Overview

About VPHD_PDF

MeitY's guidelines set the post-doctoral fellowship at Rs 1.08 Lakh per month, and there is no form on which a researcher can ask the ministry for it. Seats are released to institutions against a call for proposals, and the institution holding a seat runs its own advertisement, its own interview and its own selection list. The provision is 25 seats a year spread across the whole country, which is why the practical question for a post-doc is not whether the award pays well but which department is holding an allotment this season.

The post-doctoral line is the only part of the Visvesvaraya PhD Scheme aimed at someone who already holds a doctorate and is barred from holding a regular job while taking it. Phase II of the scheme provisions 225 Post-Doctoral Fellowships at 25 seats per year, one year of support each, for research in Electronics System Design and Manufacturing and in IT and IT Enabled Services. The Press Information Bureau names the same 225 Post-Doctoral Fellowships among the components Phase II was initiated to support, alongside full-time PhD candidates, part-time PhD candidates and Young Faculty Research Fellowships. Digital India Corporation implements all of it for the ministry through a PhD Cell, and Phase I of the scheme closed in December 2025.

How much of the provision is in use is published, and it is worth reading precisely. Digital India Corporation's scheme page, last updated in May 2026, records 88 Post Doctoral Fellowship holders currently pursuing the award. That is a snapshot of who was in place on the day the page was refreshed, not a cumulative count of everyone the scheme has funded and not a measure of how many people applied. What it does say is that the fellows are thinly spread: NIT Jalandhar's 2025 round carried a single post-doctoral seat, in Electronics and Communication Engineering, which is the scale a departmental advertisement usually works at.

The shape of the award itself is fixed and short. One year, tenable only in India, at the institution that holds the seat, with a mentor the institution has to identify before the fellowship begins.

Calendar

Important dates

No scheme-wide calendar exists for this component. The myScheme record carries neither an opening date nor a closing date, and the guidelines say only that calls for proposals will be notified by the PhD Cell through the scheme portal or by email. Institute windows are the only dates a candidate can act on, and the 2025 season shows both how short they run and how far apart they fall.

Each of those rounds ran for about a month, and between them they covered a summer and most of a monsoon. There was no week in which watching one institute would have caught them all, which is the argument for tracking departments rather than waiting on a national notification.

Who can apply

Eligibility criteria

Four filters settle most candidacies before anyone reads the research proposal. The doctorate must have been completed within the past 5 years counted to the institute's last date of application; the applicant must be under 40 on that same date; anyone in regular employment is out; and the fellowship cannot be taken at the institution that awarded the applicant's own PhD.

Two of those four move with whichever institute is advertising, and that is the part candidates misread. Both the five-year window and the age limit are measured on the institute's own closing date, not on the date an award is announced or the date the fellowship would start. The same researcher can therefore clear the test at an institute closing in July and fail it at one closing eight months later.

Researchers holding temporary positions sit in a workable middle. A scientist or researcher on a contractual academic or research post may apply, but has to give up that role on selection, so the choice is a real one rather than a hedge.

Two conditions belong to the institution rather than to the applicant. It must identify a mentor or guide who holds a regular academic or research position in a recognised Indian institution and a PhD in science or engineering, and the research proposal has to state objectives, outcomes and deliverables against the award. Institutes are free to add their own academic bar on top: NIT Jalandhar's 2025 advertisement asked for a master's in engineering or technology with first class or 60 per cent, and made a GATE score mandatory alongside the PhD for its post-doctoral seat.

Preference, where the field is strong, goes to applicants with live industry links whose proposal points at an industry-specific problem.

