National Fellowship for Students with Disabilities(NFFSWD)

Dates for this fellowship come from two calendars, and only one of them belongs to the scheme.

The other calendar is the one an applicant actually plans around, and it is NTA's. Selection follows the national test cycles, which is why the most recent published award list is titled for the June 2025 cycle rather than for a scheme deadline. A selected scholar is then bound by admission within three years of the award, and by portal linking within 24 months of the result.

Qualifying here means a certified disability and a national test score together, and neither substitutes for the other. The fellowship is open to a student with benchmark disability, meaning 40 percent or more disability as defined in the Rights of Persons with Disabilities Act, 2016, holding a valid certificate of disability from the competent authority, and enrolled as a regular, full-time M.Phil or Ph.D scholar, under paragraph 12.4 of the guidelines. A Unique Disability ID card is mandatory for the fellowship, which NDFDC states plainly.

The test condition works in an unusual way. Of the 200 slots a year, 150 go to candidates selected on the UGC National Eligibility Test and 50 on the joint UGC-CSIR NET, and the merit list is drawn up by the National Testing Agency on an all-India basis from candidates with benchmark disability who applied for both JRF and NET but qualified for NET only, per paragraphs 12.3 and 12.6. The two pools are interchangeable if one of them runs short of eligible scholars.

Where the research is registered also decides admissibility. UGC recognition of the host is the baseline test in paragraph 12.2. Past that the door is open to Institutions of National Importance notified by the Ministry of Education, to degree-awarding bodies a government funds wholly, and to universities holding section 2(f) or section 3 standing under the UGC Act, 1956, those last only while a valid NAAC accreditation stands behind them. The M.Phil door is nearly shut: the guidelines record the UGC public notice of 30 January 2024 permitting admission to M.Phil in Clinical Psychology and Psychiatric Social Work only up to the 2025-26 academic session.

One feature separates this fellowship from every scholarship in the same umbrella. Its row in the broad-features table sets no income ceiling at all, where the pre-matric and post-matric components carry a Rs 2.5 lakh ceiling and Top Class carries Rs 8 lakh.

Employment is a flat bar rather than a matter of degree. An employee of any university, college, educational institution or central, state or union territory government cannot take the fellowship, and study leave or extraordinary leave granted for the doctorate does not cure that, under paragraph 12.4 of the guidelines. The joining form asks the question directly, alongside whether the research is being pursued part-time, externally, by correspondence or through open learning, in the department's prescribed annexures.

Holding anything else alongside it is barred too. Under the same paragraph, a scholar may hold only one fellowship at a time and must declare that no other monetary benefit, salary, stipend or emolument is being drawn from any source during the tenure, with a one-year academic leave as the single carve-out; an existing award has to be relinquished or the selection forgone.

The scheme is also a once-only award, in the same list of conditions. A scholar who has availed this fellowship for a Ph.D earlier, wholly or partly, cannot come back to it, and neither can one who failed to finish the research inside the tenure.

Continuation is certified rather than re-applied for. The scholar starts on the Junior Research Fellow pattern, and after two years, if the research progress is found satisfactory, the tenure extends by three years on the Senior Research Fellow pattern in line with UGC fellowship norms, under paragraph 12.4. The paperwork that carries this is a quarterly continuation certificate signed by the head of department and the registrar or principal, a half-yearly progress report, and a separate upgradation form for the move from JRF to SRF, all prescribed in the same annexure set.

The clock is unforgiving at the end. Under paragraph 12.4, payment runs to the date of thesis submission or five years of tenure, whichever comes first, with no extension beyond five years. A scholar moving from M.Phil to Ph.D may take up to two years between the M.Phil result and the doctoral admission; that gap is unpaid, and the five-year tenure is counted excluding it.

Rates are pegged to UGC fellowship rates rather than set independently, so they move when UGC's move.

Escort or reader assistance is released against verification by the nodal officer of the university or institute, as paragraph 12.5 records, and the contingency grant is split into four quarterly slots falling in March, June, September and December, per the portal's user manual.

House rent allowance is payable at 9, 18 or 27 percent to a scholar not given hostel accommodation, calculated on the fellowship amount and following the city categorisation the central government uses. Refusing hostel accommodation that the institution has offered forfeits the claim; where a hostel seat is provided, only the hostel fee is drawn, excluding mess, electricity and water charges.

The rates moved recently, and the older ones are still in circulation. The department asked Canara Bank to pay the current rates with effect from 1 January 2023, revising the junior stage up from Rs 31,000 a month, after UGC approved the revision by a public notice dated 16 October 2023, in a letter dated 27 October 2023. Where a figure of Rs 31,000 a month still stands against the junior stage, it is the pre-revision rate that letter replaced.

