About PM-USP-CSSS

The gate for this scholarship is not your college and not an entrance rank. It is the merit list your Class 12 board hands to the National Scholarship Portal, which carries only candidates above the 80th percentile of successful candidates in their own stream from their own Board of Examination, as the scheme guidelines define eligibility. The scheme's 2025-26 FAQs put the consequence plainly: students not covered in that list cannot avail the benefit, whatever their marks look like in isolation.

The Department of Higher Education has run the scheme since 2008 as a merit-cum-means award, per those same FAQs, and its size is capped rather than open-ended. A maximum of 82,000 fresh scholarships are awarded each year for graduate and postgraduate degrees in colleges and universities and for professional courses such as medicine and engineering, with 50% of the slots earmarked for girls, per the guidelines.

Those slots are not a single national queue. The guidelines divide them among the State Education Boards by each state's population in the 18-25 age group, after separating the CBSE and ICSE shares on the basis of how many students each board passes out, then split a board's allotment across Humanities, Science and Commerce in a ratio of 3:3:1. Of the slots earmarked for the union territories of Jammu & Kashmir and Ladakh, 3% go to students from Ladakh.

What that machinery delivers on the ground is visible in the state-level numbers the government tables in Parliament. In Bihar the scheme paid 14,502 fresh and renewal scholarships in FY 2022-23 and 55,255 in FY 2024-25, and OBC students took 33,343 of that later figure, per the annexure to a Lok Sabha answer of 18/03/2026. The annexure counts fresh and renewal awards together and does not split them, and the renewal part of any such total exists only because beneficiaries went back and filed again the next year.

The scheme document carries no calendar. It leaves the opening and closing timelines to the National Scholarship Portal, which publishes them per cycle, and that is the only place a date is authoritative.

A fresh applicant's window follows a different trigger and is announced separately, because a fresh claim depends on the top 20th percentile list a board hands over. For the previous cycle the FAQs recorded the application process going live on 2 June, 2025, so the dates above bind a second-year or later beneficiary and say nothing about a first-year one.

Who can apply

Eligibility criteria

The percentile test is relative, not a mark you can aim at. It is computed on successful candidates in your stream in your own board, so the score that clears it in one board and stream can miss in another, and no fixed percentage exists to target. The board itself supplies the qualifying list to the portal, which is why the FAQs limit fresh applications to students who completed Class 12 in the last academic year, sit in the top 20th percentile list of their board, and have taken admission in the first year of a regular graduation course.

The means test is a gross parental or family income ceiling of Rs 4.5 lakh a year, and the guidelines require an income certificate only from fresh applicants, not at every renewal.

Where you study is checked twice. The course has to be a regular degree course at an institution recognised by the All India Council for Technical Education and the regulator concerned, per the guidelines, and the institution has to be pinned down by its AISHE code rather than by its name: the FAQs warn that where institution names match, the code is what tells them apart, and an institution picked wrongly before final submit cannot be corrected later. A private college is not excluded on principle: the same FAQs allow it as long as a regulatory body such as AICTE or UGC recognises it and it appears on the AISHE portal.

Aadhaar seeding belongs on this list even though it reads like a payment detail. The scholarship moves only into a bank account held in the student's own name with Aadhaar seeded against it, so a student with an unseeded account is eligible on paper and unpayable in practice.

Who cannot apply

Exclusions

The record below carries the two exclusions the scheme states outright. Two further bars appear only in the guidelines and the FAQs, and a third rule fixes the deadline for stepping out of this scheme in favour of another; none of them turns on marks.

A drop year is fatal to a fresh claim. The 2025-26 FAQs state that students who took a drop after Class 12 are not eligible, which rules out anyone who spent a year on entrance coaching before joining a degree.

Holding another award is not something a student can carry quietly alongside this one. The FAQs direct a student who wants a different scheme's benefit to withdraw from this one first, and the withdrawal option closes once the State Nodal Agency has finally verified the application.

Conduct can end an award that has already started. The guidelines provide that complaints of indisciplined or criminal behaviour, including complaints of ragging, lead to forfeiture of the scholarship.

  • Students who are pursuing correspondence or distance mode or pursuing Diploma courses are not eligible.
  • Students who are already availing the benefit from any other scholarship schemes including State-run scholarship schemes/ fee waiver & reimbursement schemes are not eligible.

Continuation

Renewal conditions

Renewal is an application, not a rollover. A student stays eligible for a total duration not exceeding 5 years, renewable year to year up to postgraduate level, and each renewal turns on at least 50% marks in the annual examination and attendance of at least 75%, per the FAQs. The renewal application goes on the same portal, in the renewal category, with the previous year's mark sheet, and it still has to clear institute and state verification before the portal closes.

Missing a year is survivable; recovering that year is not. The guidelines say students are not permanently debarred for a delay in renewal or verification, and a student who missed renewal in one academic year may apply in the next. Renewal for the year that was missed is simply gone once its cut-off date passes.

Two mechanical errors have nothing to do with marks and still stop a renewal. If the course duration selected at the first application does not match the actual course, the renewal form errors out, so the FAQs tell students to confirm the correct course with their Institute Nodal Officer before submitting. And a student changing college mid-course has to approach the State Nodal Agency at least 2 weeks before the portal closes with previous and present college ID cards, institution names, AISHE codes and course details; requests arriving in the final 7 days are not entertained.

Technical degrees are the exception worth reading twice. The guidelines cap B.Tech and B.Engg students at graduation level, which means Rs 12,000 a year for the first three years and Rs 20,000 in the fourth, and no continuation into a postgraduate year under this scheme. Across every route, support cannot run beyond 5 years in total, per the FAQs.

