About KKJBY

A khadi weaver's household that searches this name is usually after one thing: the Rs 300 a quarter the group insurance paid, with no form and no extra premium, for a child in the 9th to 12th standard. The money was real. The Ministry of Micro, Small and Medium Enterprises reported 6,639 scholarship claims worth Rs 103.90 lakh settled in 2013-14 against 2,84,056 covered artisans (Lok Sabha reply, 8 December 2014). That reply still used the Janashree name, though the Ministry of Finance had already recorded the scheme's closure nearly two years earlier, and the cover that absorbed it was folded into two other insurance schemes four years after that. Both closures sit on the parliamentary record; neither has been written into the scheme listings that still rank for this name.

The scheme was a group insurance policy bought for khadi spinners and weavers, and the school money rode on it as a free add-on for their children. The Khadi and Village Industries Commission formulated it with the Life Insurance Corporation of India, and the Ministry of Finance told the Lok Sabha it was launched on 15th August, 2003. MSME's scheme document describes the education money as a "free add-on benefit" of Rs.300 per quarter for children of a Khadi Karigar studying in the 9th to 12th standard.

Two closures sit between that launch and today, and only the first is widely repeated. The Ministry of Finance told the Rajya Sabha in July 2015 that Janashree Bima Yojana had been merged into Aam Aadmi Bima Yojana with effect from 01.01.2013 and had ceased to exist from that date, with the revised AABY covering 47 vocational groups including handloom and khadi weavers. The second closure is on a different ministry's record: the Ministry of Labour and Employment told the Lok Sabha in July 2023 that Aam Aadmi Bima Yojana "was converged with Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) with effect from 01-06-2017", that a token allocation of Rs 10 lakh was made for Bima Yojana in 2022-23, and that the Budget before that answer carried no allocation for it at all.

The naming is where a search goes wrong. MSME's own document calls it Khadi Karigar Janshree Bima Yojana, the national scheme record is filed as Janshree Bima Yojana for Khadi Artisans, and after January 2013 the ministry's replies describe the identical cover as Aam Aadmi Bima Yojana, "earlier known as Khadi Karigar 'Janashree Bima Yojana'". Three labels, one policy for a khadi household.

The two ministries were also counting the same people under those different labels. MSME's December 2014 reply put 2,84,056 artisans under the Janashree heading for 2013-14; the Ministry of Finance's coverage annex, tabled seven months later, put 284056 handloom and khadi weavers under AABY for the policy year 15.08.2013 to 14.08.2014. The same MSME table runs 2,74,276 for 2011-12 and 2,80,743 for 2012-13. The wind-down was not clean at the delivery end either: the Development Monitoring and Evaluation Office's output framework for 2019-20 still carried a target of 2,45,080 artisans to be covered, under a line item it labels "Janshree Bima Yojana now Aam Aadmi Bima Yojana".

The scheme record carries the 2003 start and stops there; both closure dates above come from the ministries that made them, not from any entry on a scheme portal. No application window was ever announced to families in the first place, because the date that governed a household was the policy year its khadi institution renewed.

Who can apply

Eligibility criteria

The artisan qualified and the child inherited the benefit from that membership, so the tests that decided a family's case were tests on the parent. Two of them sit outside the scheme record. MSME's document says the Khadi Karigar should have been below, or marginally above the poverty line, which is the only income test the ministry ever published for this cover. The second is affiliation: the Ministry of Finance described the covered population as self-employed khadi weavers associated with khadi institutions affiliated to KVIC or to a State and UT Khadi and Village Industries Board, aged between 18 and 59.

On the child's side the qualifying fact was the class, never the marks. Two children of a khadi artisan studying in standard IX to XII, including Industrial Training Institutes, were eligible for the scholarship, and the ITI half of that sentence appears in the ministry's replies rather than in the scheme record. The minimum-membership condition was a rule about the khadi institution and not about the household: a weaver working alone could not buy into a group policy, which is why enrolment always ran through the institution holding the master policy.

Who cannot apply

Exclusions

Medical treatment was the exclusion families most often assumed away. Answering the Rajya Sabha in July 2015, the Ministry of Finance said the merged scheme did not overlap with any government health insurance scheme because it is not a health insurance scheme, which put hospital stays, treatment costs and maternity expenses outside it altogether.

Past that, neither the scheme document nor the parliamentary replies published a separate exclusion list, so the real bars were the eligibility rules read backwards. An artisan outside the 18 to 59 band was never on the policy. Beyond a second child the add-on simply did not extend, whatever class the third was in. And a spinner or weaver working outside a khadi institution had no route in, since the policy belonged to the institution rather than to the person.

Renewal conditions

Renewal ran on the insurer's calendar rather than the school's, and it was the khadi institution's act, not the family's. The Ministry of Finance's coverage annex lists the policy years as 15.08.2011 to 14.08.2012 and each year after it on the same 15 August to 14 August cycle, so whether a household stayed covered turned on the institution paying the group premium and carrying the artisan's name into the next policy year.