Visvesvaraya PhD Scheme is an institutional scheme wherein eligible institutions submit proposals requesting PDF seats against an active call for proposal by Visvesvaraya PhD Scheme, DIC, MeitY.
The call for proposal for PDF seats will be notified by PhD Cell, DIC; MeitY through the web portal https://phd.dic.gov.in/ and/or email.
Proposals for allotment of PDF seats are to be submitted by eligible institutions only. Suitable number of seats would be allotted to institutions for further enrollment of PDF fellows on these seats following the scheme guidelines.
The institution may design/have its own application form for advertisement of PDF; however, the guidelines for PDF are to be followed which must include the following:
The PDF applicant should be an Indian citizen.
The PDF applicant must have obtained PhD degree from a recognized University with first class (in terms of grades, etc.) in all preceding levels and a good academic record throughout.
The eligible participating institution must ensure that the PDF applicant should have completed PhD within the past 5 years on the last date of submission of application to the institution.
The upper age limit for the fellowship is 40 years on the date of submission of application to the eligible participating institution.
A suitable Mentor/Guide under whom the proposed research would be carried out, must be identified by the institution.
Mentor/Guide of PDF fellow must hold a regular academic/research position in a recognized institution in India. He/she should hold a Ph.D. degree in Science or Engineering.
Preference would be given to the PDF applicants who have active industry linkages and their research proposal is directed towards industry specific problems.
The research proposal of the PDF applicant, to be submitted to the institution, should define clear objectives, outcomes and deliverables against the award.
PDF applicants currently in regular employment will not be considered. However, scientists or researchers with temporary positions in academia or research institutions would be considered however, they would be required to relinquish their current roles if selected for the fellowship.
PDF applicants should not have completed their PhD at the same institution where the PDF fellowship is to be awarded.
The applicant must have a proven track record as evident from their research publications and recognitions.
The applicant should not be availing any other fellowship.
Discontinuation of the Fellowship
If any fellow wishes to discontinue the fellowship, the institution should inform PhD Cell, DIC; MeitY immediately. One month’s notice is to be given by the institution before the date of discontinuation.
The implementing institution should not incur any expenditure from the date of termination of the award/project or the date of resignation of the fellow. The institution will responsible for submission of work report and other requisite documents.
In case the post-doctoral fellow undertakes any full/part-time assignment, his/her PDF award under the scheme would be discontinued.
PhD Cell, DIC; MeitY reserves the right to hold/ stop/ discontinue the fellowship at any stage, if
Appropriate progress is not being made.
The grant is not being utilized properly.
Violation/ Non-compliance of guidelines.
Any other reason, which is deemed appropriate by PhD Cell, DIC, MeitY.

Who cannot apply

Exclusions

Five things end a candidacy outright, and none of them sits under a heading called exclusions: regular employment at the time of application, a doctorate awarded by the host institution itself, another fellowship running concurrently from a government or non-government source, an age above 40 on the institute's closing date, and a PhD completed more than five years before it.

The last of those catches researchers who did not come straight back. Two or three years spent in industry, or on short contracts that never turned into a doctorate-adjacent post, can leave someone who clears every other test outside the window with nothing to appeal to.

Clearing all five buys a hearing and nothing else. The guidelines say plainly that just fulfilling the minimum eligibility criteria should not entitle a candidate to be selected.

The scheme separately names what ends an award already sanctioned: taking up any full-time or part-time assignment during the tenure, inadequate progress, misuse of the grant, or non-compliance with the guidelines. A fellow who wants to leave cannot simply stop either; the institution has to give the PhD Cell one month's notice before the date of discontinuation.

Continuation

Renewal conditions

The sanctioned term is one year, and a second is a decision taken above the fellow rather than an application the fellow files. The guidelines commit only to this: the award is made for one year initially and is extendible based on performance review by the PhD Cell, DIC, MeitY. No number of extensions is published, no maximum tenure is stated, and no renewal window appears anywhere in the scheme documents.

What that review has to work with is already prescribed. The standard operating procedure that host institutes reproduce in their advertisements requires the awardee to submit monthly progress reports in the format the PhD Cell specifies, and to keep the cell updated on publications, patents, start-ups or other outputs as they arrive (NIT Jalandhar advertisement). Nothing in the scheme describes a fresh competition at the twelve-month mark, and nothing promises continuation, so a fellow planning past year one is planning on a reported record rather than on a rule.

What you get

Award & benefits

Two numbers make up the whole package, and they are published at two different levels of precision.

MeitY's guidelines set the rate in round figures: a fellowship of Rs 1.08 Lakh per month and a contingency of Rs 1.0 Lakh for the year, with the same pair repeated in the Phase II guidelines. The exact monthly figure appears one level down, in the advertisements the host institutes publish for their own seats.