Beyond the identity and academic proofs any scholarship asks for, this fellowship runs on a set of seven prescribed annexures: a verification form cum joining report, a certificate by the institution, the continuation certificate, the half-yearly progress report, the contingency accounts form with its utilisation certificate, an HRA certificate, and the JRF to SRF upgradation form, as the department prescribes them.

Annexure I, the verification form cum joining report, asks for details a scholar cannot improvise: the UDID card number, the type of disability as the UDID records it, the percentage of disability, the one-time registration number from the National Scholarship Portal, the dates of admission and of doctoral registration, the guide's name and designation, the research topic, and a declaration of any other fellowship ever received. The institution then certifies on its own annexure that the scholar is full-time and regular, that the UDID and the disability certificate were issued by the notified medical authority, and that the name matches the NFPwD award letter. Because that certificate turns on the name matching, and because the account details are sent to the Public Financial Management System for validation before a beneficiary code exists, as the SFMP user manual sets out, a mismatch in the UDID record or in the bank account name is far cheaper to settle before the form is filed than after.

There is no separate application form for this fellowship. Entry happens inside the NET application rather than on a scheme portal. Shortlisting is done on the top percentile score published by the National Testing Agency through the UGC NET and joint CSIR-UGC NET results, which is how NDFDC describes its own process. In practice this means the decisions that matter are taken when a candidate fills the NET form: declaring benchmark disability and opting for the JRF alongside the lectureship paper.

Everything procedural begins after the award letter. The department publishes the result on its website and issues award letters, and the concerned university or institution verifies the genuineness of the disability certificate before the fellow may draw anything, under paragraph 12.6. A candidate who did not hold admission when selected must take regular, full-time admission at the first available opportunity and not later than three years from the date of the award.

Then the money side opens. The scholar ID is linked on the Scholarship and Fellowship Management Portal, either by the institution's nodal officer or by the scholar, who registers at the portal's Scholar's Corner with the scheme name, the scholar ID printed on the award letter, date of birth and the registered email, as the SFMP user manual sets out. Linking is allowed within 24 months of the date of result for fellowship schemes; past that the institution has to raise a formal exception on the portal, which is why a delayed joining is worth escalating early rather than late.

Tracking splits across the portal, the university office and UIDAI. The Scholar's Corner login shows the linking data the institution entered, which the scholar can approve or reject within 24 hours, and it also carries the Aadhaar seeding status; the manual directs a scholar to check the NPCI mapping of the bank account on UIDAI's own website rather than on SFMP, because payments go only to an Aadhaar-seeded account (SFMP user manual). Each month's payment is built from a monthly payment confirmation, which the scholar or the nodal officer initiates and a second officer at the institution approves, and which this scheme allows the institution to mark up to the 15th of the month. A month with no credit therefore has a step inside the institution to check first. Grievances are raised in SFMP itself, and a stop payment already marked on a scholar can be revoked on the same portal.

Merit here is a test score, applied nationally rather than state by state. The National Testing Agency prepares the cut-offs in marks or percentile and the all-India merit list, and NDFDC shortlists against it, as NDFDC describes the sequence. Documents verified by the nodal officers of universities and institutions are then sent to the department for final approval, and the department's decision on the award is final with no appeal against it, per paragraph 12.6 of the guidelines.

The published lists show what those slots turn into. The department's list for 2024-25 runs to 193 selected candidates, and the list NDFDC published for the June 2025 cycle names 94. Neither list fills the 200 slots the scheme provides for each year, and the scheme's broad-features table counts those slots as fresh awards on top of ongoing cases. On the published record, the constraint has been the supply of eligible NET-qualified candidates with benchmark disability rather than a shortage of seats.

Money moves by direct benefit transfer into an Aadhaar-linked account, with the payment files digitally signed by NDFDC on the Public Financial Management System, under paragraph 12.7 of the guidelines. The obligation to report runs both ways: the nodal officer must update the portal when a scholar discontinues or takes inadmissible leave, and the scholar must intimate the same and refund any overpayment for the period after discontinuation.

Payment starts from 1 April of the selection year, or from the date of doctoral registration, or from the date of joining the programme, whichever falls last. Medical facilities and leave, including maternity leave, follow UGC's rules for its own fellowship programme.

Moving universities mid-tenure is possible but procedural. The transferring institution initiates it on the portal with a no-objection certificate uploaded, and the scholar has to clear every pending payment confirmation before the transfer date, as the user manual specifies.
