Biotechnology Career Advancement And Re-orientation (BioCARe) Programme For Women Scientists(BIOCARE)

BioCARe has no standing application season. Calls are advertised on the DBT website as and when a round opens, which is why the myScheme entry carries no permanent opening or closing date.

The current call was advertised on 25 August 2026, and the last date for submission falls 30 days later, on 23 September 2026 (2026-27 call notice).

Window length is the trap. The previous round opened on 30 January 2023 and stayed open until 31 December 2024 (RCB DBT-BioCARe portal), while the 2026-27 call allows 30 days flat. Treat every fresh BioCARe advertisement as urgent instead of assuming the long window of the last cycle.

Employment status decides more BioCARe applications than any other test. The 2026-27 call restricts the fellowship to Indian women residing in India who are unemployed as on the closing date of the application (2026-27 call notice). Women holding temporary research or teaching positions may apply, but a sanctioned candidate has to leave that assignment before joining (BioCARe Guidelines 2024).

The age ceiling is 55 years as on the last date of submission, fixed in the BioCARe Guidelines 2024 and repeated in the 2026-27 call; older government summaries, the ISTI page and the myScheme eligibility note among them, still show the earlier limit of 45 years.

Qualification sorts applicants into the scheme's two categories: Category I takes a completed PhD in life sciences or an allied or interdisciplinary area, or an MD, MDS or M.V.Sc.; Category II takes an M.Tech in biotechnology or an allied area, an M.Pharma or an equivalent degree. The degree must already stand awarded on the last date of submission; an awaited result does not qualify (BioCARe Guidelines 2024).

The mentor and the host institution are part of eligibility, not a later formality. The mentor must be a permanent employee of the host institute with at least five years of service remaining, must not be the applicant's spouse or relative, and must be research active with at least one completed funded project as PI; that single-project bar in the 2024 guidelines replaces the multi-project record older summaries still list (BioCARe Guidelines 2024). The host can be a government-supported university or institute, a private university, or an Indian non-profit institution.

There is no family-income ceiling anywhere in the scheme documents. BioCARe tests employment status, age and qualification, never household income.

The published exclusion list is a single line about PhD registrants, but the guidelines' notes for candidates knock out several profiles that apply anyway. An M.Sc. alone is not a qualifying degree, and neither is any degree still in progress; anyone enrolled in a PhD or other higher studies is out. So is a researcher who has already held funding under a women-specific scheme of DST or any other agency, and anyone unwilling to resign an existing post-doctoral or contractual fellowship before accepting the project (BioCARe Guidelines 2024).

Two ongoing conditions behave like exclusions after selection. The fellow must give 100% of her research time to the BioCARe project, with the host institution corroborating it in annual reports, and if she secures regular employment during the tenure she stops being entitled to the fellowship and must have a Co-PI nominated from her new institute (BioCARe Guidelines 2024).

There is no yearly re-application. One sanction order covers the full three-year tenure, and the money moves as financial-year instalments: each release after the first needs the previous year's Utilisation Certificate and Statement of Expenditure plus the annual technical progress report (BioCARe Terms and Conditions 2024). Continuation is still earned, because the Expert Committee can recommend modification or closure of a project whose review it finds unsatisfactory.

The grant ceiling and the monthly fellowship depend on the qualifying degree alone.

Those are the figures the 2024 guidelines set; the myScheme summary still carries the earlier, lower fellowship rates, so a smaller figure elsewhere is a stale capture, not a different scheme. The grant arrives as one consolidated amount covering the fellowship, consumables, contingency, domestic travel and overhead charges; minor equipment is allowed only with strong scientific justification and is capped at 10% of the grant, while major equipment is refused outright and no manpower such as a JRF, SRF or project assistant can be hired on the sanction (BioCARe Guidelines 2024). The requested budget is treated as indicative, so the sanctioned figure can land below what was asked.

Tenure is three years from joining, and joining itself carries a deadline: report at the host institution within 45 days of the sanction order or the sanction stands withdrawn (BioCARe Guidelines 2024).

The identity, qualification and achievement proofs on the standard list are the straightforward part. What actually decides completeness is the mentor's endorsement letter: signed, issued on official letterhead, forwarded by the head of the institution and submitted through the institute's nodal officer; without it the application is treated as incomplete and is liable to be rejected (BioCARe Guidelines 2024).

The application also asks for the years of experience after the qualifying degree, backed by documents, and a plain declaration of any non-research career break with its reasons (BioCARe Guidelines 2024). A career break is an expected profile under this scheme, not something to write around.

The 2026-27 round accepts applications only online, through the Common Fellowship Portal at fellowships.gov.in, the route named in the call notice; the guidelines warn that an application arriving through any other mode or channel will not be considered (BioCARe Guidelines 2024).

The portal walk-through the PMU publishes is short: register a CFP ID, complete and save the profile, then open the dashboard and press Apply next to the BioCARe fellowship, fill the form, upload the documents and formats, and submit (How to apply, DBT-BioCARe).

One full application carries everything at once: the applicant's general information, the research proposal, the budget and the regulatory details (BioCARe Guidelines 2024). The mentor and host institute therefore have to be settled before filing, because their details and the endorsement letter travel with the form.

Joining-document formats, the bank mandate form, the MoA formats for public and private institutions and the information sheet sit on RCB's DBT-BioCARe portal, the management unit's own page, alongside the guidelines and the current advertisement.

None of the scheme documents describes a separate application-status tracker; the application lives in the same portal dashboard it was filed from. Selection is a two-stage expert review. An Expert Committee constituted by the Department screens the eligible applications on scientific merit; shortlisted applicants then present their research proposal to the committee, and the sanction order is issued on technical approval (BioCARe Guidelines 2024). The scheme documents publish no marking scheme, no category-wise quota and no fixed number of awards per round, but the PMU does publish outcomes: the seventh call, announced in 2024-25, closed with 75 candidates recommended (recommended list, DBT-BioCARe).

Once selected, the 45-day joining clock applies, and the Department may call the new fellows and their nodal officers to a workshop on preparing technical and financial documents (BioCARe Guidelines 2024).

The fellowship is taxable, and nothing rides on top of it: no HRA, PF or LTA is admissible, and neither the Department nor the host institute carries liability on those accounts. For the duration of the project the fellow is a temporary employee of the host institution, governed by its service rules and working hours (BioCARe Terms and Conditions 2024).

Absence is policed. Leave follows the host institute's rules, but staying away more than 15 days at a stretch or 30 days in a year needs the prior consent of the Department and the institute, and a continuous absence of two months without intimation terminates the project (BioCARe Terms and Conditions 2024).

The fellowship and grant are PI-specific and non-transferable, and during the tenure the fellow cannot apply for extramural funding as PI or Co-PI to DBT or any other government agency or industry. Travel abroad for project work runs to a maximum of six months, only after the first year of fellowship is complete and before the third year begins, with advance approval from DBT and never on project funds (BioCARe Terms and Conditions 2024).

Assets acquired from the grant remain the property of the Government of India, and intellectual property generated in the project is governed by the DBT Intellectual Property Guidelines, 2023 (BioCARe Terms and Conditions 2024).
