Back-To-Lab Post-Doctoral Fellowship Programme(BTLPDFP)

KSCSTE runs the round by notification rather than by a fixed annual calendar. The 2024 guidelines named the application slot only as tentatively during January every year, and the recent cycle did not follow it. The 2025-26 notification asked eligible applicants to apply online on or before 15th December 2025, 5 P.M., and KSCSTE then extended the last date to 31.12.2025, 5 p.m. The Council publishes no result date, and no selection calendar is put out in advance, so a candidate watches the announcements page rather than a countdown.

The condition that quietly rules out the most applicants is not the degree, it is the combination of the gap and the publication. The applicant must be unemployed and drawing no emoluments from any source on the date she applies, and the terms and conditions place that career break after the Ph.D. is completed, with the guidelines putting the minimum at 1 year. A woman who has moved into a temporary teaching post while waiting for a fellowship has stopped qualifying. Yet she must also already have a research paper in an SCI journal or a granted patent to her name, which is exactly the output a long break stops producing.

Three more gates sit alongside those. The 2025 guidelines ask for a minimum of 60 per cent in post-graduation, permanent residency in Kerala, and an age of 40 years or under, relaxed by 3 years for OBC applicants and 5 years for SC and ST applicants. The reference date is worth reading closely, because the two official statements of it differ: the guidelines document freezes age at 1st January 2025, while the KSCSTE scheme page words the same bar as 40 years on the date of application.

Money never enters the eligibility test for this fellowship. What KSCSTE screens is whether the applicant is drawing emoluments on the day she applies, so a household's earnings are irrelevant and no income certificate appears among the uploads.

myScheme publishes no separate exclusion list for this fellowship, and the disqualifications instead sit inside the eligibility clause of the 2025 guidelines. Three of them are absolute: a post-doctoral fellowship already availed from KSCSTE or from any other agency, a Back-to-Lab Research Fellowship already availed, and any stipend or financial assistance being drawn simultaneously from another state or central funding agency. A fourth is procedural, and the guidelines put it plainly: canvassing in any form leads to disqualification.

Nothing is renewed by application here. The second year is released on performance, and the trigger is a publication. The Research Advisory Committee assesses the first project year before the second instalment moves, and if the fellow has not published, or received an acceptance intimation for, at least one paper in an SCI or Scopus indexed journal from that first year's work, or secured a patent, KSCSTE releases only the first 9 months of the second year's fellowship. The remaining 3 months and the entire second-year contingency grant are then held back until the project is finished and the publication, the proof of Kerala Science Congress participation and the grant settlement all reach the Council (2025 guidelines).

An extension is normally refused. Where the Council allows one, it runs to a maximum of six months with no additional money attached, and the request has to reach the Director at least 2 months before the scheduled completion date (2025 guidelines).

Consolidated is the word to notice. The rate now absorbs the housing component that the earlier structure paid separately, so there is no HRA certificate to file and no advantage in renting rather than living at home.

The route the money takes matters more than most applicants expect. The terms and conditions require the fellowship to be released through the research centre in advance at the beginning of each project year, drawn by the institution and paid to the fellow month by month. Interest accrued on the parked amount has to be shown in the statement of expenditure and is adjusted against later releases. The same document states that the fellow works purely on a contract basis and is not eligible for service benefits.

Fourteen uploads apply to every applicant, and a fifteenth block is added for anyone naming a private institution as her research centre. Most are ordinary proofs, but six of the fourteen have to be filed on KSCSTE's own downloadable format, and a free-form letter in their place stalls the application. Those six are the certificate on break in career, the technical information sheet for the research proposal, the list of publications, the declaration by the applicant, the consent from the Scientist Mentor and the endorsement from the head of the host institution. Both biodatas, the applicant's and the mentor's, are capped at 2 pages each, and the career-break certificate is the one document that applies only to Back-to-Lab applicants (2025 guidelines).

The private-institution block is the applicant's responsibility, not the institute's. She uploads a declaration of compliance signed by the head of that organisation, plus three annexures covering the equipment and library facilities available for the proposed work, the faculty available for research, and the students and faculty currently doing a Ph.D. there.

Applications are accepted online only, through the KSCSTE digital project proposal submission portal, where a new applicant registers an account before she can open the form.

Tracking the Application and the Payment

Status lives in that portal account, not on a public tracker. The submission system describes its own dashboard as carrying submission deadlines and evaluation status, so the login a candidate created is the only place a KSCSTE decision on her proposal surfaces. A form that will not save or upload is a different problem, and the portal routes technical issues to a separate support address rather than to the scheme desk.

Payment is a separate question again, and this is where searches for a scholarship status page lead nowhere. The grant is not a direct benefit transfer to the fellow: KSCSTE releases it to the Head of the host institution, and the institution then pays her monthly. Once she joins, she has to send KSCSTE the actual date of start in the prescribed format within one month, because every later release is calculated on the project year that date opens. A fellowship instalment that has not arrived is therefore traced through the host institution's accounts section first.

Four filters stand between the application and a sanction order, and the second is the hard one. After a preliminary scrutiny for eligibility and documents, every eligible proposal goes to five subject experts for peer review, and only proposals carrying at least three reviews graded above 5 on a 10-point scale move forward. Those survivors present before the Research Advisory Committee, with one or two of the reviewers sitting in as additional subject experts. On a favourable recommendation the candidate executes an agreement, and KSCSTE issues the sanction order and releases the first instalment (2025 guidelines).

Leaving early is not the fellow's decision alone. The terms and conditions bar her from discontinuing the fellowship without prior KSCSTE approval; a request to terminate has to be routed through the Scientist Mentor with specific reasons, and a consolidated progress report with audited financial statements follows within one month of termination. Participation in the Kerala Science Congress at least once during the tenure is mandatory, with proof filed among the completion documents. The host institute's own rules apply to day-to-day administration, official communications travel to the Director through the host institution with the mentor's endorsement, and on any question of whether a term has been breached, the decision of the Executive Vice-President of KSCSTE is final and binds both the fellow and the institute.
