Overview

About PMSFSS

The yearly academic allowance is the figure every page about this scheme prints, and it is the smaller half of the award. The larger half is the compulsory non-refundable fee the college charges, settled at the rate an official fee committee has approved for that course. A student who reads only the allowance table walks into admission thinking the scheme is worth a few thousand rupees a year, and then pays a tuition bill the scheme was built to absorb.

This is a Centrally Sponsored Scheme of the Department of Social Justice and Empowerment, but the award is made by the State or Union Territory the student is domiciled in rather than by the Centre, and the domicile test is the one that state itself sets, per the department's scheme page. That single line explains most of what follows: the money is central and state money together, the rules are national, and the office that accepts, verifies, sanctions and pays is a state office.

The scale is not marginal. In 2024-25 a total of 48,04,208 students were paid under the scheme, with central assistance of Rs 5,562.23 crore, and central assistance rose from Rs 1,930.38 crore in 2021-22 to Rs 6,186.96 crore in 2025-26, per a written reply in Lok Sabha in July 2026. The 2021 reset that produced those numbers replaced an older committed-liability formula with a fixed 60:40 Centre-State split, 90:10 for the North Eastern states, against a central commitment of Rs 35,534 crore to 2025-26, per the Ministry of Social Justice and Empowerment.

Important dates

There is no single national deadline. The window belongs to the state, which is why the central record leaves the open and close dates blank. Every state government is to announce the scheme from April onwards through advertisements in leading state newspapers and its own scholarship portal, and applications are submitted before the last date that announcement prescribes, per the scheme guidelines.

Chhattisgarh's post-matric portal shows what that looks like in a live cycle: for academic year 2026-27 it invited renewal applications from 20-06-2026 to 30-12-2026 and fresh applications from 01-08-2026 to 30-12-2026, per the e-Medha portal. A student in another state should read that as the shape of the window, not the dates, and check their own state's portal.

What is fixed nationally is the payment calendar, which runs off the date the application was received rather than off a single annual deadline.

Disbursal is made in one instalment, and the last two rows apply only to courses where admission happens after November.

Who can apply

Eligibility criteria

Two conditions decide more applications than the caste and income tests, and neither is obvious from a summary.

The first is the institution. Only colleges carrying an AISHE or UDISE code are covered, and the portal pulls that institution's affiliation, courses and approved seat numbers straight from the AISHE or UDISE server, so a course the regulator has not recognised cannot be claimed against, per the scheme guidelines. Checking that the college is actually on the portal belongs before the admission, not after it: the National Scholarship Portal carries a Find Institutes on NSP directory for looking the college up, and Know your AISHE Code and UDISE+ links aimed at institutions that are not on it yet, per NSP.

The second is how the income is proved. The ceiling of Rs 2,50,000 applies to parents' or guardian's income from all sources during the last financial year, and for a course running more than one year the income certificate is taken once only, at the time of admission, from the authority the state government names, per the scheme guidelines. A family whose income rises after that admission year does not lose a running award on that account.

Students in correspondence, distance and online courses qualify, but only in central or state universities, and they draw the non-refundable fees without the academic allowance.

The scholarships are open to Indian nationals only.
Only candidates who belong to Scheduled Castes and have passed the Matriculation, Higher Secondary, or a higher examination of a recognized university or Board of Secondary Education are eligible.
Scholarships will be paid to students whose parents' or guardians' income from all sources does not exceed ₹ 2,50,000/- per annum.
The ceiling on age limit for admission as a regular student in different classes should be decided by the concerned institutions.
Candidates who are studying in the same stage of education in a different subject after passing one stage of education are not eligible.
Students who pursue their studies through correspondence or online courses are also eligible.
All children of any parent or guardian are entitled to receive benefits of the scheme.
A scholarship holder under this scheme will not hold any other scholarship or stipend.

Who cannot apply

Exclusions

The bar that catches the most students is the seat, not the student. Seats filled through arbitrary or non-transparent processes, including management quota, NRI quota and spot admissions, are outside the scheme, and fees claimed against a management-quota or spot-admission seat are not reimbursed at all, per the scheme guidelines. Where a state cannot classify a seat cleanly, it may still treat it as covered if the admission ran on advertised applications, a merit list and a published selection list, and the fee was fixed by the state's fee fixation committee.

