Student READY (Rural Entrepreneurship Awareness Development Yojana)(SR)

The scheme has no application window; its calendar is the academic calendar. Component timing is fixed per discipline in the guidelines, and the stipend clock starts only in the month the student physically joins the field posting.

The bar is institutional before it is personal. Your degree must run inside the National Agricultural Research and Education System, in a course accredited by ICAR's National Agricultural Education Accreditation Board, so a B.Sc. Agriculture from a private college outside that system carries no Student READY entitlement no matter how similar the syllabus looks. The stipend rules in the guidelines add that it is admissible to persons of Indian nationality or persons domiciled in India, irrespective of sex, race or religion, and that the student stays under the administrative control of the Head of the Institution joined for the training.

The personal conditions are conduct-shaped, not merit-ranked. Merit and good conduct are certified by the Head of the College, University or Institution, and absence during the programme without the Competent Authority's prior permission puts the stipend itself at risk.

ICAR publishes no separate exclusion list; the disqualifiers sit inside the stipend rules. A student on RAWE cannot hold another fellowship or scholarship while drawing this stipend and has to surrender the other award before accepting ICAR's money, but the guidelines leave merit-cum-means scholarships and freeships outside that bar by name. The Veterinary Science internship rules repeat the same condition with no such carve-out. No stipend is paid for any period spent on strike or on conduct probation, and taking up a job, even part-time, or drawing other financial assistance for the same activities is barred. Once the Head of the Institute cancels a stipend for unsatisfactory progress or irregular attendance, the same rules state it will not be restored, whatever the reasons offered.

There is nothing to renew. The stipend runs for one continuous stretch inside the final year, capped at six months from the month the student joins RAWE, in-plant training, internship or industrial attachment, as fixed in the guidelines. Continuation month to month rests on attendance and conduct rather than on any fresh form, and leaving the course before completion terminates it outright.

The headline figure hides a split that matters when payments run late. The student's Rs 3,000 is assembled from two governments, and the university earns a separate operational amount on top.

The state share is enforceable: if the university fails to put in its Rs 500 per student per month, the guidelines permit ICAR to stop grants to that university. Beyond cash, the year carries the academic credits described above, and for students aiming at postgraduate study the student-project component produces a written, examined piece of research work.

Students file almost nothing, because the paperwork burden sits on the university. The college compiles student details in a prescribed format, and the university submits the consolidated demand to ICAR along with utilisation certificates for the previous financial year, per the guidelines. What a student must actually have in order is a bank account seeded with Aadhaar, since the same guidelines require the university to transfer the stipend by Direct Benefit Transfer linked to the student's Aadhaar. Because the credit is routed to the Aadhaar-linked account, an unseeded or dormant one stops the money at the student's end even after the university has released the batch.

There is no form, no portal and no deadline for the student. Enrolment in the final-year Student READY courses of an accredited degree is the application: the college lists you, the university raises a lump-sum advance demand to ICAR, and the money flows downward. The guidelines direct that the stipend may be paid monthly at the end of each month and that in no case will ICAR make any payment directly to the student.

Tracking works accordingly. Watch the Aadhaar-seeded bank account after each month ends, and take any gap to the dean's office first, because the university holds both the demand list and the compiled bank statement it must furnish to ICAR every year under those same guidelines. Payment channels in agricultural education are also shifting: in August 2026 the Union Agriculture Minister released Rs 21.35 crore to more than 6,000 agriculture students through the National Scholarship Portal with monthly DBT, per PIB, so ask your university whether your batch's stipend is disbursed through the older university route or the NSP-DBT channel.

No committee ranks candidates and no test screens them; coverage follows enrolment. A final-year student who registers for the components of an accredited undergraduate programme goes on to the university's demand list, and the guidelines put no competitive stage between that list and the stipend beyond the institution head's certificate. Where evaluation does bite is inside the year: RAWE and project work end in reports, presentations and examination, and the student-project rules score originality, data analysis and a timed oral presentation.

The conditions read like employment terms because the year is treated as work. During Experiential Learning the guidelines expect students to attend enterprise activities even on institutional holidays, without restriction of working hours. Changing discipline or university without valid reasons and prior permission forfeits the stipend, as does leaving before completion.

Leave is codified for the internship stream: six days of casual leave for the internship's duration, five days of special leave on medical grounds at full allowance, up to two months of unpaid medical leave in exceptional cases, and maternity leave up to three months for married women interns at full allowance on a medical certificate, per the same guidelines. Leave is granted at the institution's discretion, not as a matter of right.

Route every stipend query to your college dean's office first, since the guidelines place the student under the administrative control of the Head of the Institution and make the university the paying agency. Policy-level questions belong to ICAR's Agricultural Education Division, reachable through the council's site at icar.org.in.
