The scheme record publishes no open or close date, and that is accurate rather than incomplete: INSPIRE Fellowship has no fixed annual calendar date, only a stated window. DST announces the call during the third or fourth quarter of each financial year, and applications are taken only against that call (INSPIRE Fellowship FAQs).

One deadline in that table is automated and unforgiving. If the Joining-cum-Acceptance letter is not uploaded within one month of the final offer, the guidelines make the final offer liable for cancellation with no further correspondence entertained (INSPIRE Fellowship Guidelines); the department's FAQ states the same rule harder, that the offer shall automatically stand withdrawn (INSPIRE Fellowship FAQs).

Two things decide eligibility: a rank, or an existing INSPIRE Scholar record. Nothing else opens the door.

The Four Routes Into an INSPIRE Fellowship

The fellowship guidelines that apply from April 2026 set out four alternative routes. Each carries its own marks floor, and each requires a rank in the complete degree examination rather than in a single specialisation (INSPIRE Fellowship Guidelines).

The bachelor's routes are the substantive change, and they are why the eligibility list on the scheme record below reads narrower than the table above: that older list admits a bachelor's-level rank in Medicine alone. The guidelines applicable from April 2026 extend the same door to B.Sc., B.Sc. (Hons.), B.E., B.Tech and the two veterinary degrees, provided the rank is held in the complete degree examination across a four-year tenure or more and the batch clears the same floor of 07 students (INSPIRE Fellowship Guidelines).

DST describes the target age band for this component as 22 to 27 years (DST, INSPIRE Scheme). The eligibility clause of the fellowship guidelines itself sets no age bar, so age is a description of the intended cohort rather than a rejection ground written into the rules.

Clearing a route is only the entry ticket. The guidelines say plainly that meeting the criteria will not guarantee a final offer, because a Subject Expert Committee weighs academic merit, the research proposal, the supervisor's research credentials and the host institution against every other application in the round (INSPIRE Fellowship Guidelines).

The scheme record below sets out who is barred outright. It says nothing about the document defects that end a file at Level-I screening, before the Subject Expert Committee ever opens the research proposal (INSPIRE Fellowship FAQs), and those are the ones worth naming.

The First Rank Certificate is the single most common failure point. It must be produced strictly in the prescribed INSPIRE format with no modification, striking or overwriting; a provisional rank certificate or a mark sheet submitted in its place is not acceptable, and a certificate that deviates from the format is liable to be rejected outright (INSPIRE Fellowship FAQs). Marksheets follow the same logic. All semester or year-wise marksheets for the UG and PG programmes must be uploaded combined into a single PDF, and a consolidated marksheet or a final-semester marksheet on its own will not be accepted (INSPIRE Fellowship FAQs).

Taking a job ends the fellowship rather than pausing it. DST's position is that there is no provision for holding an INSPIRE Fellowship while employed and rejoining later, and the fellowship is discontinued from the date of joining the job, full-time or part-time (INSPIRE Fellowship FAQs).

There is no re-application. The fellowship continues year on year as long as the money from the previous year has been accounted for and the research has been reported.

At the end of every financial year the fellow uploads a Utilization Certificate, a Statement of Expenditure, a claim bill where one applies, and an Annual Progress Report in the prescribed formats on the INSPIRE portal (INSPIRE Fellowship FAQs). One arithmetic condition gates the second instalment onward: the unspent balance from the previously assigned limit, including HRA, has to be less than Rs 40,000, and a Statement of Expenditure or Utilization Certificate without the seal of the competent authority is rejected (INSPIRE Fellowship FAQs).

