About QIPFU

A student cannot apply for this scheme, and nothing in it creates a student route. The AICTE Quality Improvement (Foreign University) Programme, shortened everywhere to QIP (FU), is money for a person already employed as a teacher, and its application form opens by asking for the applicant's present designation, whether the post is permanent, temporary or on contract, and the unique number AICTE has allotted to the college that employs them (AICTE, procedure for availing scholarship under QIP (FU)).

The phrase "foreign university" is doing something specific here, and it is not a study tour, a semester exchange, or an overseas professor flown in to teach on an Indian campus. The teacher leaves India for a full doctoral programme at a university placed in the world's top 500 by the QS, Times Higher Education or Shanghai lists, having won that admission on their own application, and AICTE enters only once the offer letter and the visa already exist (AICTE QIP (Foreign University) scheme document).

AICTE approved the programme at the 55th meeting of its Council on 14 August 2018, as an extension of the Quality Improvement Programme the Government of India began in 1970, with one deliberate narrowing: the older programme carries teachers through Master's and doctoral study inside India, while this one covers a PhD abroad and nothing else (AICTE, FAQs of QIP (FU) 2018).

What AICTE contributes is small and short by design. The scholarship is Rs 25,000 a month, paid for the first year of the doctoral programme only, and every other cost of moving abroad stays with the teacher or the parent college (AICTE QIP (Foreign University) scheme document).

A caveat has to travel with all of this. Every rule set out below is read off the 2018 papers, because AICTE has issued nothing since, and the Foreign University variant is missing from the Council's own Faculty Development Schemes listing, which carries the domestic QIP and the QIP-PG certificate programme and stops there (AICTE faculty development schemes).

QIP (FU) has a start date and no timetable. The Council approved it at its 55th meeting on 14 August 2018, and that approval is the only date the scheme's own papers commit to (AICTE, FAQs of QIP (FU) 2018).

Everything after that is triggered by the applicant's own calendar. The application to AICTE follows the foreign university's admission and the visa, and the procedure names no common last date for a year's applications (AICTE, procedure for availing scholarship under QIP (FU)).

Is a round open right now? The papers will not say. What they do say is narrower than a teacher weighing a departure would like: the funding clause extends the scholarship to faculty admitted during academic year 2018-19, and no later version of the scheme document has been issued (AICTE QIP (Foreign University) scheme document).

AICTE's Faculty Development Schemes page, meanwhile, lists the domestic QIP and the QIP-PG certificate programme launched in May 2024, and does not list the Foreign University variant at all (AICTE faculty development schemes).

The scheme has not been formally withdrawn either: AICTE's AQIS bureau page still names Quality Improvement Programme (Foreign University) among its faculty development schemes (AICTE AQIS). A government scheme listing can outlive the round it describes, so anyone planning around QIP (FU) should confirm with AICTE that applications are still being accepted before making commitments abroad (myScheme, AICTE Quality Improvement (Foreign University) Programme).

Eligibility criteria

The employer test comes before the personal one. The applicant has to hold a full time regular or permanent post in a college AICTE recognises at degree level, which leaves out anyone appointed on contract, on an ad hoc basis, or at a polytechnic (AICTE QIP (Foreign University) scheme document).

Three years of teaching experience at graduate level and a Master's degree in the appropriate branch form the academic floor, and the admission offer from the listed foreign university has to have been issued within the previous five years (AICTE, FAQs of QIP (FU) 2018).

The condition most likely to catch someone out is the age bar, and it is missing from the four line eligibility summary the scheme listings carry, which is reproduced further down this page. AICTE writes it into the scheme document and into its FAQ set instead: the candidate must be below 40 years of age, relaxed to 45 for a reserved category candidate (AICTE QIP (Foreign University) scheme document).

Subject choice is constrained too. The doctoral subject has to come from the list of core subjects and courses AICTE approved in 2017, or added or modified afterwards, and AICTE has stated plainly that none of the eligibility criteria will be relaxed for anyone (AICTE, FAQs of QIP (FU) 2018).

Exclusions

The bars in this scheme are real; they are simply filed under the FAQ rather than under a heading that says exclusions.

A teacher who already holds a PhD is not eligible to take a second one under QIP (FU), and a teacher already admitted to a PhD at an Indian university who draws an AICTE QIP scholarship, or a scholarship from any other Government of India scheme or Indian funding agency, will not be considered either (AICTE, FAQs of QIP (FU) 2018).

Employment status is checked on the form itself, where the applicant has to tick permanent, temporary or on contract, and the head of the institution has to attest and recommend the whole application before it reaches AICTE (AICTE, procedure for availing scholarship under QIP (FU)).

Renewal conditions

The scholarship stops after the first year, and the scheme papers hold no second instalment for anyone to apply for.

AICTE has explained the cut-off rather than left it unstated. Its reasoning is that fellowships, studentships, assistantships and grants are available to a doctoral scholar from the host university and from international agencies, which a faculty member may procure once the programme is under way, so the Council pays the stretch when nothing else is in place (AICTE, FAQs of QIP (FU) 2018).

Extending the PhD does not extend the payment. The parent institute may relieve the teacher for three years, extendable by six months and by a further six months in special cases on the research supervisor's recommendation, and the salary runs through all of it, but AICTE's share stays fixed at the first year (AICTE QIP (Foreign University) scheme document).

Reading the funding clause by head is more useful than reading the headline figure, because most of the heads are blank.

