National Fellowship For OBC Students(NFOS)

NFOBC keeps no calendar of its own. It borrows the NTA's, and every date that can cost you money is counted from the declaration of the NET result.

Nobody applies for this fellowship, so nobody is assessed for it separately. The April 2019 scheme guidelines run the whole test off three facts: your NET-JRF result, your OBC status, and enrolment on a regular full-time M.Phil or PhD at an institution recognised under the UGC Act, 1956 or funded by a State or Central government. They publish no income ceiling of their own, and there is no interview, no separate scheme application and no scheme-run assessment between the NET result and the award.

Two clauses in that paragraph decide what the award is worth to you. The offer in the JRF award letter is valid for three years from the date it is issued, and that is the whole window in which you have to find a research place. The second fixes when the money starts: for a candidate who had already joined an M.Phil or PhD, the fellowship commences from the declaration of the NFOBC result or the date of joining, whichever is later, so nothing before that date is paid.

The disability quota is published at two different figures, and the live one is the larger. NBCFDC's NFOBC page states a 5% reservation of slots for OBC research scholars with a disability and the ministry's SHREYAS release states the same 5%, while the April 2019 guidelines still read "at least 4%" because they have not been reissued since.

The bar on holding a second award is checked by your university, not by NBCFDC, and it is checked before any money is scheduled. Before your details go on the payment portal, the institution has to verify that your OBC certificate is genuine, and it has to satisfy itself that you were not drawing another fellowship or project payment at the time of selection, per the scheme guidelines. A project stipend you had not mentioned surfaces at exactly that step.

Cancellation is the only setting the guidelines have. Nine separate grounds are listed and not one of them pauses the fellowship: employment discovered during the M.Phil or PhD research, an adverse report from the institution, plagiarism, unsatisfactory progress and a false or misleading statement used to obtain the award all end it, at any point in the tenure. One irreversible step is worth knowing about: once a discontinuation is marked and approved on the portal, the NBCFDC user manual says it cannot be reverted, so a temporary break must never be recorded that way.

There is no renewal application. The JRF phase runs two years; what converts it into the three-year Senior Research Fellow phase is the assessment of the research at that point, made against UGC norms, and NFOBC's own ceiling on the two phases together is five years. The upgrade is an entry the institution's nodal officer files on the portal, and the payment schedule rewrites itself once the scheme administrator approves it.

An integrated M.Phil plus PhD registration carries a second, separate upgrade on the portal, and the nodal officer can file it only after the M.Phil completion details have been approved; the payment schedule is rebuilt when the scheme administrator clears it, so a completion certificate sitting unapproved holds up the record rather than the research. Genuine gaps are recorded rather than lost: academic leave and intermittent breaks are marked as gap periods on the portal by the nodal officer and approved by the checker, and a transfer of research place moves your record to the new university without a fresh award.

The stipend rows are the revision the older documents miss. The ministry told Parliament that the JRF rate moved from Rs 31,000 to Rs 37,000 and the SRF rate from Rs 35,000 to Rs 42,000 with effect from 1 January 2023, in a reply on Junior Research Fellowships for OBC students. Contingency is not paid as one annual cheque; the portal manual divides the year's amount into four quarterly slots falling in March, June, September and December, and a claim larger than the slot has to be adjusted by the nodal officer.

House rent allowance is not a top-up that sits alongside a hostel seat. It reaches only a scholar the university has not housed, and a hostel seat that is offered and refused forfeits the claim under the UGC pattern the guidelines adopt. NBCFDC revised the city-class percentages upward for X, Y and Z cities with effect from 1 January 2024 and loaded them into the payment portal, in a public notice on revised HRA rates issued long after that date, which is why a nodal officer can claim the difference for months already gone.

Nothing is couriered. Certificates are uploaded on the Canara Bank scholarship portal under the NFOBC fellowship, and NBCFDC's note on documents states that physical documents are not required, while reserving the right to ask for one later.

The uploads that carry the payment file are the joining certificate and the award letter at the start, then continuation, HRA and contingency certificates and the JRF to SRF upgradation papers as the tenure runs. Each file has to be a PDF between 50 KB and 5 MB, and the filename must not carry special characters or blank spaces, per the user manual. An upload that bounces here is usually the file rather than the certificate: a blank space in the filename, a stray apostrophe, or a scan that ran past 5 MB.

The paper on that list that puzzles NFOBC scholars is the annual income certificate, since the April 2019 guidelines attach no income limit to any part of the eligibility test. It is collected as part of the OBC certification your institution verifies before it links you, not as a means test the fellowship applies.