The other bar is sideways study. Passing one stage and then studying at the same stage in a different subject, a B.Com after a B.A. or an M.A. after another M.A., is not funded. Students on correspondence or online courses are outside the academic allowance even though they are inside the scheme.

Continuation

Renewal conditions

There is nothing to reapply for. A continuing student is renewed automatically on the strength of promotion to the next class and the institution's confirmation that the same course has been rejoined as a hosteller or a day scholar, and the Freeship Card issued in the first year stays valid for the rest of the course without fresh registration, per the scheme guidelines.

What renewal does turn on is attendance. The award runs to the end of the course subject to satisfactory academic performance and 75% attendance in every academic year, verified through an Aadhaar-based attendance system that the college uploads, on the same guidelines. Two situations are written in as exceptions: a scholar who could not sit the annual examination because of illness may still be renewed against a medical certificate the institution accepts, and a student promoted under university regulations despite not clearing the lower class keeps the scholarship for the class actually reached. A student who fails and rejoins the same class as a regular student gets one additional year, or the actual period, whichever is lower.

The award has two components, and they behave differently. The first is the compulsory non-refundable fee, which the guidelines define as enrolment or registration, tuition, games, union, library, magazine and medical examination charges, everything the student must pay the institution or university, with refundable heads such as caution money and security deposit excluded, per the scheme guidelines. It is settled at the rate the state's fee fixation or rationalisation committee has approved for that course, which is why two students in the same class at different colleges can receive very different sums.

Gujarat's implementation of this scheme states the position plainly for its own applicants: alongside the group-wise academic allowance, approved tuition fee and approved other fees are admissible, and a disability allowance on top where the student is disabled, per the Director of Scheduled Caste Welfare.

The second component is the academic allowance, set by course group and by whether the student is a hosteller or a day scholar. Two riders sit on that split and both change what a particular student actually draws: a Divyang student is given a ten per cent extra allowance, and a student pursuing C.A., I.C.W.A., C.S. or I.C.F.A. is treated as a day scholar for allowance purposes whatever the living arrangement, per the scheme guidelines. Nor is the allowance a frozen figure. It is linked to the Consumer Price Index for Industrial Workers, with an annual increment applicable from April each year based on the January to December index of the preceding year, and states may top it up from their own resources, on the same guidelines. That is the reason two official pages can print different amounts for the same group, and the reason a figure copied from an older circular should not be treated as this year's entitlement.

What to prepare

Documents required

The intent of the current guidelines is that a student uploads nothing. Income, caste and merit details are meant to be verified automatically against linked databases, board results, the state's certificate databases and the university's own records, keyed on the Aadhaar number, with no document upload and no verification by institutions or district officers, per the scheme guidelines. Until a state's databases are fully linked, the same paragraph allows scanned copies to be uploaded instead, which is why the document list on the scheme record still applies in practice.

One item on that list is worth more care than the rest. Payment runs only through Direct Benefit Transfer, preferably over the Aadhaar Payment Bridge after the Aadhaar number is checked against the NPCI mapper, so the bank account has to be Aadhaar-seeded and live. Kerala's audited experience shows what a wrong entry costs: students there did not receive scholarships because of errors in the account number, the IFS code, or a bank account that had since been closed, per the Comptroller and Auditor General.

Step by step

How to apply

The sequence is timed around admission rather than around a form-filling season. Registration for the Freeship Card happens well before the expected admission date, and the portals stay open for that registration all year. The card exists so that an eligible student can take admission without paying tuition or hostel fee up front, against an undertaking that the institution's charges will be settled within 7 working days of the scholarship reaching the student's account, per the scheme guidelines. States are to complete verification and issue the card within 30 days of the registration request.

The scholarship application itself is due on the same day as the date of admission into the institution, which is the step most students miss, and the institution is expected to confirm on the portal that same day that the student has joined the course named on the card. Manual verification, where a state still does it by hand, carries a 30 day limit with presumed approval if it is not completed in time, on the same guidelines.

