. The form is held with the concerned District Differently Abled Welfare Office, and the completed form goes to the District Differently Abled Welfare Officer (Citizen's Charter 2023). Several districts publish the form themselves and publish a separate one for this band: Chennai lists an application for 1st std to 8th std students distinct from the application it lists for the 9th std to 12th std and ITI band (Chennai District, Differently Abled Welfare Schemes). The scheme's public record agrees on the route, giving the application mode as offline with no application link attached (myScheme, Scholarship (I to VIII Standard)).

Tracking is the part with no digital answer. The charter's fifth row names an officer and not a portal, and the public record lists no application URL at all (Citizen's Charter 2023; myScheme, Scholarship (I to VIII Standard)). Of the district pages carrying this band, only Perambalur prints a website beside it, and the site it points at, the state's e-Sevai citizen portal, lists this department's Differently Abled Pension Scheme among its citizen services and no scholarship (Perambalur District, Differently Abled Welfare Schemes; e-Sevai, Tamil Nadu e-Governance Agency).

So a filed application has two places it can be chased, and both are people. One is the school, which holds the head master's certificate and knows when the file went out. The other is the district office, and the Commissionerate's district directory gives a block per district with the officer's name, the office address, a landline, a CUG mobile number and an email; the Chennai office sits in the State Resource Training Centre building on the Government Peripheral Hospital campus at K.K. Nagar and answers on 044-24714758 (District Contact Details, Commissionerate for Welfare of the Differently Abled). The passbook the district collected is where a credit would show (District Differently Abled Welfare, Tiruchirappalli).

How winners are picked

Selection process

The charter entry has six rows and not one of them ranks anybody: the gist, the eligibility line, whether a form exists, the certificate, the officer to file with, and where a grievance goes (Citizen's Charter 2023). No slot count, no reservation and no order of preference is set against the scheme in the charter, the Policy Note or the Performance Budget. Neither is a beneficiary count for this band on its own, because the department reports the scholarship as one line covering every class from the 1st standard to a postgraduate course (Performance Budget 2023-2024; Policy Note 2023-2024).

How unusual that is shows in the guidelines the same family will read three classes later. There the pre-matric component is capped at 25,000 slots a year including renewal cases, half of them reserved for female candidates, with a note that merely fulfilling the eligibility criteria will not entitle grant of scholarship due to the fixed number of slots in a year (Scheme of Scholarships for Students with Disabilities). Tamil Nadu's entry rations nothing, which is what a payment written to reach every qualifying child looks like on paper.

Terms & conditions

The charter states the purpose in one line, scholarship for purchase of books and note books, and the Policy Note tabulates the same payment as an annual stipend set by the class the student is in (Citizen's Charter 2023; Policy Note 2023-2024). Because the figure is fixed against a class band, a household that spends more on books draws no more for spending it, and nothing in the entry calls for a bill or a receipt at any point.

Past row four's certificate the entry simply stops. In neither the 2022 nor the 2023 wording is there a bond, a service obligation, or a clause that lets the department take the money back (Citizen's Charter 2022; Citizen's Charter 2023).
