About ELS

The Education Loan Scheme is credit, not a grant, and the corporation that funds it will not take your application. NSFDC works through a channel finance system, and its own eligibility page states plainly that direct contact or correspondence from applicants and beneficiaries is not entertained under any circumstances (NSFDC eligibility requirements). Everything a Scheduled Caste student does under this scheme goes through a State Channelising Agency or another authorised channel partner, and that single fact decides where the paperwork starts, who verifies it, and who you chase when it stalls.

For loans sanctioned after 01.04.2025, NSFDC runs one Educational Loan Scheme slab for study in India and study abroad alike: up to Rs 40.00 lakh, or 90% of course fee, whichever is less, charged at 2.5% a year to the channelising agency and 6.5% a year to the student, and treated as one time assistance rather than an annual entitlement (PM-SURAJ FAQ, NSFDC). The corporation itself is a Section-8 not-for-profit company under the Ministry of Social Justice and Empowerment, incorporated on 08.02.1989, and education lending is one of five credit schemes it runs alongside micro finance, term loans and two smaller products.

That interest rate is the point of the scheme. A student borrowing under it is not buying a bank product with a caste discount bolted on; the concession is the rate itself, fixed by the corporation and passed down through the agency, and the scheme publishes no separate subsidy claim, wallet or redemption step on top of it.

Important dates

NSFDC notifies no application window for the Educational Loan Scheme. Its agencies draw their next tranche of funds against what they have already utilised and repaid, not against an announced season (PM-SURAJ FAQ, NSFDC). So the clock that binds a student here is their own: the admission letter, the institution's fee schedule, and, for study abroad, the passport and visa expiry dates the form asks for. The dates that do move are the scheme's own terms, which changed with the 01.04.2025 slab and again when the income ceiling was revised in January 2026.

Who can apply

Eligibility criteria

The bar is community, income, and the shape of your course. The applicant must belong to the Scheduled Caste community, and annual family income must not exceed Rs 5.00 lakh, a ceiling that applies to rural and urban families alike with effect from January 7, 2026 (NSFDC eligibility requirements). Families sitting between the older ceiling and the current one are the group most likely to rule themselves out on a stale listing, so the revision date is worth checking before anyone decides they earn too much.

The course has to be a regular, full-time professional or technical programme approved by the appropriate authority, at a recognised institution, in India or abroad. NSFDC's application format asks for the course name, its duration, and the college's affiliation or recognition status, and it wants marks or grades recorded for SSLC, 10+2, graduation and post-graduation, plus any entrance examination you qualified (Educational Loan Application Format, NSFDC). No cut-off percentage is published for this scheme, but the academic record is on the file the agency appraises.

The beneficiary (ies) should be from the Scheduled Caste Community.
Individuals, Partnership Firms, and Co-operative Societies can undertake income-generating activities.
The annual family income of each member/applicant should not exceed Rs.3.00 lakh.
Applicants must apply for financial assistance from NSFDC through the concerned State Channelizing Agencies (SCAs)/Channelizing Agencies (CAs).
Annual family income of the applicants should be within Rs.3.00 lakhs (for both rural and urban areas w.e.f. 08.03.2018) under Credit Based Schemes.
There is no income criterion under Skill Development Training Programmes.

Who cannot apply

Exclusions

Two declarations on the application form do more filtering than any stated exclusion. The applicant certifies that no education loan has been granted by any other bank or institute for the same course, and that no scholarship or freeship is available for that course from any government agency or any other source (Educational Loan Application Format, NSFDC). A student already holding a sanctioned bank loan for the same programme, or already covered by a fee waiver, is signing something they cannot honestly sign.

Part-time, correspondence and distance programmes fall outside the scheme by its own wording, which funds full-time professional or technical courses in recognised institutions (PM-SURAJ FAQ, NSFDC). And an application that reaches NSFDC directly rather than through a channel partner goes nowhere, because the corporation does not process one.

  • The educational loan cannot be provided for the completed course.

Continuation

Renewal conditions

There is no renewal form, because the loan is sanctioned once. What continues is reporting. The borrower undertakes to furnish a copy of the mark sheet after every term or semester to the SCA, for onward submission to NSFDC; to keep the agency informed of any change of address; to take the agency's written prior permission before changing the course, the place of study or the institution; and, once employed, to give the agency full particulars of that employment including the income from it (Educational Loan Application Format, NSFDC). Miss the semester mark sheets and the file stops moving well before the next tranche is due.

