About EF
Most research funding in India is rationed by how young the applicant is. This one is rationed by what a teacher published before retiring, and by a signature the host department has to be willing to give. The University Grants Commission keeps it open to superannuated teachers with a defined project still to finish, and the clock stops at the age of 70 or two years from the start of the project, whichever is earlier, as the Department of Science and Technology's ISTI scheme record states.
The award suits a retired teacher who still has a defined project and a department willing to host it. It is not a pension supplement and not a re-employment route: the fellow works inside a host institution but holds no post there, and the guidelines bar any other position or gainful employment at the time of joining. School teachers fall outside it, because the target group named in the guidelines is superannuated teachers of recognised universities, colleges and institutions.
Where the work sits matters as much as who does it. The host has to be an institution UGC already funds, and the guidelines settle that by enumeration rather than by judgement, so the first question to put to a prospective department is which of those recognitions its parent institution actually holds. The document calls the host "the proposed research centre" rather than the applicant's last employer, so someone who retired from a college outside those categories is not shut out; what has to be arranged is a department inside them willing to sign the undertaking.
Two things about the paperwork are worth knowing before a week goes into a proposal. The scheme document UGC publishes is still the XII Plan version covering 2012 to 2017, so the terms on this page are that document's terms rather than a freshly notified rate. And payment runs on Direct Benefit Transfer: the Department of Higher Education lists this fellowship among its DBT schemes on the DBT Bharat scheme directory, with the online application route pointed at UGC's own site rather than the National Scholarship Portal.

Important dates
UGC does not publish a standing calendar for this scheme. The ISTI record describes the cycle plainly as notified once a year, so the advertisement is the date that matters and there is no fixed month to plan around, per the ISTI scheme record. What is dated is everything after the award.

Who can apply
Eligibility criteria
Eligibility rests on the quality of research and published work contributed across a service career, and the guidelines attach no condition to the pay scale or the position held at retirement. A teacher who published steadily from a state college is judged on the same test as a professor from a central university.
The arithmetic that trips applicants is the tenure, not the entry bar. Work under the scheme runs up to the age of 70 or for two years from the start of the project, whichever is earlier, per the ISTI scheme record, so the runway shortens with every year past retirement and an applicant close to 70 is really sizing a one-year piece of work. That is the reason the guidelines insist on a well defined, time bound action plan: no extension is admissible once the award is made.
At joining the applicant must hold no other post and no paid engagement of any kind. Annexure-II turns that into a written certification by the host institution, which has to state that the fellow is not receiving emoluments from any other source after joining.