On the National Scholarship Portal the first step is not the scheme application. It is the One Time Registration, a 14-digit number issued against the Aadhaar or Aadhaar Enrolment ID that stays with the student for the whole academic career and has been required to apply for any scholarship since 2024-25, and the portal has been open for academic year 2026-27 since 1 June 2026, per NSP. The permanent registration ID that the application then generates is what the rest of the year runs on: status is read by submitting that ID with the date of birth under Check your Status, and a lost ID is retrieved through Forgot Application ID by searching on the bank account number or the registered mobile number, per the NSP frequently asked questions.

The sanction and the credit are reported in two different places, and a student chasing an award that has been approved needs to read both: Application Status for the file, Track Your Payment for the money, per the NSP helpdesk page. Payment is to be released preferably through the Public Financial Management System, which lists this scheme under the Ministry of Social Justice and Empowerment with the parental income criterion of Rs.2.5 Lakh, per PFMS. An application shown as sanctioned with no credit in the account is almost always a bank-seeding problem rather than a sanction problem.

How winners are picked

Selection process

There is no merit cut-off and no ranked list. Selection is made by the State or Union Territory of domicile against the eligibility conditions, and it is capped by seats: where a regulator has recognised a fixed number of seats for a course, scholarships are restricted to those numbers and those courses, per the scheme guidelines.

Within that, states are told not to sit and wait for applications. Three markers define the group they are sent to find: an SC household carrying three or more deprivations under SECC-2011, a household where one or both parents are illiterate, or a student who cleared Class 10 in a government, municipality or local body school. The guidelines put that search on an annual March-April cycle and extend the state's duty past registering a name to mentoring such a student into enrolment, on the same guidelines. A student in one of those situations is the student the scheme was rewritten for.

Fine print

Terms & conditions

Para 21.1 is the only clause in which none of the discretion runs the student's way. Misrepresentation on the application ends the award, exposes whatever has already been drawn to recovery by the same state office that sanctioned it, and puts the applicant on a debarment list reaching every scholarship scheme rather than this one alone, per the scheme guidelines. The portal is built to make that stick: the scheme's IT framework requires an arrangement under which a student once declared blacklisted cannot apply again, so the bar is enforced at the point of entry and not left to a circular. Changing the subject of the course, or the institution, without the state government's prior approval is separate ground for cancellation and recovery, and a student who discontinues studies during the year may be asked to refund what was paid.

The condition against holding a second award is an option rather than an outright bar. A scholar awarded another scholarship or stipend chooses whichever is more beneficial and informs the awarding authority through the head of the institution, after which nothing further is paid under this scheme from the date the other award is accepted. Free lodging, or a grant or ad-hoc help from the state government for books, equipment, board and lodging, sits outside that rule and can be held alongside.

Enforcement is not only on the student. Institutions must keep daily Aadhaar-based attendance, file half-yearly self-audited reports, and honour the Freeship Card without insisting on pre-payment, and states are to physically verify at least 10 per cent of institutions and students each year, with every private institution teaching at graduation level and above inspected annually, on the same guidelines.

The scheme record carries no phone number or email, but the portal that runs the application does, and two different desks answer two different problems. The NSP helpdesk takes questions about the application itself, on helpdesk@nsp.gov.in and 0120 - 6619540; the PFMS helpdesk takes the ones about money that has been sanctioned and not paid, on a toll free number 1800 118 111. Both run 8:00 AM to 8:00 PM on all days except government holidays, and the same page carries the scheme-wise and district-wise nodal officer directories, the list of Grievance Redressal Officers and the grievance registration route, per the NSP helpdesk page. Because the award is made by the state of domicile, the binding answer on an individual case still comes from that state's nodal officer.

A complaint raised inside the college does not stop there. Every institution has to name a Grievance Redressal Officer to take it up and follow it through, and where it is not resolved in the time allowed, the guidelines move it up on their own to the district and then to the state, per the scheme guidelines.
