About N-PDF

Two rules decide most N-PDF applications before anyone reads the research proposal. Applications are accepted only within five years of the candidate's Ph.D. viva-voce, and anyone who has previously applied for one of the foundation's regular grants, such as PM ECRG, the Advanced Research Grant or the Inclusivity Research Grant, is barred outright, per the ANRF scheme page for the National Post Doctoral Fellowship. Neither rule existed while the scheme ran as SERB-N-PDF, and the listings still carrying that older text are the ones a candidate usually reads first.

N-PDF buys a young researcher two funded years inside an Indian laboratory, working under a mentor who cannot be the person who supervised the Ph.D. The Department of Science and Technology says the fellowship was initiated in 2015 to catch researchers at the point where a doctorate has ended and an independent career has not yet begun, and that roughly 3,500 fellows had been supported in its first eight years.

The award now answers to a second name. It began as a Science and Engineering Research Board fellowship and runs today as ANRF-N-PDF, after the Anusandhan National Research Foundation absorbed SERB, which is why the erstwhile SERB awards page and the ANRF portal now carry word-for-word the same scheme text. Applications that once went through serbonline.in are filed on anrfonline.in.

What the second name brought with it is a bigger fellowship, a harder tenure rule and two entry gates that did not exist before. ANRF publishes a monthly fellowship of Rs 80,000 plus applicable house rent allowance, with a lower rate for a candidate whose thesis has been submitted but whose degree has not yet been awarded. Listings written before the transfer, the myScheme entry for N-PDF among them, still print the SERB-era consolidated figure with no HRA line and say nothing about the viva-voce window, so the ANRF scheme page is the one to work from.

The scheme page carries no dates of its own. It sets out a pattern instead, that each call is notified separately on anrfonline.in and on the erstwhile SERB site and that a window of about one month is usually given to submit the application with its documents, per the ANRF scheme page, and it leaves the actual window to the call notice. Any listing that shows a fixed annual N-PDF deadline is therefore not reading it off ANRF. Because age is computed against the closing date of the respective call rather than a fixed calendar date, the age gate moves with each call, and a candidate near 35 has to read the specific notification rather than a general listing.

Eligibility criteria

The published criteria run beyond the citizenship, degree and age tests that most listings reproduce. ANRF requires at least two published papers by the time the application is submitted, and it caps the application window at five years from the date of the Ph.D. viva-voce, which is why documentary proof of that date is a mandatory upload rather than a formality.

Read the last row as a scheduling problem rather than a formality. A well-known mentor who already supervises two fellows is unavailable to a new applicant for as long as those tenures run, and a mentor who agrees to a third application in the same call cannot submit it. Securing the mentor is therefore the first task, not the last.

Exclusions

Nothing on the ANRF scheme page is headed as an exclusion list. What rules a candidate out is spread through the eligibility bullets and the conditions attached to the support, and it is worth collecting in one place. A candidate is out if the proposed mentor is the Ph.D. guide or co-guide, if the host is the same department or institution where the degree was earned, if the fellowship has already been availed once, if the viva-voce is more than five years old, or if a regular ANRF grant application has been filed in the past. The fellowship also cannot be held alongside any other fellowship or salary from a government or non-government source, so a candidate holding a funded position has to give it up rather than run both.

Renewal conditions

There is no second term to apply for. ANRF's answer on tenure is a flat two years, and SERB's own note on the scheme states that the tenure is restricted to the original terms with no provision to extend beyond the originally approved fellowship period. Mirrors that still describe an exceptional third year are quoting a rule that was withdrawn.

Within the two years, the money is renewed annually rather than paid out in one block. The fellow uploads an annual progress report and financial statements at the end of each financial year, and the next instalment is released only after a proper utilisation certificate and statement of expenditure reach ANRF through the portal, per the ANRF scheme page.

The package is a personal fellowship, a research budget the fellow controls, and an overhead payment that goes to the institution rather than to the fellow.

The research grant is deliberately narrow. ANRF allows it for minor equipment, consumables, contingencies and domestic travel, and states plainly that the scheme carries no provision for research personnel, so the fellow does the work personally for the whole tenure. The fellowship is taxable under Indian income tax rules.

One detail decides when the first rupee arrives. The endorsement the host signs commits the mentor to sending a joining report to ANRF, and states that ANRF will release the funds on receipt of the joining report. Nothing moves on the strength of the offer letter alone.