The upgrade from Junior Research Fellow to Senior Research Fellow is the other annual milestone, and it is assessed by the host institute rather than by DST. Two years as a JRF is the normal qualifying point, but a fellow with at least one first-author paper accepted in an SCI indexed journal out of the Ph.D. work can be considered after a single year (INSPIRE Fellowship FAQs). A three-member Assessment Committee is constituted by the Vice-Chancellor, Director or Head of the host institute, made up of the fellow's research supervisor, one faculty member of the host institution, and a DST-nominated expert who chairs it. The institute picks that chairperson itself from the Fellows of INSA, the Indian Academy of Sciences, NASI or INAE, subject to the expert being in the relevant research area, from another institution, unrelated to the fellow or the supervisor, and not a former student of the supervisor (JRF to SRF Upgradation Guidelines). Timing matters for the effective date: where the assessment happens within four months of the residency period ending and the report is uploaded within two months, the upgrade takes effect from the working day following completion of that period, and where it slips, the effective date moves to the assessment or the upload (JRF to SRF Upgradation Guidelines).

Entry is always as a Junior Research Fellow. There is no direct entry as a Senior Research Fellow, and both ranks are called INSPIRE Fellow (INSPIRE Fellowship FAQs).

The contingency grant is spent under host institution norms, and an unspent balance rolls into the next year up to a ceiling of Rs 20,000 (INSPIRE Fellowship FAQs). Because HRA varies with the city of the host institute, the full-year sanction is not one national figure. The portal's grant status notice for the 2026-27 financial year sets a separate amount against every IF number, and a small set of values repeats down that list: Rs 5,08,400, Rs 5,52,800 and Rs 5,97,200 lower down, Rs 5,74,400, Rs 6,24,800 and Rs 6,75,200 higher up (INSPIRE fellowship grant status notice).

One benefit is easy to miss. A fellow may take a short-term research internship at any national or international laboratory, university or institute for up to 18 months, in one slot or several, inside the five-year tenure, with prior permission from DST on the supervisor's recommendation. Where the overseas institution funds that stay in full, the INSPIRE Fellowship is not remitted for the period abroad (INSPIRE Fellowship Guidelines). International conference travel is not covered at all (INSPIRE Fellowship FAQs).

The scheme record carries the full checklist. Three points about how the documents are read are worth adding, because they decide whether the file passes Level-I screening.

Internet or computer-generated marksheets are accepted only when they are duly authenticated; otherwise a clear scanned copy of the original is expected (INSPIRE Fellowship FAQs). Where a fellow later needs to move to a different host institute, the file is a bundle rather than a letter: No Objection Certificates from both host institutes and both supervisors, a detailed justification, an up-to-date research progress report, the CV of the new supervisor, an up-to-date financial statement from the first host institute, and an undertaking forwarded through the new supervisor that the Ph.D. will still finish inside the approved duration (INSPIRE Fellowship FAQs). At the end, a soft copy of the thesis, published papers and patent details goes to DST on a USB storage device by speed post, and claims must be settled within one year of leaving the fellowship (INSPIRE Fellowship Guidelines).

Applications are accepted online only, and only against an open call, at the INSPIRE web portal at online-inspire.gov.in (INSPIRE Fellowship FAQs). There is no offline route and no departmental submission through a university office.

The host institution's role starts after selection, and it is financial. The fellowship limit is assigned through the Public Financial Management System to the host institution's Zero-balance Subsidiary Account in Union Bank of India under the TSA Hybrid 1A model, and the institute then transfers the monthly fellowship to the student's own bank account under its norms. The institute has to hold that ZBSA, mapped and flagged in PFMS, before any limit can be assigned, and DST asks for it to be named in the pattern of the institution's name followed by Vigyan Dhara (INSPIRE Fellowship FAQs). A candidate whose department has never hosted an INSPIRE Fellow should raise this with the accounts section early, because a host institute not registered under PFMS cannot be assigned the grant at all. One caution on which document to hand them: the scheme record below still describes the earlier arrangement, a Bank of Maharashtra account under the Central Nodal Agency model, while both the current guidelines and the departmental FAQs specify the Union Bank of India ZBSA operated under TSA Hybrid 1A (INSPIRE Fellowship Guidelines).

How to Track an Application and a Payment

Every stage of an INSPIRE Fellowship lives inside the applicant's own portal account, and DST communicates the result of the selection process to the individual candidate through that account only (INSPIRE Fellowship Guidelines). Four checks cover the whole life of a file.

