About FAEWBCILWPPM

The Ministry of Labour and Employment pays between Rs 1,000 and Rs 25,000 per student per annum to children of beedi rollers, cine workers, and workers in iron ore, manganese ore, chrome ore, limestone, dolomite and mica mines, a figure the ministry itself confirmed in a Lok Sabha reply of 1 August 2022. The money is not a merit prize. It is labour welfare, keyed to a parent's occupation, and it reaches real scale: in 2021-22 the Kolkata region of the Labour Welfare Organisation alone recorded 1,74,951 beneficiaries and Rs 24.93 crore disbursed, the largest of any region in that reply.

This scheme exists because five specific workforces, beedi rolling, cine work, and the IOMC, LSDM and mica mines, sit under the labour welfare schemes the Ministry of Labour and Employment runs for those occupations, and a child's schooling is one of the things those schemes pay for. Eligibility follows the parent's job, not the family's caste category or the student's marks, which separates it from most scholarships a searcher will meet on the National Scholarship Portal.

It runs as two entries on NSP, one pre-matric and one post-matric, both listed by the ministry as welfare-based schemes on the portal's scheme list.

The Directorate General of Labour Welfare (DGLW) administers it through regional Welfare Commissioners, and the Lok Sabha reply shows where the applicant base sits: in 2021-22 the Bengaluru region counted 17,512 beneficiaries, Chennai 17,591 and Hyderabad 21,006, against Kolkata's 1,74,951, a spread that tracks where beedi work is concentrated rather than where colleges are.

The current rates took effect from AY 2022-23, when the ministry enhanced the older slabs, per the same reply.

Important dates

The scheme has no fixed statutory deadline. The National Scholarship Portal publishes the window each academic year, and the two arms close on different dates. For AY 2026-27, as published on the portal's scheme list:

The asymmetry to plan around: the current cycle opened in June and gives pre-matric applicants a month less than post-matric ones, so a school student's family has the tighter clock. The verification stages after the student deadline are for institutions and officers, not applicants, but they explain why money does not move the week an application closes.

Who can apply

Eligibility criteria

Three tests decide the application, and each trips people in a different way.

The occupation test asks whether either parent has worked at least six months as a beedi, cine, IOMC, LSDM or mica worker. Contract and Gharkhata (home-based) workers count, per the ministry's FAQ for the scheme on NSP, and that clause is the one that matters for beedi families, where the rolling is often done at home rather than inside a factory.

The income test is where the scheme's own documents diverge, and a family close to any line should know both versions. The revised scheme guidelines hosted on NSP replace the old occupation-wise caps with a single family income ceiling, one monthly figure common to every covered worker category, so read that document for the number that now governs. The ministry's FAQ still carries the older occupation-specific caps: Rs 10,000 a month from all sources for a beedi worker's family; Rs 8,000 a month for a cine worker, or Rs 1,00,000 when paid as a lump sum or in instalments; and for mine workers no wage ceiling at all on manual, unskilled, highly skilled and clerical work, with only supervisory and managerial staff capped at Rs 10,000 a month. Under those older caps a mine electrician's child is not disqualified by a good salary while a mine supervisor's child can be; a family the two versions treat differently should put the question to their regional Welfare Commissioner before ruling themselves out.

The academic test wants the last qualifying examination passed in the first attempt, with promotion to the next class also accepted, and regular admission in a government or government-recognised institution. The scheme guidelines add a fourth condition in writing: an active mobile number, a valid Aadhaar (or an enrolment ID, with a guardian's Aadhaar for a minor), the mobile linked to it, and a bank account seeded with NPCI, because that is the account the money will chase.

Who cannot apply

Exclusions

The bars that actually catch applicants are about the shape of the study, not the paperwork. A second qualification at the same stage is out: a B.Com after a B.A., or one M.A. after another, draws nothing. So does switching professional lines after finishing one; the scheme guidelines put it in current terms, an LLB or an MBA after a B.Tech, or an MBBS after an LLB. Correspondence and distance students are excluded outright, whatever the institution's status.

The scheme guidelines also close the repeat-year door: assistance for any class is paid once, and a student who repeats that class does not draw it a second time.

One exclusion has softened. The bar on holding another scholarship no longer blocks every combination: per the ministry's NSP FAQ, from AY 2026-27 a student may hold one merit-based award alongside this welfare-based one, subject to each scheme's own rules. Money already paid to a student later found ineligible is recovered, from the scholar or the parents.