• Note 03: The fellows must seek the consent of SERB if he/she intends to be away from the implementing institute (except for field work related to the project) continuously for a period of more than eight weeks.
• Leave: SERB PDFs are entitled to leave as per the rules of the host institution. Participation in scientific workshops held in India or abroad will be treated as on duty. Maternity leave as per the Govt. of India instructions issued from time to time would be available to female candidates in all categories.

What to prepare

Documents required

Most of the upload list is identity and qualification proof a candidate can assemble alone. Two items are not: each is signed by someone other than the applicant, and one of them binds the host institute for months after the fellowship ends. The first is documentary evidence of the Ph.D. viva-voce date, which is what the five-year window is measured against, and which ANRF will accept as a viva intimation letter, a letter from the Dean or Director of research, or a provisional degree that names the viva date. The second is the endorsement certificate signed by the mentor and the head of the host institution, which is not a covering letter but an undertaking that the institute will provide infrastructure, take the assets on its books and settle the financial accounts with ANRF within three months of the fellowship ending.

The plagiarism undertaking is also more specific than the label suggests. The signed form names the plagiarism detection tool approved by the institute that was actually used on the proposal, cites the University Grants Commission's 2018 regulations on academic integrity, and asks the applicant to declare that no plagiarism charge has been established or is pending against them in the last five years.

Step by step

How to apply

The order of work matters more than the paperwork. The mentor and the host institution have to be settled before the portal is opened at all, because both the applicant and the proposed mentor register separately on anrfonline.in and both have to complete their profile sections before an application can be assembled, per the ANRF scheme page.

The form itself is tightly bounded, and the limits are worth drafting against rather than discovering at submission. On the ANRF scheme page the project title runs to 500 characters, the project summary to 3,000, the objectives to 1,500 and the expected output and outcome to 1,500, with up to 6 keywords. The work methodology and research plan is a single PDF of no more than 3 pages and 10 MB, so the scientific case is made in three pages and not in an appendix.

Following the Application Through the Portal

There is nothing to refresh outside the anrfonline.in login. ANRF runs no per-application tracker for N-PDF, and the result arrives in the account rather than on a public list: the selection process takes at least two months from the last date of submission, and selected candidates receive an email notification through the ANRF online portal and then download the offer letter from it, per the ANRF scheme page. After the award, the same portal account is where the fellowship is tracked rather than merely applied for. The joining report submitted by the mentor releases the first funds, and each subsequent instalment is gated on the annual progress report and utilisation certificate uploaded there.

How winners are picked

Selection process

An expert committee constituted by the board recommends the awards, and applicants may be called for a personal interview if required. The competition is the part no scheme page states. In the round the Department of Science and Technology announced, 301 researchers were selected from 3,833 applications across five thematic areas: Chemical Sciences, Earth and Atmospheric Sciences, Engineering Sciences, Life Sciences, and Physical and Mathematical Sciences. DST put the cumulative figure at around 23,000 applications over the scheme's first eight years.

Two conditions bite immediately after the result. A selected candidate must join the institution within 3 months of the declaration of results, and a change of institute or of mentor will not be considered after that declaration, per the ANRF scheme page. The host and mentor named in the application are therefore the host and mentor for the whole tenure, which is a reason to treat the mentor conversation as the substantive part of the application.

Terms & conditions

N-PDF cannot be carried abroad. ANRF will place a fellow only inside India, in a recognised university department, a national laboratory or another recognised R&D institution, and only where that host has agreed in advance to carry the administrative and infrastructural load. A fellow who intends to be away from the implementing institute for a continuous period of more than eight weeks, field work aside, needs ANRF's consent. Leave follows the host institution's rules, participation in scientific workshops in India or abroad counts as on duty, and maternity leave is available to women candidates in all categories under the Government of India's instructions, per the ANRF scheme page.

One line of the undertaking the fellow signs settles what the two years are not. Alongside the promises to devote full time to the research and to send an annual progress report to ANRF online, the fellow declares no claim whatsoever for regular or permanent absorption on expiry of the fellowship. The tenure ends as a fellowship, not as a route into a post at the host institute. ANRF separately reserves the right to end the fellowship at any stage if progress is inadequate or the grant has been misused.

The people an applicant actually has to reach are closer to home: the mentor, who registers on the portal separately and under their own login, and the head of the host institution, whose signature the endorsement certificate needs alongside the mentor's.