The education half renewed with the schooling and never with a form. Under AABY the amount was Rs 100 per month per child, paid on a half-yearly basis to a maximum of two children per member studying in the 9th to 12th standard, and no annual re-application for it was published anywhere in the scheme's documents. In practice a payment stopped when the parent's membership lapsed, or when the child left Class 12.

The right-hand column is the one the government used whenever it was answering a question. The Ministry of Finance gave those figures for khadi artisans in December 2011, before the merger; MSME gave all four in December 2014; the Ministry of Finance published the same four as AABY's standard cover in August 2015; and MSME repeated them for khadi artisans in December 2017. The lower column survives only on MSME's scheme description page and in the national scheme record built from it. Neither column is claimable now, and no khadi institution can put a household back onto a policy that closed.

The scholarship figure, unlike the compensation figures, never moved. MSME described it as an add-on benefit without any additional premium for up to two school-going children of an insured artisan, and the ministry files it under a name of its own, Shiksha Sahayog Yojana, in both the December 2017 reply and the output framework that followed.

What to prepare

Documents required

The paperwork split by which half of the benefit was being claimed. For the insurance claim MSME's document is short and exact: the nominee of the deceased khadi artisan submitted the original death certificate to the Pension Group Schemes Department of LIC of India through the khadi institution under which the artisan was a member. Nothing travelled from a family to an insurance office directly.

For the scholarship there was no separate document list at all; the child's class and school rode on the member list the institution certified. Payment failed or landed on the strength of one thing outside that list: where the artisan banked. KVIC had directed all khadi institutions to pay artisan wages into Aadhaar Seeded bank account of artisans and was releasing artisan incentives through a DBT portal into those same accounts, so an unseeded account could hold up a sanctioned payment. Anyone reopening an old claim is asked for that account before anything else.

Step by step

How to apply

Nothing can be filed under this scheme name, and the ministries' own answers are the reason. Janashree Bima Yojana ceased to exist on 01.01.2013, and the Aam Aadmi Bima Yojana that carried the khadi cover after it was converged with PMJJBY and PMSBY from 01-06-2017. A family reaching this page for an open window is reading a record that outlived its scheme.

While the cover ran, enrolment worked backwards from an ordinary scholarship. The khadi institution put its artisans on the group policy and the child's entitlement travelled with the parent's membership, so a household never applied for the education money at all. The route was offline end to end, and no portal was ever named for it. When a claim arose, the nominee handed the original death certificate to the khadi institution and the institution forwarded it to LIC's Pension Group Schemes Department, which settled the amount.

Checking on a payment never involved a status page. A member of a group policy holds no individual policy number to search on, and no tracker was published for this scheme. What KVIC did put in place, MSME told the Lok Sabha in December 2014, were Nodal Officers in its state and divisional offices to monitor implementation and ensure receipt of benefits by eligible artisans, alongside awareness camps for artisans and institutions. For a household still chasing something unsettled from the years the policy ran, that chain is what remains: the khadi institution that certified the member list, then the KVIC state or divisional nodal officer, with the artisan's Aadhaar seeded account statement as the evidence of whether anything landed.

Where MSME pointed khadi artisans afterwards is also on the record. In the same December 2017 reply, the ministry said that it and KVIC had advised all khadi institutions to cover their artisans suitably under the Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Atal Pension Yojana (APY). Neither is described there as carrying an education benefit.

How winners are picked

Selection process

Nothing about this money was competitive. Entitlement followed from two facts the khadi institution already held on paper: that the parent's name sat on the current group policy, and that the child was in one of the four classes the scheme named. MSME's document treats the scholarship as an automatic add-on to the insurance, so no application was ranked against another and no cut-off existed to miss. Where a family had three or more children inside Classes 9 to 12, the ceiling of two per family was the only rationing the scheme published, and it left the choice between them unstated.

Terms & conditions

The premium was Rs 100 a year and the artisan paid an eighth of it. The Ministry of Finance published the break-up as Rs 12.50 from the artisan, Rs 25 from the khadi institution, Rs 12.50 from KVIC and Rs 50 from the Social Security Fund administered by LIC. MSME put the same Rs 100 total on the record in December 2014 and restated the four shares as percentages in December 2017. The education benefit was carried inside that Rs 100 and added nothing to it.

Two ceilings bounded the scholarship in place of an income test on the child: two children per family, and the 9th to 12th standard including ITIs. Nothing in the ministry's documents made the payment conditional on marks, attendance or a renewal declaration.

The closing terms are the ones that decide anything today. MSME's most recent public listings of what KVIC provides khadi artisans, in July 2024 and again in February 2026, name market development assistance, the Interest Subsidy Eligibility Certificate at 4% per annum, worksheds and infrastructural assistance for weak khadi institutions. No insurance and no education component appears in either list.

No helpline or scheme email was ever published for this yojana, so the contact chain was the delivery chain, and for an unsettled old claim it still is. The khadi institution that enrolled the artisan holds the only member list a claim can be proved against. Settlement sat with LIC's Pension Group Schemes Department, reached through that institution rather than approached directly by a family. KVIC's state and divisional offices hold the nodal officers appointed to monitor the scheme, and they are the escalation when an institution does not answer.