Who cannot apply
Exclusions
Beyond the cancellation grounds the Commission lists, the rejections that actually happen are earlier and quieter. An incomplete online application is not considered at all. Where more than one application exists for the same person, only the latest is read, so a corrected form replaces the original instead of sitting beside it. And an undertaking from the proposed research centre missing either the head of department's signature or the registrar's, principal's or director's is an application without its mandatory annexure.
After the award the risk shifts to conduct and progress: ineligibility discovered at any point in the tenure, false information furnished in the application, misconduct, or research the Commission judges to be moving unsatisfactorily. The guidelines also reserve to the Commission the right to withdraw or cancel an award without assigning any reason, which is a wider power than most fellowship documents claim, per the scheme guidelines.
- The award is liable to be cancelled in the following circumstances: The awardee is found ineligible at any stage during the fellowship tenure.
- Submission of false or misleading information.
- Misconduct by the awardee.
- Unsatisfactory progress of the research work.
Continuation
Renewal conditions
There is nothing to renew. Two years is the ceiling and the guidelines call the tenure non-extendable in as many words. What recurs is a permission slip rather than an application: every quarter the fellow, the head of department and the registrar, director or principal sign a continuation certificate on UGC's proforma, and the designated bank branch pays the following quarter against it. Skip a signature round and the money simply does not appear, per the scheme guidelines.
The end of the tenure carries a catch of its own. UGC keeps the closing instalments back until the completed research work, together with the paper published by the end of the tenure, has been deposited in the INFLIBNET repository, and the Emeritus Fellowship Completion Certificate is issued off that deposit rather than off the calendar.
What you get
Award & benefits
The honorarium is a flat monthly figure with nothing behind it: no pay scale, no increment, no service benefit, no relation to what the fellow was drawing before superannuation. UGC prints the rate in the scheme guidelines together with the annual ceiling on the contingency grant, and the honorarium carries a footnote recording that the printed rate is itself a revision of an earlier one.
The contingency grant is spending money with a paper trail rather than a second honorarium. It is non-lapsable, the heads it may be spent under are fixed in advance, running from secretarial assistance and project travel inside the country through to books, journals and equipment, and anything durable bought from it becomes the property of the host university, college or institute. A fellow who plans to buy an instrument is therefore asking a department to take an asset onto its books, which is a conversation for before the undertaking is signed rather than after.
The fellow also keeps the medical facilities and other privileges available to university faculty, with housing explicitly excluded. One foreign visit a year is allowed for the approved research work, but it needs a no-objection from the host institution and from UGC before anything is booked, and the guidelines attach no financial liability to UGC for it, so the airfare comes from somewhere else, per the scheme guidelines.
- The following assistance is provided under the scheme: Honorarium of ₹31,000 per month for a period of two years (non-extendable).
- Contingency Grant of ₹50,000 per annum (non-lapsable) for: Secretarial assistance.
- Travel within India related to the research project.
- Stationery and postage.
- Equipment required for research.
- Permission for one foreign visit per year related to the approved research work, subject to prior approval of the host institution and UGC, with no financial liability on UGC.
- Medical facilities and other institutional privileges available to university faculty members, excluding housing facilities.
- The fellowship is awarded for a maximum period of two years or until the fellow attains the age of 70 years, whichever is earlier.
- Fellowship Slots: Total: 200 fellowship slots at any given time
- 100 slots for Science disciplines.
- 100 slots for Humanities, Social Sciences, and Languages.
What to prepare
Documents required
Read the list as a sequence of gates rather than a checklist, because each item unlocks a different stage. At application, the undertaking certificate from the proposed research centre in the Annexure-I form is the one that stops most files: it certifies that physical facilities and space are available in the research department, commits the institution to the scheme's rules, and carries the head of department's signature alongside the registrar's, principal's or director's.
Aadhaar sits underneath everything that follows. UGC uses it as the identifier for releasing the grant, on a Ministry instruction that made Aadhaar mandatory wherever a scholarship or fellowship is paid straight into a beneficiary's account, so a mismatch between the Aadhaar record and the bank account stalls a payment before any certificate is even due.
After selection, the award letter and the joining report in the Annexure-II format are what start the payment. During the tenure the quarterly continuation certificate keeps it moving, and the contingency account statement with the utilisation certificate in the Annexure-IV format accounts for the spending head by head, from books and typing through postage to travel and fieldwork.

How to apply
Applications are invited once a year, online, and the announcement goes out through advertisements in leading newspapers and Employment News with a short notification on the UGC website; the ISTI record describes the funding cycle the same way, as notified once a year, per the ISTI scheme record. Because there is no rolling window, the useful preparation is to keep the action plan and a signed Annexure-I ready and to watch for the advertisement: an undertaking needs two institutional signatures that rarely arrive inside a week.
Fill the form strictly as the online portal instructs. An incomplete application is not considered, and where several applications exist for one applicant it is the latest that is taken, per the guidelines.
Where to Check That a Payment Has Moved
There is no applicant-facing status page for this fellowship, and that catches new fellows out. UGC pays through a designated bank into the awardee's own account, and the awardee has to walk into the designated branch with a copy of the award letter and the joining report on the prescribed proforma; the list of designated branches sits on the UGC portal. After that first visit the branch pays each quarter against the continuation certificate, so a payment that has not landed is usually a certificate still sitting in a department office.
Cases not yet migrated to DBT run on a separate web portal, which UGC lists among the quick links on its own website as the fellowship and scholarship portal for legacy cases. There the university, college or institution logs in under its own profile, submits the master data of its eligible beneficiaries and updates it every month, and an account clears PFMS validation before a beneficiary ID exists at all. On either route it is the institution that holds the lever, which is why the registrar's office is the first door to knock on.

How winners are picked
Selection process
An Expert Committee constituted by the Commission for the purpose recommends who is awarded. The guidelines publish no interview stage, no written test and no marks scheme beyond that committee's reading of the proposal and the applicant's published record. Because the slots are divided evenly between the sciences on one side and humanities, social sciences and languages on the other, an application competes inside its own half rather than against the whole field.
Once selected, the award is effective from 1 April of the selection year or from the date the fellow actually joins the university, college or institute, whichever is later, so joining late costs tenure instead of shifting the finish line, per the scheme guidelines.

Terms & conditions
Every category of leave is approved at the level of the university, institution or college rather than by UGC, so the host's own rules govern absence. Expenditure under the fellowship is accounted for audit by the university department concerned like any other departmental expenditure, which is why the contingency statement has to line up with the heads it was sanctioned under.
Two mid-tenure changes are provided for, and both are single documented events rather than informal arrangements. The research place may be moved once in the entire tenure, and the move is made by the host university, college or institute under intimation to UGC and the designated agency, not by the fellow. A resignation travels the same institutional route, and the grant is released only up to the date the fellow tenders it, per the scheme guidelines.