The ceiling is Rs 40.00 lakh or 90% of course fee, whichever is less, so a slice of every course fee sits outside the loan and has to be financed from somewhere else (PM-SURAJ FAQ, NSFDC). Repayment and moratorium then split by whether money has already gone out the door:

The expense heads the loan is built around are set out in the application format's cost table, year-wise or semester-wise: admission and tuition fee, books, stationery and other instruments the course requires, examination fee, boarding and lodging, the insurance premium for a policy covering the loanee against the loan in the event of death or permanent disability, and travel expenses where the study is abroad (Educational Loan Application Format, NSFDC).

Read older listings of this scheme with that in mind. Directory entries compiled before the current slab still show separate ceilings for study in India and study abroad, at different rates for male and female applicants, and an income bar that predates the January 2026 revision. The figures above are the ones NSFDC publishes for the credit schemes it runs now (PM-SURAJ FAQ, NSFDC) and for the income test its own eligibility page applies (NSFDC eligibility requirements).

  • Maximum Loan Limit: Up to ₹30 lakhs (for studies in India) and upto ₹40 lakhs (for studies abroad) or 90% of course fee, whichever is less. 1. Rate of Interest:
  • For studies in India, upto ₹30 lakhs or 90% of course fee, whichever is less. The rate of interest for male candidates is 6% whereas for female candidates it is 5.5%. The repayment period must be within 10 years for loan upto Rs.10 lakh.
  • For studies abroad, upto ₹40 lakhs, or 90% of course fee, whichever is less. The rate of interest for male candidates is 7% whereas for female candidates it is 6.5%. The repayment period must be within 12 years for loan upto ₹10 lakhs.
  • The Moratorium Period is 6 months after course completion or getting employment, whichever is earlier in both the cases.

What to prepare

Documents required

Beyond the caste certificate, income proof and bank details every channel partner asks for, the application format itself is a document checklist. It carries a passport size photograph, caste and sub-caste, annual family income, permanent and correspondence addresses with PIN code, and, for study abroad, a valid passport number with its expiry date and the visa or permit number with its expiry (Educational Loan Application Format, NSFDC).

It also asks for material students rarely have ready: parents' or guardian's full particulars including workplace address and phone, details of any placement the institute provides, a year-wise or semester-wise break-up of study expenses, and a means-of-finance statement splitting the cost across promoter's contribution, the NSFDC loan, the SCA's share, any subsidy and anything else. The certificate at the end is signed by the applicant and the parent or guardian together.

Step by step

How to apply

Online, the route is the Ministry's PM-SURAJ portal at pmsuraj.dosje.gov.in. You sign up by choosing the Scheduled Castes category and your State or UT corporation, register with a mobile number that doubles as the username and is verified by OTP, then complete the standardised form and upload scanned documents (PM-SURAJ applicant portal).

Offline, the same application goes to the nearest district branch office or head office of the SCA or channelising agency, with the caste certificate, income proof, KYC documents and whatever else that agency's own checklist demands (How to apply, NSFDC). The printed Educational Loan Application Format carries the instruction across its header: it is to be submitted through the State Channelising Agency only.

Tracking Your Application

PM-SURAJ generates a unique Application ID when the proposal is submitted, and NSFDC states that applicants track the status of the proposal through that ID on the portal (How to apply, NSFDC). Keep the ID and the registered mobile number together; the number is the login, so losing access to it costs you the case history as well as the status view. For an offline file, there is no portal thread to watch and the agency's branch office is the only place the status lives.

How winners are picked

Selection process

Verification of eligibility is the sole responsibility of the concerned SCA or channelising agency, and NSFDC reserves the right to re-verify any applicant's eligibility at its own discretion (NSFDC eligibility requirements). So the decision that matters is taken at the agency, on the strength of the caste and income certificates and the academic record, and it can be revisited later by the corporation.

The application format also asks the student to state expected monthly income after the course, anticipated monthly expenses, and the amount that leaves available for repayment, alongside a written account of how finishing the course improves their earning prospects (Educational Loan Application Format, NSFDC). That is a repayment-capacity test, and it is the part of the form applicants most often fill in carelessly.

A sanction is not yet money. Before NSFDC releases funds to an agency it looks at the state guarantee backing it, at cumulative utilisation of funds already disbursed, and at whether any dues are overdue (PM-SURAJ FAQ, NSFDC). An agency behind on any of those three can leave approved students waiting through no fault of their own.

Terms & conditions

Signing the application binds the borrower to a short set of undertakings, and they run for the life of the loan. The borrower will not take part in any unlawful activity that would debar them from pursuing their studies, and will follow the educational institution's rules. The borrower will not enter into a pecuniary obligation or financial liability while the loan is current. The borrower will strive to secure suitable employment after the course. Where part-time employment is taken up, the borrower must produce a certificate from the head of the institution confirming it will not affect their studies (Educational Loan Application Format, NSFDC).