1. Screening and evaluation results. Level-I and Level-II outcomes appear as notices on the portal and on the applicant's account.
2. Bank detail approval. After the host institute's bank details are submitted, approval usually takes about one week, and the portal account is where the update shows (INSPIRE Fellowship FAQs).
3. Sanction order. The sanction order for a fellow is generated in the portal account, and the fellow downloads a copy and hands it to the host institution for further action (INSPIRE Fellowship FAQs).
4. Grant status. DST publishes a fellowship grant status notice keyed to each IF number, marking whether the limit assignment is complete, under process, or held up by a discrepancy in the submitted documents (INSPIRE fellowship grant status notice).

Where an instalment is the thing being chased, the clock is stated: from the date the requisite documents are uploaded, the fellowship limit is generally assigned within 2 months (INSPIRE Fellowship FAQs).

Selection runs in two tiers. Level-I is a screening of eligibility and completeness by an internal committee; Level-II is an evaluation by a Subject Expert Committee that scores academic merit, the host institution including the supervisor's CV, and the detailed research proposal. Applicants have to clear a minimum qualifying score at Level-II, and DST says openly that the cut-off varies with the competitive framework of that round (INSPIRE Fellowship FAQs).

What follows depends on whether the applicant was already admitted to a Ph.D. programme when the application went in. Someone already admitted and recommended at both levels receives a Final Offer. Someone not yet admitted but recommended at Level-I receives a Provisional Offer, which is not an award: it buys two upload slots of one month each, separated by a gap of roughly five to six months, inside a one-year window, in which to produce Ph.D. admission documents (INSPIRE Fellowship Guidelines). Miss both and the portal closes automatically and the provisional offer stands withdrawn (INSPIRE Fellowship FAQs).

A rejection is not always final. An applicant whose file is not recommended has to file a consent form for re-submission on the portal within 30 days of the non-recommendation letter, then upload a modified research proposal against the reverted one during the immediately following application slot, which stays open for 30 days (INSPIRE Fellowship Guidelines).

The competition is worth sizing honestly. Against a ceiling of 1000 fellowships a year nationally, the state-wise count DST placed before the Rajya Sabha for 2024-25, taken up to 21 March 2025, shows how thinly the awards spread: Tamil Nadu 59, Delhi 53, West Bengal 52 and Karnataka 46, against 1 each for Meghalaya, Nagaland and Tripura (PIB, Rajya Sabha reply on the INSPIRE scheme).

The rule that surprises most fellows is the one about the host institute. Because the final offer is weighted on the research proposal and the type of host institute, a fellow is not allowed to move the fellowship elsewhere or change the research proposal during the five-year tenure, except in extraordinary circumstances such as dislocation due to marriage for a female candidate, the death of the research supervisor, or a proven case of sexual harassment. Even then the new proposal, supervisor CV and host institute go back to the Subject Expert Committee, the shift is allowed only once in the tenure, and it must happen within one year of the activation date (INSPIRE Fellowship Guidelines). Moving without written permission can end the fellowship, and where a fellow leaves without permission the institution is not to pay the due stipend without DST's clearance (INSPIRE Fellowship FAQs).

The activation date is a defined thing, not the date of joining a laboratory. For an applicant already enrolled in a Ph.D., it is the day immediately after the closing date of the advertisement, or the day after being relieved from a previous fellowship or service, whichever is later; for an applicant not yet enrolled, it runs from the closing date of the document upload slot instead. Backdating a resignation from a previous fellowship does not move it (INSPIRE Fellowship Guidelines).

Fellows may not take any paid or unpaid assignment outside the approved research programme, though they may assist the host institute with academic activities under its own Ph.D. rules where that does not slow the research (INSPIRE Fellowship Guidelines). DST support has to be acknowledged in every publication, patent and in the thesis, and where a fellowship is terminated on unethical grounds the entire released grant is refundable with interest (INSPIRE Fellowship Guidelines).

Queries go to the INSPIRE Division at DST, and they are split by batch year rather than by subject.