Older notices quote a smaller figure and are not wrong, only closed. The guidelines record a rate of Rs 10,000 a year for the first three years in respect of the 2021-22 academic year, with the current slabs applying from financial year 2022-23.

  • ₹12,000/-per annum at the Graduation level for the first three years of College and University courses.
  • ₹20,000 per annum at the Post-graduation level.
  • ₹20,000/-per annum in the 4th and 5th year to the Students pursuing professional courses, in case, where the duration of the course is five (5) years/Integrated course.
  • Students pursuing technical courses such as B.Tech, B.Engg. will get scholarship up to graduation level only i.e. ₹12,000 p.a. for 1st, 2nd, and 3rd year and ₹20,000 in the 4th year.
  • The scholarship will be disbursed directly into the Aadhar seeded bank accounts of the beneficiaries through Direct Benefit Transfer (DBT).

What to prepare

Documents required

The scheme record below lists what is uploaded. What it does not say is that the heavier part of the verification never touches those uploads: the guidelines route checks on credentials such as caste and educational qualifications through the DigiLocker facility, so the copy that decides the matter is the one the issuing authority has already digitised.

One detail decides whether the upload screen is reached at all. The FAQs warn that the student's name, father's name and roll number must match the mark sheet exactly, because a mismatch between the mark sheet and Aadhaar keeps the scheme from becoming visible on the portal; the Ministry's own example is a mark sheet reading Shri Mahendra Pratap Singh against an Aadhaar reading M.P. Singh. Where the two disagree, the fix is to correct the Aadhaar record, not the application.

Nothing is posted anywhere. The institute may ask for physical copies at verification, but the FAQs confirm that neither the student nor the institute sends a physical form to the State Nodal Officer or the Ministry.

The following documents need to be uploaded on the Portal at the time of application:
a. FRESH: 12th Mark Sheet, Family Income Certificate, Category/ caste Certification for reserved category students, Disability Certificate (if applicable)
b. RENEWAL: Previous Year Mark Sheet
The copy of above-mentioned documents must be provided to the institutes at the time of verification, if sought for by the Institute Nodal Officer (INO).

Step by step

How to apply

Registration comes before the application. The FAQs require a One Time Registration number first, created with an active mobile number, an Aadhaar number or Aadhaar Enrolment ID, and a mobile number linked to Aadhaar, completed through e-KYC. The OTR number is generated once and stays valid through the student's academic career, and a forgotten one is recovered through the Forgot OTR Number option using the Aadhaar used at e-KYC.

The application itself runs inside that login. Sign in with the Aadhaar or OTR number, generate an Application ID by selecting the domicile state and the Post-Matric option, fill in the general, category and academic details, select PM-USP Central Sector Scheme of Scholarship for College and University Students from the scheme list, upload the mandatory documents and submit. The form can be filled across several sittings and edited until Confirm and Submit is clicked, after which it can be corrected only if a verifier marks it defective, per the FAQs. There is no application fee.

Verification then runs at two levels and both have to finish. The guidelines put the institute where the student studies first and the State Higher Education Department or the nominated State Nodal Agency second, for fresh and renewal applicants alike, and applications sent directly to the Ministry of Education are not accepted. An application left unverified by either level is treated as invalid, so a submitted form is not a finished one.

A minor may apply on a parent's Aadhaar and must submit their own on turning 18. A student without an Aadhaar number may apply on the Enrolment ID and update it later, because Aadhaar is mandatory for the final disbursal.

Tracking a CSSS Application on NSP and the Money on PFMS

Two separate systems hold the two answers, and they are not the same screen. For the application itself the FAQs route a student through Student Login with an Aadhaar or OTR number, then My Application, where Check Your Status sits against the Application ID. The status word is the whole message. Defective means errors you can correct and resubmit; rejected means the application is permanently disqualified for failing eligibility or carrying incorrect data.

Payment status lives somewhere else entirely. The guidelines send students to the Know Your Payment template on the Public Financial Management System portal, which accepts an Aadhaar number, a bank account number or the NSP Application ID as the search key. A selection shown on the portal and a credit shown on PFMS are separate facts, and only the second one is money.

How winners are picked

Selection process

Eligibility puts an applicant in the pool; the merit list decides the award. The FAQs describe a list drawn from the eligible applicants within each State Education Board's allocated slots and balanced on three axes at once: gender at 50 boys to 50 girls, stream at 3 Science to 1 Commerce to 3 Humanities, and category under the Central Reservation Policy at 15% for SC, 7.5% for ST and 27% for OBC, with 5% horizontal reservation for students with benchmark disabilities of 40% or more.

Unfilled slots move rather than lapse. With effect from academic year 2022-23 the guidelines make the slots interoperable across categories, gender and state quota where applications fall short, subject to the overall ceiling and to the Ministry of Finance and NITI Aayog rules on SC and ST fund allocation. The selection list is generated and displayed on the portal, so there is no separate result to be sent to a student.

Fine print

Terms & conditions

The award is exclusive by design. A beneficiary cannot draw another scholarship or fee reimbursement for the same period, and the FAQs put the onus on the student to withdraw from this scheme before final verification by the State Nodal Agency if they intend to take the other one.

The renewal conditions are continuing obligations rather than one-time tests. Each year's payment turns on the marks and attendance thresholds in the guidelines, and a disciplinary or ragging complaint can forfeit an award already in payment.

The channel rules are narrow enough to be worth memorising. The FAQs state that NIC and the Ministry of Education send nothing other than email and SMS, that no change of email ID or mobile number is entertained during the process, and that any change to demographic details has to go through the OTR login with e-KYC and face authentication again. Read alongside the rule that applying costs nothing, that leaves no legitimate role for a paid intermediary offering to process a PM-USP CSSS application.
