Innovation In Science Pursuit For Inspired Research (INSPIRE) - Faculty Fellowship(INSPIRE-FF)

Applications open against a specific call announcement rather than a standing window, and the FAQ document puts that call in July or August, once a year, on the online portal. The 2025 advertisement held to that pattern: the portal opened on 15 August 2025 and closed on 14 September 2025 at 23:59 hrs IST.

Two dates inside any cycle are worth marking, and the call fixes both. Age is reckoned as on 1 January of the advertisement year, not on the closing date, so a birthday during the window changes nothing. For a candidate awaiting the degree, the thesis submission date has to fall on or before the closing date, and a selected candidate who is yet to be awarded the Ph.D. gets three months to submit the degree certificate. After the offer letter, three months is also the window to take up the fellowship before the offer may be forfeited, extendable to a maximum of six months for a candidate finishing a post-doctoral stint elsewhere.

The doctorate is the gate, and it does not have to be an Indian one: Indian citizens and people of Indian origin holding PIO status qualify with a Ph.D. from any recognised university anywhere in the world. Candidates who have submitted the thesis but not yet received the degree may apply, though selection is confirmed only once the degree is actually awarded, and the 2025 call requires the thesis submission date to fall on or before the application deadline.

Two filters run underneath that. Academic consistency is measured from the Senior Secondary Examination onward, with a minimum of 60% or the equivalent CGPA at every stage from Class 12 up. Age is reckoned as on 1 January of the year of the advertisement, and the 2025 call sets the upper limit at 32 years for the general category, 37 years for SC, ST and women candidates, and 42 years for persons with benchmark disabilities of not less than 40 percent.

The translational research track carries a different test of merit. Where other applicants are judged on publications in reputed journals, an applicant in that area must hold at least two patents filed or one patent granted, and the host institution must be an S&T institution with a Central or State supported Technology Business Incubator, so the deep-tech work runs alongside the incubator, per the 2025 call.

Beyond the essentials, the call names a desirable profile: candidates in the top 1% of the Class 12 examination, IIT-JEE and NEET rank holders, and first rank holders at graduation or post-graduation level.

Where a current job is concerned, DST's two live documents do not read the same way, and an applicant needs to notice which one governs the cycle being applied to. The 2025 call states flatly that candidates already holding a permanent academic or research position are not eligible to apply. The department's own FAQ document is broader, saying candidates employed in any form with an organisation in India may apply provided they relinquish the job on selection. The advertisement is the operative bar for its own cycle, so read the current one before assuming a permanent post is survivable.

Resignation is the part both documents agree on, and it is absolute. A selected candidate has to resign from the current job and organisation before taking up the fellowship, and the call refuses lien, deputation and leave of any type as substitutes. A candidate who instead secures a regular position at any institute or university after submitting the application is entitled to receive the Research Grant only, not the monthly fellowship. No other fellowship may be held alongside this one for the length of the tenure. Two procedural exclusions close the list, both in the same call: one application per candidate, and incomplete or improper uploads rejected without further correspondence.

Nothing about this fellowship is renewed. The FAQ document puts it in as many words: the tenure is a maximum of five years, no further extension is given under existing rules, and the fellowship is not renewable after five years under any circumstances. What host institutions are asked to do instead is consider the fellow for a permanent position in due course, subject to their own performance criteria.

Continuation inside those five years is not automatic either. The fellow uploads an Annual Progress Report on the INSPIRE portal after each completed year, and a national-level expert committee carries out mid-term and periodic evaluation of the research, with further support depending on that assessment. On the money side, each subsequent instalment needs the Utilization Certificate, the Statement of Expenditure and the annual report in the prescribed formats, and the host institute has to file yearly financial statements before a release is considered.

The monthly figure is consolidated and all-inclusive, and DST publishes no break-up of it. Rs 1,25,000 a month carries an annual increment of Rs 2,000, and the 2025 call records that it is taxable under the Indian IT Act. The Research Grant of Rs 7,00,000 every year for five years is separate money for the science itself. The host institute carries the financial and administrative responsibility for it, is accountable to the DST-INSPIRE Programme Division, and its bank account is the one the joining paperwork registers, so the grant is not the fellow's personal income.