There is no application form for the fellowship. What follows the NET result is registration and linking, in six steps.

1. Qualify for JRF in the UGC-NET or the Joint CSIR-UGC NET. NTA prepares the NFOBC list from the same result.
2. Download the qualified list and your fellowship award letter from the NBCFDC NFOBC page, which publishes both session by session.
3. Register in Scholar's Corner at scholarship.canarabank.in using the scheme name, the Scholar ID printed on the award letter, your date of birth and the email ID registered against the fellowship. The password reaches that email, and a Find Scholar ID option covers the case where the ID is not to hand.
4. Get the Scholar ID linked on the Scholarship and Fellowship Management Portal. Either route works: you can start it from Scholar's Corner with the Online Joining Report option, or your university's nodal officer can raise it, and the record carries your account number, IFSC code, joining and registration dates and HRA entitlement with the joining certificate and award letter attached.
5. Verify what the university entered, from your own Scholar's Corner login. The portal manual allows 24 hours for that, after which the institution may submit the record without your confirmation.
6. The account goes to PFMS for validation and a beneficiary code, and NBCFDC approves the linking.

Step four is where a qualified candidate loses the money. The portal parameter for fellowship schemes sets 24 months from the date of result or the batch cut-off date as the outer limit on that linking, per the manual; a university arriving later has to get an exception approved by NBCFDC, naming the extended period, before the portal will accept you at all.

Checking Where Your Application and Your Money Have Reached

Scholar's Corner is the scholar's own view: it shows whether the linking has been done, what the university entered, and the paid details once payments begin, while the institution sees the same record through the portal's payboard and monthly confirmation reports. Payment is not automatic each month, which is what most delay complaints turn out to be. Someone has to mark the monthly confirmation, either you through the online confirmation marking option or the nodal officer through the portal, and for NFOBC that window stays open until the 15th of the month. A month that goes unmarked is claimed later as an arrear, though the portal only lets the university reach back 12 months before that too needs an exception.

Confirmation marked and still no credit points at the account, not at NFOBC. The scheme pays into an Aadhaar-seeded account, and the manual sends scholars to read their own seeding status at myaadhaar.uidai.gov.in; an Inactive status is cleared at the bank branch, after which NPCI mapping generally takes 48 to 72 hours. Portal faults themselves, as against payment questions, are raised through the grievance option built into the portal.

Selection runs off the merit of each UGC-NET-JRF and CSIR-NET-JRF examination and is made twice a year, once per session, with a preference for candidates who already hold admission and a separate merit list for those who do not. The 2019 guidelines leave the last word with the UGC: its decision on an award is final and no appeal lies against it.

Qualifying for the list and being paid are two different events, and this is where the scheme is tighter than it looks. Of the 1000 slots a year, 750 go to UGC-NET subjects and 250 to the Joint CSIR-UGC NET stream, as the ministry sets out. Divided between the two UGC-NET sessions, those 750 come out at the 375 that NBCFDC's award-letter notes name for session after session, each time with the words first come, first served; the CSIR half is split the same way, at 125 a session. The list for UGC-NET June 2025, by contrast, runs to 447 entries, printed as application and roll numbers with no names against them. That is why the order in which universities file their linking requests, and not the NET score alone, settles who is actually paid.

A transfer of research place is allowed once in the whole tenure, and the two universities handle it between themselves on the portal rather than through a fresh application. If you resign or relinquish the fellowship, the university reports it on the same portal and uses the stop payment link at the next monthly confirmation; stop payment can be marked for the current month and up to three months back where the credit has not yet gone out.

Aadhaar is not optional here. Payment runs on Direct Benefit Transfer, and the scheme guidelines record that the Ministry of Social Justice notified Aadhaar as the identity document for every scholarship and fellowship scheme under section 7 of the Aadhaar Act, 2016, by notification 428 of 16 February 2017. The corporation also puts the cost of a wrong claim on the institution: its HRA notice states that the university, institution or college will be responsible for any false or wrong payment, which is why nodal officers ask for certificates before they mark a confirmation.

NBCFDC runs a dedicated desk for this scheme, reachable on 011-45854421 and at nf-obc@nbcfdc.gov.in, and its NFOBC page is where the guidelines, annexures, session-wise results and award letters are posted. Portal defects go through the grievance option inside the Scholarship and Fellowship Management Portal, where scholars, universities and scheme administrators all raise them.

A missing or late payment is worth taking to your own institution's nodal officer first. Every instruction that releases money, from the linking to the monthly confirmation to a stop payment, originates at that desk, and NBCFDC acts on what it receives from there.