  • The scholarship sanctioned is liable to be canceled on the following occasions -
  • If the scholar is found to have obtained a scholarship by false statements.
  • If the scholarship discontinues his/her studies, the scholarship shall be stopped from the date of such discontinuance.
  • If the scholar changes the subject of the course of study for which the scholarship was originally awarded or changes the Institution of Study without the prior approval of the Welfare Commissioner.
  • If the scholar fails to make satisfactory progress in the studies or is irregular in attendance or is guilty of misconduct during the academic year for which the scholarship has been granted.
  • If the parent(s) of the scholar ceases to be a Beedi/Mine/Cine worker.
  • The following category of students is not eligible for the award of scholarships under the scheme -
  • Students who, after passing one stage of education, are studying in the same stage of education in a different subject. e.g. B.Sc. after B.Com. or B.Com. after B.A. or M.A. in one subject after M.A. in another subject.
  • Students who after having completed their educational career in one professional line, continue education in a different professional line, e.g. L.L.B. after B.T. or B.Ed.
  • The Scholars pursuing studies through Correspondence are not eligible.
  • Students who receive scholarships or stipends from any other source will not be granted under this Scheme.
  • NOTE: If the scholar is found to have committed any one or more of the above after the scholarship amount has actually been paid to him/her, the amount shall be recovered forthwith from him/her or his/her parents.

Continuation

Renewal conditions

There is no separate renewal rate and no automatic rollover; a continuing student applies again each academic year, inside that year's NSP window, at the slab for the new class. The portal does carry a specific mechanism for continuing students, the Link Renewal Application option, and the ministry's FAQ sets its three conditions: the name, gender and date of birth must match the previous year's application, and no active fresh application may exist under the same One-Time Registration. A student who passes into the next class in the first attempt, or is promoted, stays eligible to apply again at the new class's rate.

The jump at the top row is deliberate: professional courses, the degrees entered through examinations such as JEE, NEET, CAT and CLAT, carry more than four times the rate paid for a plain degree, UG or PG alike, and the guidelines leave the classification of what counts as professional exclusively to the DGLW.

Payment runs through Direct Benefit Transfer over the Aadhaar Payment Bridge. The application form takes no bank account details at all; the money lands in whichever account the student's Aadhaar is seeded to, which is why the FAQ insists the Aadhaar be linked to exactly one account for DBT.

What to prepare

Documents required

Two documents do the deciding, per the ministry's FAQ: the worker parent's identity card, which for mine workers means the Form B register number, and an income certificate from the revenue authority of the district or tehsil. The rest of the upload set, photograph, the previous year's marksheet, the bank passbook's front page, supports what those two establish. The worker's identity card is the harder of the two to fix late: it documents the parent's employment, not the student's studies, so no school office can produce it, and it is worth chasing before the portal opens rather than in the closing week.

Step by step

How to apply

Applications are online only, through the National Scholarship Portal. The sequence is the portal's standard one: complete One-Time Registration (OTR) first, which runs eKYC against Aadhaar and issues the OTR ID used for every later login, then log in, choose the ministry's pre-matric or post-matric entry as it applies, fill the form, upload the documents and submit inside the window. The institution then verifies the application on the portal, and the district, state and ministry nodal officers verify after that, each stage with its own closing date listed on the scheme list.

Two portal rules are worth knowing before submitting. The domicile state cannot be changed afterwards; the FAQ's only remedy is withdrawing the application entirely and reapplying with Apply Fresh. And withdrawal itself closes once a nodal officer has approved the application or a payment has gone out.

Tracking has two separate doors, because the application and the money move through different systems. Application progress shows under Application Status after login on NSP, stage by verification stage. Once sanctioned, the payment itself is traced on PFMS through Know Your Payment, the link NSP's own menu points to as Track Your Payment. A student whose status is approved but unpaid should check Aadhaar seeding before raising a grievance at the NSP grievance portal, since a mis-seeded account is the usual gap between the two systems.

How winners are picked

Selection process

No merit list is published and no cut-off applies; the ministry classifies both entries as welfare-based on the portal's scheme list, so every applicant who survives the verification chain, institute first, then the defective-application check, then the district, state and ministry nodal officers, is in line for the fixed class-wise amount. The guidelines add the one condition applicants cannot see or influence: disbursal is subject to budgetary provisions and the approval of the ministry's competent authority.

Fine print

Terms & conditions

The sanction is conditional for its whole life, not just at approval. It can be cancelled for a false statement in the application, for discontinuing studies, for changing the course or the institution without the Welfare Commissioner's prior approval, for unsatisfactory progress, irregular attendance or misconduct, and, distinctively for this scheme, if the parent ceases to be an eligible worker, since the entitlement rides on the occupation. Where any of this surfaces after the money has been paid, recovery follows, from the scholar or the parents. The course-change rule deserves respect in practice: a student switching colleges mid-award needs the Welfare Commissioner's approval first, not a regularisation afterwards.