How that Rs 7,00,000 may be spent is fixed. It covers manpower, equipment, consumables, travel, contingency and overhead, with travel and contingency each capped at 10 percent (Rs 70,000 a year) and overhead at 5 percent (Rs 35,000 a year); across the other heads the fellow has operational flexibility, per the FAQ document. One structural wrinkle is worth knowing before a fellowship is taken to a private campus: a fellow joining a private academic or research institute receives only the Research Grant from DST, and the host institution pays the fellowship amount itself at INSPIRE norms, as the implementation guidelines state.

Set against the other rungs of the same scheme, the gap is wide. The doctoral INSPIRE Fellowship pays Rs 37,000 a month as JRF and Rs 42,000 as SRF with HRA and a Rs 20,000 annual contingency grant, and the SHE scholarship pays Rs 80,000 a year, according to the ministry's August 2025 reply. The faculty component is priced to compete with an entry-level academic post rather than to top up a stipend.

The upload specification is published in the call rather than on the scheme listing, and each file has a fixed format and a size ceiling.

Scan and save every file before opening the form, because the application is uploaded in a single online pass, and no hard copy of the application or of any document is to be sent by post. A second, longer set of paperwork exists but is not part of the application at all: the two signed undertakings, the joining report, the host institute's bank details and the year-wise budget break-up are what a selected fellow uploads to release the first instalment.

Applications are accepted through the INSPIRE web portal at online-inspire.gov.in and in no other mode. Registration comes first, and the 2025 call is specific about the address you register with: it must be your own valid and functional personal email, and institutional email IDs are not permitted. Applicants outside India are asked to give a working WhatsApp number as well. Submit once, check everything first, and keep a printout of the submitted application.

Tracking the application works through that registered account, and only through it. Status is communicated solely to the registered email address from the INSPIRE web portal, and the applicant has to log in to the account to view it, so an institutional address that filters or expires will cost you the notification. Session results are published separately: the Indian National Science Academy's INSPIRE page carries the advertisement, the shortlisted candidate lists and the year-wise results of the faculty fellowship.

Payment status runs on the same portal once a fellowship is under way. After the joining documents are verified and financially approved, the sanction letter is uploaded to the INSPIRE portal for the fellow to download; later instalments follow the annual Utilization Certificate, Statement of Expenditure and progress report; and the FAQ document explains a payment that surprises fellows every year, the Rs 50,000 withheld from the fifth instalment, which is reimbursed once the final settlement documents are uploaded. For anything the portal does not answer, the programme division takes queries by email and on the helplines printed in the 2025 call.

Selection runs on the academic and research record through three tiers, and no interview panel decides it alone. Discipline-based Expert Committees evaluate the applications first, the Apex Level Committee and the INSPIRE Faculty Award Council then make recommendations, and DST makes the final selection on that basis, with the Indian National Science Academy assisting the process, per the FAQ document. A proposal filed under translational research is assessed differently again, by a committee of technology evaluators, venture capitalists and subject experts weighing novelty, maturation potential and commercialisation.

The arithmetic has tightened even as the intake grew. Applications rose from 2,007 in 2020 to 2,753 in 2024 while the ceiling moved from 100 to 150 awards, on the ministry's own figures. INSA publishes the selection committee and apex committee documents for the scheme, the lists of candidates shortlisted for interview and presentation, and the final list of selected candidates, all on its INSPIRE page.

Where the awards land is uneven, and the ministry tabled the split by state. These are the states that took the most.

Fourteen of the 32 states and union territories in the ministry's list recorded no faculty fellowship selection at all in that period, which tracks where host institutions deep enough to absorb an independent researcher currently sit.

The fellowship is a contract, not an appointment, and the money is treated accordingly: the consolidated amount is taxable as per the Indian IT Act, DST provides no break-up of it, and the annual increment of Rs 2,000 is the only escalation. Where the work happens is constrained too. Selected candidates are advised away from the institution where they did their Ph.D. or post-doctoral work, and away from organisations that are administrative in function; the fellow is governed by the host institution's own rules on leave and administrative matters throughout. A fellow who leaves the scheme within six months of joining forgoes both the fellowship and the Research Grant for that duration, and a fellow who takes a permanent position mid-tenure stops drawing the fellowship from that day but may continue on the Research Grant, per the implementation guidelines. Any legal claim or dispute arising out of the advertisement or the application lies exclusively with the Delhi courts, tribunals and forums, per the 2025 call.