ComponentAmount, as the host institutes print itHow it reaches the fellow
Research fellowshipRs 1,08,393 per monthTransferred directly to the awardee's bank account by the PhD Cell
Contingency grantRs 1,00,000 for the yearPro rata, about Rs 25,000 a quarter, claimed through the institution

The two levels agree rather than conflict, and the difference is worth understanding before reading any institute page. NIT Jalandhar, IIT Goa and NIT Silchar each print the precise figure under a financial-support heading that belongs to the Visvesvaraya scheme's own terms, so it is the scheme rate stated exactly, not a local top-up one institute has added. The ministry's document is the one that states the rate for the scheme as a whole, in round form.

Contingency spending is restricted to minor equipment, consumables and research-related items, and it works as a reimbursement: the claim goes through the institution to the PhD Cell in the prescribed format, and expenditure beyond the pro-rata entitlement is not considered.

Two absences matter more than they look. There is no rent or accommodation component in the post-doctoral line, and there is no provision for research personnel, so the fellow does the work personally for the full tenure. What the host institution owes in return is administrative and infrastructural support.

  • Nature of Support: Research Fellowship: ₹1.08 Lakh/Month - Contingency Grant: ₹1 Lakh for 1 year (on re-imbursement and pro-rata basis depending on the period spent under the award). The claim would be submitted by the awardee through respective institution to PhD Cell in prescribed format. - The fellowship is tenable only in India and can be implemented in any of the recognized & eligible academic and R&D institutions.
  • Contingency Grant can be used for minor equipment, consumables and similar items relevant to the research work. The host institution should provide necessary administrative and infrastructural support for the PDF fellow.
  • There is no provision for providing research personnel support under the scheme. The fellow is expected to undertake the research objectives by himself/herself during the entire duration of the fellowship.
  • PDF is a full-time assignment. The fellows are not eligible to receive any other fellowship from any Government or Non-Government source during the tenure of the fellowship.
  • Post-doctoral positions are non-transferrable. The research work is to be carried out in the same eligible institution at which PDF seat is allocated and the fellow is enrolled.
  • Duration of Support: The fellowship is purely a temporary assignment, and is tenable for a period of 1 year.

What to prepare

Documents required

The myScheme record's document block points back to the institution rather than listing papers, and that is accurate: the scheme prescribes no central application pack. What a candidate assembles is whatever the advertising institute asks for, built around three things the guidelines make unavoidable. A research proposal with stated objectives, outcomes and deliverables. Evidence of the publication and recognition record the award exists to reward. Proof of when the PhD was awarded, since the five-year window is counted from the institute's closing date.

What a real round asks for beyond that is visible in NIT Silchar's checklist for its post-doctoral cycle: the filled application form in hard copy, mark sheets and grade cards running from secondary school through every university examination including the PhD, proof of date of birth, the research proposal write-up, and anything covering publications, patents and other testimonials, with originals carried alongside one photocopy set (NIT Silchar).

Institute paperwork also costs money, and the price is set locally. NIT Jalandhar required its Annexure-I form scanned into a single file on the online portal, with an application fee of Rs 1000, and Rs 500 for SC, ST and PWD candidates, refundable in no case. IIT Bhilai priced its round at Rs 200, and Rs 100 for SC, ST, PwD and female candidates, payable only through SBI Collect, with the payment reference number to be retained.

Visvesvaraya PhD Scheme is an institutional scheme wherein eligible institutions submit proposals requesting PDF seats against an active call for proposal by Visvesvaraya PhD Scheme, DIC, MeitY.
1. The call for proposal for PDF seats will be notified by PhD Cell, DIC; MeitY through the web portal https://phd.dic.gov.in
2. Proposals for allotment of PDF seats are to be submitted by eligible institutions only. Suitable number of seats would be allotted to institutions for further enrollment of PDF fellows on these seats following the scheme guidelines.
3. The institution may design/have its own application form for advertisement of PDF; however, the guidelines for PDF are to be followed.
Accordingly, the applicants may contact their respective institutions for documents and other formalities.

Step by step

How to apply

Applications go to an institution, never to the PhD Cell. The sequence for a candidate is: watch the research and admissions pages of institutes that hold a Visvesvaraya allotment, identify a faculty member whose work fits the proposed research, apply on that institute's own online form inside its window, pay its fee, and appear for the presentation or interaction it schedules.