The largest sum in the whole arrangement never comes from AICTE. The parent university or college treats the teacher as on deputation or study leave and provides full salary for the study period, which is why the employer's willingness matters more to the outcome than the scholarship does (AICTE, FAQs of QIP (FU) 2018).

A teacher living on a foreign campus is nonetheless paid at home. AICTE's side by side comparison of the two programmes records the QIP (FU) payment as monthly into the bank in India only, so rent and groceries abroad have to be met out of money moved from an Indian account (AICTE, FAQs of QIP (FU) 2018).

What to prepare

Documents required

The seven item list AICTE publishes is the easy half; the application form behind its first line asks for a great deal more than seven answers. It wants date of birth and age as on the date of application to the foreign university with a certificate attached, category, the full teaching record in chronological order with post held and subjects taught, and, for the doctoral admission, the supervisor's name, the title of the project, the commencement date, the tentative date of completion and the date the candidate leaves India (AICTE, procedure for availing scholarship under QIP (FU)).

The Mandate form is the banking half of the file and the half most likely to come back for correction. It carries the institute's permanent ID, the faculty ID, a copy of the applicant's PAN, the bank name and the branch address in India, a 16 digit account number with a cancelled cheque attached, the IFSC code, the banker's signature and seal, and the signature of the Director, Registrar or Principal (AICTE, procedure for availing scholarship under QIP (FU)).

Two documents in the list are written by other people and cannot be produced at the last minute: the letter from the foreign university conveying admission with the start and end dates, and the parent institute's authentication that the applicant meets the eligibility criteria and is being relieved (AICTE, procedure for availing scholarship under QIP (FU)).

Step by step

How to apply

AICTE is the last door in this sequence rather than the first, and applying to the Council before the rest is in place gets an applicant nowhere. The order set out in the scheme papers runs like this:

1. Take permission or an NOC from the parent university or college before applying anywhere abroad.
2. Win admission to a doctoral programme at one of the listed foreign universities, through your own application and by that university's own procedure.
3. Obtain the visa, and pursue whatever fellowship, assistantship, travel grant or scholarship the host university or an agency abroad offers.
4. Furnish the written Undertaking to the parent institute.
5. Have the institute relieve you on deputation or study leave, with the head of the institution signing the mandate and the recommendation.
6. Only then apply to AICTE, with the filled application form, the Mandate form and the parent institute's authentication.

What can be followed after submission is paperwork rather than a case number, since the scheme runs offline and publishes no application status screen. The practical signal that a sanction has gone through is the credit itself, arriving in the Indian account named on the Mandate form, which is the reason the bank details are attested by both the banker and the head of the institution (AICTE, procedure for availing scholarship under QIP (FU)).

The second thread to follow is the quarterly progress report. Through the doctoral programme the faculty member files it in the prescribed format, with the supervisor's remarks and recommendation, to the institute in India and with an endorsement to AICTE, so the parent institute's office is where the live file physically sits (AICTE QIP (Foreign University) scheme document).

Selection process

AICTE describes its own role in one clause: it will consider applications and grant the necessary approvals for sanction of the scholarship provided the faculty member submits the seven listed documents (AICTE, procedure for availing scholarship under QIP (FU)). That is a verification desk rather than a competition, and QIP (FU) prescribes nothing an applicant could be scored on, ranked against or called in for.

Such competition as exists sits in the ceiling. The scheme provides for a total of 1000 seats in a financial year and records that Government of India guidelines on reservation policy are to be implemented (AICTE QIP (Foreign University) scheme document).

The decision that actually filters applicants is taken abroad. Where the domestic programme admits sponsored teachers through QIP nodal centres, QIP (FU) leaves admission entirely to the candidate's own efforts, so a refusal from the host university closes the matter long before AICTE sees a form (AICTE, FAQs of QIP (FU) 2018).

Terms & conditions

The Undertaking signed before leaving India is the heaviest clause here. It binds the teacher to return to India after the doctorate and serve the parent university or college for five years, and to file quarterly progress reports until the thesis is submitted (AICTE, FAQs of QIP (FU) 2018).

Breaking it carries consequences the documents spell out. Abandoning the doctorate for personal reasons, or failing to complete or submit the dissertation, exposes the teacher to disciplinary action and to recovery of the entire salary paid during the study period, and not returning to India leaves them liable to prosecution under the rules of the university and the state government (AICTE, FAQs of QIP (FU) 2018).

AICTE can separately demand its own money back. The grounds it lists are not starting or discontinuing the doctorate for personal reasons, failing to furnish the quarterly progress reports to the institute and to AICTE, using the scholarship for something other than its sanctioned purpose, being found guilty under the law of the host country or deported to India, and breaching the Undertaking given to the parent institute (AICTE, FAQs of QIP (FU) 2018).

Two smaller conditions shape daily life abroad. Work inside the host campus may be taken up where that university's rules allow it, while work outside the campus is not permitted, and AICTE states that it will not be liable for any expenditure incurred or loan taken by the faculty member while pursuing the doctorate (AICTE QIP (Foreign University) scheme document).

A teacher with a question about QIP (FU) will get further with their own Director, Registrar or Principal than with AICTE. That officer's signature sits on the application, on the Mandate form, on the relieving order and on the recommendation, and the file cannot leave the college without all four (AICTE, procedure for availing scholarship under QIP (FU)).
