About PUBLICATION GRANT

Clause 5.1 is the whole scheme in one line: the final amount would be fixed as per the final agreement between the publisher and the Indian Council of Social Science Research (ICSSR), subject to an upper limit of Rs 2 lakh, per the ICSSR guidelines for the publication grant. The applicant is not a party to that agreement and is not the payee under it. What a scholar is asking for here is not an award to spend but a printing contract signed over their manuscript, which is why the scheme carries no stipend, no tenure and no instalment calendar for an author to plan around.

It is also a very small scheme. ICSSR counted 8 publication grants for research reports and doctoral theses across the financial year that ended in March 2025, in a year when it awarded 483 doctoral fellowships, per the year-at-a-glance table in the ICSSR Annual Report 2024-25.

Three kinds of manuscript are in scope. A doctoral thesis in the social sciences is one. The report of a research project or a fellowship is the second, and papers presented at seminars, symposia and workshops are the third. ICSSR states that it may fund the second and third whether or not it financed the underlying research, provided the work is of high quality and needs to be subsidised.

Important dates

There is no closing date to miss. ICSSR states that applications may be invited through advertisement twice a year, tentatively in the months of May-June and December-January, or may be submitted throughout the year to the PRS Division, per its published guidelines. An advertised round is therefore a signal that the division is actively processing rather than a gate, and a manuscript sent outside one is still receivable.

The practical timing constraint is the three-year eligibility window on the doctorate, which runs from the award date and does not pause while a manuscript is being revised.

Eligibility criteria

Eligibility turns on the age of the doctorate, not the age of the applicant. Scholars awarded a Ph.D. during the last three years may apply, measured from the date of the award of the thesis or from acceptance of the final report of a research study, and ICSSR accepts a thesis approved by a university based in India or abroad, per its scheme guidelines. The grant itself is open to Indian nationals.

One requirement decides more applications than the three-year window, and it is a publication record rather than a research record. ICSSR asks for the original reprint or a photocopy of a research paper already published in a reputed research journal as a single author, and it says that paper should preferably have appeared after the Ph.D. was awarded. A scholar whose only journal output carries co-authors does not meet the condition as it is written.

For a seminar paper or a project report, the test moves from credentials to the manuscript: the work has to be of high quality and its publication has to need subsidising.

Who cannot apply

Exclusions

ICSSR publishes no list of barred applicants for this scheme, so the disqualifiers are the eligibility conditions read backwards, with one addition that is easy to skip past. The case for subsidy is itself part of the test, and the guidelines state the condition twice: a manuscript is supported only if its publication needs to be subsidised. A book a commercial publisher would print at its own cost is not what this grant is for.

The one disqualifier the scheme record does name is procedural rather than personal, an incomplete application or missing documentation, and on a scheme whose enclosure list runs to seven items that is not a formality. The other reliable ways to fall out are a thesis older than three years at the date of application, a manuscript outside the social sciences, and a bundle of papers with no journal reprint attached.

Renewal conditions

Nothing renews, because nothing runs. The grant attaches to one manuscript, and the conditions ICSSR publishes fix no tenure, no instalments and no second sanction to apply for, per its scheme guidelines. The deadline that does govern a sanctioned title is not in those conditions at all: the scheme record gives the publication one year from the date of the grant and puts any extension in ICSSR's gift rather than the author's.

What the guidelines control instead is the work. A grantee has to get prior approval from ICSSR for any change in the title, or any substantive change in the manuscript, so a revision a publisher asks for after sanction is a matter for the division and not just for the copy editor.

Rs 2 lakh is a ceiling, not an entitlement. The guidelines say the final amount would be fixed as per the final agreement between the publisher and ICSSR, subject to that upper limit, which means the sum is settled in a negotiation the author is not party to and cannot forecast.

ICSSR may publish the approved manuscript itself, or award publication to a publisher drawn from its empanelled list or from outside it. The size of the print run is decided between ICSSR and that publisher rather than by the author. ICSSR also reserves the right to buy copies of the finished book, and where it does, the publisher has to give a discount of not less than 25%, per the conditions of the grant.

One payment can still reach the author, and it is not the grant. The scheme record puts a minimum royalty on actual sales in the author's hands, owed by the publisher; the eight conditions ICSSR publishes set no royalty rate of their own, so that floor lives in the publishing agreement rather than in the scheme.