Talking to a prospective mentor first is not a formality. IIT Goa's brochure asks candidates to contact faculty members whose research interests align with the proposed post-doctoral work before filling the application form, which is the same pairing the guidelines require the institution to name from its side (IIT Goa information brochure).

There is nothing for a post-doctoral applicant to track on the scheme's own portal, and that is structural rather than a gap in the site. Individual applicants never file anything with the PhD Cell: institutions submit proposals, the cell allots seats, and the institution enrols the fellow. There is therefore no candidate application on the scheme portal for a status page to report on. What phd.dic.gov.in carries is the other side of that arrangement, the calls for proposals the PhD Cell notifies and the guidelines it publishes, with sign-in reserved for participating institutions.

The institute's own website is what replaces a tracker. NIT Jalandhar stated that all updates on its advertisement would appear on the institute website only, and then set out the three stages a candidate is waiting on: the display of candidates eligible for the presentation, the interaction itself, and the list of selected candidates. IIT Bhilai was blunter in the other direction, telling applicants they would receive no acknowledgement that their application was complete and that only shortlisted candidates would be contacted, by email, about the test or interview (IIT Bhilai).

After selection, tracking changes hands again. The institution has to report the selected awardee to the PhD Cell for registration under the scheme, and an awardee who is not registered is not eligible for support. From there the fellowship arrives in the fellow's own bank account every month, and if the institution fails to intimate a stoppage, the PhD Cell keeps paying and the institution carries the job of recovering anything paid beyond entitlement.

How winners are picked

Selection process

Selection runs in two rounds that answer different questions. Proposals from institutions are considered by an Academic Committee that MeitY constitutes for the scheme, and seats are allotted to institutions (Press Information Bureau); the institution then decides which researcher fills one.

At the institute stage the format is a screening followed by a presentation, and the timetable is compressed. NIT Jalandhar displayed the list of candidates eligible for presentation and interaction the day after applications closed, held the interaction six days later, and published the selected list the following day. IIT Goa scheduled its interview five days after its last date. NIT Silchar routed its round through an admission core committee responsible for selection and recommendation, told applicants that only those selected would be contacted, and offered no travel allowance for attending (NIT Silchar).

A candidate is being read on the research proposal and the publication record, with stated preference for industry-linked work, and the mentor pairing has to hold.

Fine print

Terms & conditions

A Visvesvaraya post-doctoral fellow carries duties to the scheme beyond the research itself. The standard operating procedure attached to institute advertisements lists them: evaluating the research work of PhD candidates supported by the scheme, mentoring those candidates, joining collaborative research and workshops, and taking other assignments from the PhD Cell (NIT Jalandhar advertisement). Monthly progress reports are mandatory, as is prompt reporting of significant achievements.

Publications carry a fixed acknowledgement. The prescribed line states that the publication, achievement or recognition is an outcome of the R&D work undertaken during the tenure of the PDF award under the Visvesvaraya PhD Scheme, implemented by the PhD Cell, Digital India Corporation, MeitY.

Long leave, such as study leave or a sabbatical, needs at least one month's notice to the PhD Cell. The position itself cannot move: the research is to be carried out at the same institution where the seat was allotted and the fellow enrolled. On the institution's side, fund releases run against utilisation certificates, statements of accounts and statements of expenditure, with unspent balances and any interest refunded to the PhD Cell.

Contact

The post-doctoral guidelines publish no helpdesk email and no telephone number. What they name is a route rather than a desk: calls for proposals and notifications come from the PhD Cell at Digital India Corporation through the scheme portal or by email, and the cell deals with institutions, not with candidates.

For a candidate, the working contact is the nodal officer that the advertising institute names for the Visvesvaraya PhD Scheme, printed in the advertisement itself with a departmental email address and a mobile number. NIT Jalandhar's round put that officer in the Department of Electronics and Communication Engineering; NIT Silchar's sat in Electrical Engineering. Eligibility, the form, the fee and the interview are all answered there.

The PhD Cell itself sits inside Digital India Corporation, at a registered office listed as Electronics Niketan Annexe, 6 CGO Complex, Lodhi Road, New Delhi-110003, which is the address anything on paper has to reach.
