The Directorate does not run this award to a fixed annual date. A round opens when it issues a notification for one, and both rounds that leave a published trace ran in December.

Two dates matter in each round, not one. The notification covering its own round closed online applications on 4 December 2021 and required the signed printout, with the documents behind it, to reach the Directorate three days later, by 7 December 2021, in the scheme notification. The same two-step pattern held for the later round announced on the portal's notice board, where the printout deadline fell in the second half of December, on the department's scholarship site.

The department's own news and updates list is where the next notification appears first. Its most recent entry is dated "07/03/2025" and belongs to a different award, the Urdu Scholarship, with no CA/CMA/CS round posted there since, in the department's news list.

What decides an application here is the examination you are sitting, not a year of study. The scheme opens to candidates appearing for the intermediate or final examination of the three professional courses, so someone still at the foundation stage is outside it until that stage is cleared and the intermediate registration is done. Permanent residence in Kerala and membership of one of the notified minority religious communities are the other two fixed conditions.

Two conditions sit outside the course itself and are easy to overlook. The bank account has to be in the applicant's own name at a nationalised bank, because the money reaches the applicant directly rather than through an institution. And the mark on the qualifying examination that opened the course, the Plus Two or B.Com or other degree result, sets a floor that financial need does not lower.

Income does two jobs in the same round. It is a ceiling first, the figure the notification names, and an order of preference second: applicants below the poverty line are considered ahead of the rest, and applicants above it, inside that same ceiling, are reached only where BPL applicants do not fill the round. An APL candidate's real chance therefore turns on how many BPL candidates apply in the same year, which is settled only once the round has closed.

The directorate publishes exactly one bar, and it is a strict one: a student who has already received this scholarship in an earlier year is not eligible to apply again. That makes the award a single grant per student rather than a running allowance, and it is why an intermediate candidate funded last year has nothing to gain by applying in the second year of the same course.

No other disqualification is published. What the notification does instead is put the weight on the paperwork. It names each paper and allows an alternative only where it says so, at the proof of study, at the Aadhaar or NPR card and at the community or minority certificate, and it sends the file straight to the Directorate, so a paper missing from the envelope is missing from the claim.

There is no renewal route for this scheme. The previous recipient bar closes it: a candidate still in the same course the following year cannot come back for a second instalment, and the notification sets out no continuation, no annual re-verification and no progress condition, in the department's notification. The fresh-or-renewal choice a student meets on the directorate's portal is there for the department's other scholarships, which do run renewal rounds of their own.

The award is a flat Rs 15,000, as the notification states and as the Rajasthan government's career guidance portal records for the Kerala scheme. There is no slab by course, no separate rate for intermediate and final, and no hostel or maintenance component layered on top of it.

The money is a cash benefit paid into the account the applicant names, which is why the passbook page carrying the name, account number, branch code and branch address is one of the papers the notification specifies down to its contents rather than one it merely asks for.

The document set turns on which examination the applicant is sitting. An intermediate candidate proves the stage cleared and the stage joined; a final candidate proves the same one rung higher. Everything else on the list is identity, residence, community and income.

Three items carry conditions the others do not. The income certificate has to be the original issued by the Village Office, not a photocopy of one. The ration card copy is compulsory for a BPL applicant, because it is the only document on the list that substantiates the claim the preference rule turns on. And the proof of study is the piece peculiar to this scheme: the notification takes an admission card, a tuition fee receipt or an institute identity card as evidence that the candidate is on the course, so the paper the institute already issued is the paper that counts.

The route is online first and physical second, and an application that stops after the online step is not an application at all.

A candidate who has already registered on this portal for another Kerala minority welfare scholarship should not create a second account. The notification tells an existing registrant to sign in with those details and pick this scheme, and the department's help page gives the same instruction to anyone applying for more than one award, in its answers on applying online.

Tracking the application. Two routes exist and they answer different questions. Logging in with the registration ID, date of birth and password shows the status of that one application at any time, and the department names this as the way to check, on the same help page. The Registered Students Status page is the public route: set the status to fresh, pick the year, and choose CA/ICWA CMA /CS Scholarship from the scheme list, and it returns the registered applications for that combination, on the directorate's portal. The Awarded Students List on the same site is where a decided round ends up. Because the credit lands in the applicant's own bank account rather than passing through a college, there is no institution to chase for a payment update.

Selection runs on merit and income together, applied to the applicants who cleared the qualifying mark. The notification names both tests and does not publish how it weighs one against the other, so neither a strong mark nor a low income is on its own the deciding fact. It does add a distribution rule on top of that ranking: the scholarships go to the minority communities in proportion to their population, as the department sets out in the notification.

The practical bar in any given year is not the floor written in the notification. The directorate publishes a cut-off mark percentage for each year and each scheme, this one included, on its own site, on its cut-off page. Looking up the cut-off for the last completed round gives a far more realistic read than the eligibility minimum does.

The notification is short on conditions and clear on the ones it sets. The account must belong to the applicant, not a parent. The printed form is part of the claim rather than a receipt for it, and the Directorate verifies the papers itself instead of delegating that to an institution. A BPL claim stands or falls on the ration card copy. The department's own help page confirms that a registered candidate may apply for more than one of its scholarships, so a claim here does not spend a claim on the others, in its answers on applying online. Beyond those, the notification publishes no service conditions and no bond.

The Directorate of Minority Welfare runs this scheme from the fourth floor of Vikas Bhavan in Thiruvananthapuram, which is also the address the printed application has to reach. The department publishes its full postal address and separate telephone lines for the scholarship section and for the directorate itself, on the contact page of its scholarship site. There is no scheme specific email address or helpline for this scholarship; the scholarship section handles it along with the department's other schemes.