What to prepare

Applications go on the prescribed form for the award of the publication grant, and the guidelines attach a fixed set of enclosures to it:

• An abstract of the Ph.D. thesis.
• A brief academic CV of the applicant.
• A copy of the manuscript in bound form.
• A duly attested caste or physically handicapped certificate, wherever applicable.
• An institutional profile, required only for proposals coming from privately funded institutions.
• A copy of the Ph.D. certificate, in the case of a doctoral thesis.
• The original reprint or a photocopy of a research paper published in a reputed research journal as a single author.

Step by step

How to apply

The scheme record gives the mode as online, and the guidelines then add a second half to it that is just as compulsory. A scholar applies through the ICSSR application dashboard, which is the same login used for its project, fellowship and seminar calls. Clause 3.2 goes on to require that, after applying online, the application form together with a hard copy of the manuscript and the necessary documents be sent to the Publication and Research Survey (PRS) Division at ICSSR, Aruna Asaf Ali Marg, JNU Institutional Area, New Delhi 110067, per its scheme guidelines. An application that exists only on the portal is incomplete, because the expert who reads the work reads the bound copy. ICSSR asks for the scheme type to be written on the envelope of any hard copy it calls for, per its instructions for applicants, and on a division that also handles journal and association grants that superscription is what puts a parcel on the right desk.

How to Track a Pending File

Two different things get called tracking on this scheme, and only one of them exists. The application does: ICSSR tells applicants the submitted form can be viewed through the dashboard once they log in, and to keep a printout of it for reference, per its instructions for applicants. The disbursement does not, and that is the design working rather than the portal failing. Because the sum is agreed with the publisher, there is no beneficiary account for a payment dashboard to report against.

That leaves a waiting applicant three narrow doors. A query about a pending file belongs to the PRS Division, which is holding the bound copy. A fault on the portal goes to cc@icssr.org, the address ICSSR gives for technical assistance in those same instructions. A file that draws no answer at all can be pushed through the grievance portal on the applicant dashboard.

The public record catches up once a year, and it is worth reading before applying rather than after. The publication grants appendix of the ICSSR annual report prints the sanctioned titles as two tables: books already out, with author, co-publisher and ISBN, and a second list of titles still in process, which carries no ISBN because none has been assigned yet. The second table is where a grantee's own book sits while it is being printed.

How winners are picked

Selection process

Merit is judged by one reader, not a committee interview. Each manuscript is evaluated by an expert from the subject concerned, who is expected to examine its academic viability, its objectives and its suitability for publication, as the award procedure sets it out.

There is a documented shortcut around that step. Where a manuscript has already been evaluated or reviewed by experts of repute nominated by outstanding publishers, ICSSR may consider those reports without commissioning an evaluation of its own. A scholar who already holds a reputable publisher's peer review reports has a materially shorter path.

The numbers show how narrow the funnel is at the end of it.

Fine print

Terms & conditions

The conditions bite after the grant, not before it, and they bind the printed object. Every publication supported under this scheme has to state at a prominent place that it was financially supported by ICSSR, and to carry the disclaimer that the responsibility for the facts stated, opinions expressed or conclusions reached is entirely that of the author, and that ICSSR accepts no responsibility for them. The publisher has to ensure the final product is of high quality from a production point of view, and ICSSR reserves the right to strike a publisher off its approved list for not implementing the terms of the agreement.

Two things a prospective applicant might reasonably expect to find are not there. The eight conditions never say who holds copyright in the supported book, which is a live question on a scheme where ICSSR may publish the manuscript itself.

The second absence is the one that decides where a book ends up. Clause 5.2 lets ICSSR award publication to a publisher from the ICSSR Empanelled List, and clause 5.7 keeps the right to strike a name off the ICSSR Approved List of Publishers, yet neither roster appears anywhere on the site that names them, per the conditions of the grant. This is a gate whose contents cannot be read in advance rather than a page that is merely awkward to find: run ICSSR's own site search for empanelled and the only hit returned is the guidelines clause invoking the list, and the Research Survey and Publication section index advertises the division's three grants and no register of publishers. Which houses are on it is a question the division has to be asked.
